(Report attached) 11 Adel and OUTER NORTH WEST COMMUNITY 29 - Wharfedale; COMMITTEE - UPDATE REPORT 38 Guiseley and Rawdon; The report of the Head of Stronger Communities Horsforth; bring to members’ attention an update of the work Otley and which the Communities Team is engaged in, based Yeadon on priorities identified by the Community Committee. It also provides opportunities for further questioning, or to request a more detailed report on a particular issue. This report also provides updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working. However, there was supplementary information in relation to Item 8 Finance Report. This had been circulated to all Members. 43 DECLARATION OF DISCLOSABLE PECUNIARY AND OTHER INTERESTS’ There were no declarations of disclosable pecuniary interests. 44 Apologies For Absence Apologies for absence had been received from Cllrs. Lay and Shemilt. 45 Minutes - 2nd December 2019 RESOLVED – To approve the minutes of 2nd December 2020 as a correct record. 46 Open Forum In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of 6 minutes was allocated to members of the public to make representations to the Community Committee. Mr and Mrs Woods attended the meeting and made representation to the Committee of transport issues within the Outer North West area. Mrs Woods described an issue that she had had with Service 33 that day. She went on to inform the Members that this was not an isolated incident but that the bus often did not turn up, real time screen was incorrect information, buses running with ‘Not in Service’ on them, no regular service. Draft minutes to be approved at the meeting to be held on Date Not Specified Page 7 Mr Woods spoke on behalf of the Aireborough Civic Society. Mr Woods explained the issues of the 747 airport service and the proposal to re-route the service so that it misses out Yeadon. Mr Woods voiced his concerns that no public consultation nor any local input had been undertaken before the tendering process had begun. Mr Woods requested the following information for the Aireborough Civic Society: 1. Full details of the tendering options and documents 2. When a decision will be made 3. Who will make that decision 4. Full details of the Service 747 bus survey that WYCA has conducted. Mr Woods was of the view that the current 747 service runs well and was used by a number of customers from the Yeadon area. Given the Climate Emergency he was of the opinion that the airport was being short sighted and should be encouraging people to use the service to travel to the airport. Mr Woods had prepared a paper which was passed to the Chair for circulation to the Members. The Chair explained that Bradford had requested the change to the 747 Service so that it was a more direct route for passengers to the airport. He went on to say that consultation on Service 737 and 747 was ongoing. The Chair thanked Mr and Mrs Woods for their representations. 47 Finance Report The report of the Head of Stronger Communities provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2019/2020.

    Our ref: 2387/21 Figures for incidents of drink spiking in your region over the last 5 years (year by year) I would appreciate it if the figures can be broken down to the nearest city/town. Can you also tell me the number of prosecutions there have been for the above offences and how many of those resulted in a conviction? Please see the attached document. West Yorkshire Police receive reports of crimes that have occurred following a victim having their drink spiked, crimes such as rape, sexual assault, violence with or without injury and theft. West Yorkshire Police take all offences seriously and will ensure that all reports are investigated. Specifically for victims of rape and serious sexual offences, depending on when the offence occurred, they would be offered an examination at our Sexual Assault Referral Centre, where forensic samples, including a blood sample for toxicology can be taken, with the victim’s consent, if within the timeframes and guidance from the Faculty for Forensic and Legal Medicine. West Yorkshire Police work with support agencies to ensure that all victims of crime are offered support through the criminal justice process, including specialist support such as from Independent Sexual Violence Advisors. The email invited these consultees to issue it to any interested party. The content of the email is copied below. 1.3 Text of public consultation email issued on 25 May 2018, with responses being invited by 18 June 2018. 1.4 Dear Consultee Following the invitation for expressions of interest and the consideration of submissions put fonruard by interested parties, please note that Leeds City Council is considering the sale of Otley Civic Centre for conversion to residential apartments. Before we finalíse our position and recommend the sale for approval your comments on the proposal are welcome so they can be considered. It is proposed the sale will be to Mandale Homes, who intend to convert the building to 21 new homes. lnitial proposals are that fourteen apartments will have one bedroom each ranging ín size from 470sqft to 805sqft, and seven apartments will have two bedrooms each ranging in size from 750sqft to 960sqft. A plan is attached showing the possible layout of the apartments. Mandale will provide the 35% policy complíant number of affordable units in the property. Seven new affordable homes will be provided, and management of these units will be agreed between parties at a more advanced stage.

So with the tourism economy forecast to grow to >12% of the UK economy in the next 10 years this is an ideal moment to look at how we can grow the visitor economy, regenerate the Town and create more local jobs for our young people. We estimate our ‘fair share’ of the West Yorkshire visitor economy to be worth c. £10m a year based on our share of the population, which equates to £18m turnover in the real economy and creates 20 new jobs for every £1m increase in visitor spend. 4 4 The Visitor Economy In common with many historic market towns across England most visitors come to Otley to see friends & family, go shopping, walking, sightseeing, attend an event or have a meal out or a drink in the local pub or café.
