The 1947 legislation has served us well. It has undergirded our diplomatic efforts, provided the basis to establish our military capa- bilities, and focused our intelligence assets. But the world has changed dramatically in the last fifty years, and particularly in the last decade. Institutions designed in another age may or may not be appropriate for the future.
