Madam:

Your Committee on Water, Land, Agriculture, and Hawaiian Affairs, to which was referred S.C.R. No. 66 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THAT THE UNITED STATES POSTAL SERVICE ISSUE A COMMEMORATIVE STAMP HONORING PRINCE JONAH KUHIO KALANIANAOLE," begs leave to report as follows:

The purpose of this measure is to request that the United States Postal Service issue a commemorative stamp honoring Prince Jonah Kuhio Kalanianaole.

Testimony in support of this measure was submitted by one organization. Written testimony presented to your Committee may be reviewed on the Legislature's website.

Your Committee finds that Prince Jonah Kuhio Kalanianaole, as the last designated heir to the Hawaiian throne, was a great representative and supporter of the native Hawaiian people. Prince Kuhio was imprisoned for attempting to return Queen Liliuokalani to the throne, later elected to represent Hawaii to the United States Congress, and instrumental in securing the Kalaupapa Leper Settlement as a territorial institution, establishing county governments, developing Pearl Harbor, and advocating for the passage of the Hawaiian Rehabilitation Act and the Hawaiian Homes Commission Act. are many and, your Committee believes his legacy should be recognized nationally by the issuance of a commemorative stamp.

Your Committee has amended this measure by:

(1) Clarifying that Prince Kuhio re-organized the Royal Order of Kamehameha I, which was established and organized by Kamehameha V in 1865; and

(2) Making technical, nonsubstantive amendments for the purposes of style and clarity.

As affirmed by the record of votes of the members of your Committee on Water, Land, Agriculture, and Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 66, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 66, S.D. 1.
