Tab 29 TAB 1 Charter Charter Board of Regents, Uniformed Services University of the Health Sciences 1. Committee’s Official Designation: The committee will be known as the Board of Regents, Uniformed Services University of the Health Sciences (“the Board”). 2. Authority: The Secretary of Defense, pursuant to 10 U.S.C. § 2113a and in accordance with the Federal Advisory Committee Act (FACA) of 1972 (5 U.S.C., Appendix, as amended) and 41 C.F.R. § 102-3.50(a), established the Board. 3. Objectives and Scope of Activities: The Board shall assist the Secretary of Defense in an advisory capacity in carrying out the Secretary’s responsibility to conduct the business of the Uniformed Services University of the Health Sciences (“the University”), as set out in paragraph four below. 4. Description of Duties: The Board shall provide advice and recommendations on academic and administrative matters critical to the full accreditation and successful operation of the University. 5. Agency or Official to Whom the Committee Reports: The Board reports to the Secretary of Defense and/or the Deputy Secretary of Defense, through the Under Secretary of Defense for Personnel and Readiness (USD(P&R)). The USD(P&R), pursuant to Department of Defense (DoD) policy, may act upon the Board’s advice and recommendations. 6. Support: The DoD, through the Office of the USD(P&R), provides support for the performance of the Board’s functions and ensures compliance with the requirements of the FACA, the Government in the Sunshine Act of 1976 (5 U.S.C. § 552b, as amended) (“the Sunshine Act”), governing Federal statutes and

    44TH MEDICAL BRIGADE NEWS Welcome to the Brigade Commander: In a ceremony on 29.- ay, Colonel Frederick W. Timmerman, formerly Command Surgeon, Headquarters, STRIKE Command, assumed command of the 44th Medical Brigade. Major General Charles W. Eifler, who officiated at the ceremony, awarded the Legion of Merit to the departing commander, Colonel Ray L. Miller. Colonel Miller was also the recipient of the Technical Service Honor Medal, First Class, presented by Colonel Hoan, Chief Surgeon, Republic of Vietnam Armed Forces. Other Coniand Chaes: Numerous command changes have recently taken place within the Brigade. LTC Henry Cosand is now acting CO of the 55th Medical Group and LTC Phillip H. Wvelch is commanding both 71st Evac and the 18th Surg following the departure of Mark T. Cenac. LTC Armin G. Dycaico has replaced LTC Elbert B. Fountain as comnander of the 70th Medical Battalion, MAJ John E. Rafferty is the new commander of the 7th Surg and LTC Kenneth R. Dirks has taken over the 406th Mobile Laboratory. COL Hinton J. Baker is the new CO of the 9th Med Lab and LTC Norman J. Glucksman is now in command of the 4th Med Det (Vet). Command of the 32nd Med Depot was assumed by LTC Richard S. Rand following the departure of COL Willianm W. Southard. Other Newcomers: The newly assigned Group Exec Officers include, LTC Roy L. Bates, 55th Group; LTC Robert M.     Lucien Desjardins - my in 1941 In the month of May, I was obliged to do a short four month stay in the Canadian armed forces but, this was quickly changed to an indefinite period following changes in the law. I was sent to the Joliette (prov. Québec) for my basic training. Several days of this training period was spent on firefighting duties further up North. Later on, I was transferred to Kingston Ontario within the Royal Canadian Corps of Signals (RCCS) where everything was done in English. During this training we would frequently be asked to sign up as active members without much success on my part. This is where Bill Lapré became my best friend. We had a chance to tryout all l sorts of trades but neither of us two ever singed up as “active” members I was later transferred to the 6th Division – Signals section. I was tasked to be a dispatch rider (motor biker rider) and then trained to become a “lineman”. I was promoted to the rank of Corporal. My commanding officer a Major Bell sent me on a small arms training course at the Long Branch Ont. training centre close to Toronto Ont. where other members of the armed forces joined in from all across Canada. I became an expert marksmen and champion of the group. Back at my home base, I was tasked to be a small arms training instructor. I then gave the small arms course (always in English) to officers of the 6th Division - Signals Corp. We were later transferred to Vancouver B.C.

    CHAPTER 8 HMCS Prince Henry (ex-North Star) escapes the St Lawrence before freeze-up 1940 CLARKE SHIPS GO TO WAR - AND WAR COMES TO THE ST LAWRENCE On Friday, September 1, 1939, the North Star, was in the middle of her final cruise of the summer, from New York to Montreal, at Bonne Bay, Newfoundland. The New Northland, on her sixth cruise of the season, was in the "Kingdom of the Saguenay." Both are places of great beauty. Passengers looked forward to a calm and peaceful day, but the news from Europe was anything but that. Germany had just invaded Poland. Two days later, on Sunday, September 3, with Germany having ignored a deadline set by the United Kingdom and France to withdraw from Poland, the world would be at war. On the day that war was declared, Donaldson Line's Athenia was a day out from Liverpool, en route from Glasgow to Montreal by way of the Strait of Belle Isle. But she would never reach Canada. Instead, she was torpedoed by the German submarine U-30, whose captain supposedly mistook her for a warship. Some 118 lives were lost in this, the first Allied merchant ship loss of the war. Luckily, conditions allowed 1,300 survivors to be rescued by two cargo ships, one American and one Norwegian, the Swedish yacht Southern Cross and the British destroyers HMS Electra, Escort and Fame. The 5,749- ton Knute Nelson landed 449 survivors at Galway Bay in Ireland, while the Southern Cross rescued 376 and transferred 236 of them to the 4,963-ton City of Flint, which took them on to Halifax.

    VIETNAM VETERANS OF AMERICA Office of the National Chaplain Taps September/October 2014 JAMES MANON ABBOTT – Died Sunday, the 13th day of July, 2014 in Napa, California at the age of 86. James was born on the 30th day of May, 1928 in Miami, Florida to Ruby (née Wilson) and Lindsey Abbott but moved shortly after that to Atlanta Georgia where he was raised until moving to Texas in February 1947. Those who knew James knew without a doubt that he was very proud of his military service to our country. He joined National Guard on the 19th day of May, 1947 and served until the 9th day of February, 1948 when he was discharged to enlist in the United States Army on 10th day of February 1948. After serving 21 years, 7 months, 21 days he retired on the 1st day of October, 1969. While serving our country in Kobe, Japan he met the love of his life and on the 16th day of July, 1958 married Kiyoko Mizutani. He had one son Jack Franklin Abbott that followed his father and served in the United States Army. His wife Kiyoko had "Gone Ahead to Light the Way" on the 16th day of July, 1989, on their 31st Anniversary, and his son Jack passed away on the 24th day of May, 2006. James also worked at Queen of the Valley Hospital as a cook from 1972 until he retired from full time work 1990 but continued to work on-call until Feb 1995. James was a very active member of many organizations as long as he was physically able.
