Each Sub-Committee shall apPOint ils own Chairman, who in the case of an equality of votes shall have a second or casting vote. 36. Each sub-Committee other than the Selection Committee shall keep minutes of ils .l'roœedings with the narnes of members present at Ils meetings:. the minutes shaU be signed by the Chairman of the meeting or the Chairman of the next meeting of that sub­ Commmittee. 37. Each sub-Committee other than the Selection Committee shall, notwithstanding anythinJ! contained in the Rules, be on ail matters subject to any mstructions of the Committee, but subject thereto shall have power to act without reference to the Committee. 38. The Committee shall have powers to expel, suspend, punish or admonish any member, or official or member of a club in membership with the County Union, for infringetiJent of anr of these Rules or of the Laws of Jhe Garne of the Ru)!RY Football Union or for conduct which in the opÎnton of the Committee is prejudicial to the interesls of the County Union or of Rugby Football or who has ceased to be eligible for membership under Rule 5, and to reinstate any member so expeUed or suspended. 40. The powers under the Laws of the Garne and the Rules as to ProfessionaIism of the Rugby Football Union which the Committee of the Rugby Football Union shaII from lime to lime delegate to the County Union as a constituent body under the Rules of the Rugby Football Union sball be exercised on behalf of the County Union by the Committee. 50 41. A club in membersbip with the County Union shall aa:ept responsibility for the enforœment of ail decisions of the Committee under the RuJes, and an omission ta enforce any such decision shall be deerned an infringement by such club of the Rules. 42. W1lhout the permission of the Selection Comminee a club shall not permit any Elayer 10 play elsewhere at a lime when he has been nolilied by the County Union ta play in or ta attend as reserve for a matc:h, tria\ matc:h or other aames arranged under the auspices of the County ColIIJIIJttee arranged by the County Union. lt shall be the duty of the Hon. Secretary for the County Union ta give simiIar notification ta the player's club. CLUB ACCOUNTS 43. The home club must post a notification of the proposed time of commencement of play to the visiting club ten clear days before the match, and the visiting club must confirm this within twodays. 3. If a club fails without reason sat/sfactory to the Committee to fulfil a fixture it shall be liable to suspension. 4. During Seplomber, October, February, March and April not 1_ than fort Y minutes each way shall be playod and during November, December and January not less than thirty-five minutes, unless a shOrler lime is sanctioned by the referee prior to the kick-otT. The Captains of the teams must inform the referee as to the time agreed upon for play. S. DISPUTES AND TRANS­ GRESSIONS Any matters in dispute or any trans­ gressions of these Regulations, other than those relating to the eligibility of players where the provisions of Regulation 7 (h) apply, shall be referred immediately to the Secretary of the R.F.U. by telephone if neœssary, providing writteD confirmation follows immediately.

64 STANDING ORDERS OF THE COMMITrEE GOVERNING lTS MEETINGS (to apply mutatis mutandis to General Meetings) 1. Every notice of motion shall be made in writing to the Hon. Secretary of the County Union to be included in the Agende of the next .neeting. such notice to be signed by at least two members. The Motions shall be taken in the order in which they appear on the Agenda paper unless a majority of the Committee decide otherwise, and no motion will he put to the vote unless it is both moved and seconded. 2. AIl correspondence or business of import­ ance which may have arisen too late for inclusion in the Agenda paper shall be produced previous to any Motion on the Agende paper being put, and the Committee may decide by a majority to take any such business before proceeding with the Agenda paper. 3. The Chairman shall have power to prevent any member, except the mover, speaking more than once on any one motion or question unless in explanation. The moyer shall in aU cases be entitled to speak once in making his motion, and once by way cofreply. 4. Whenever an amendment is moved on an original proposition and seconded, no second amendment shaU be moved until the original amendment is disposed of. If an amendment be carried, the motion as .. mendment shall take the place of the original 65 motion, and sball become the motion on wbich a second or fortber amendment May he moved. Only one amendment shall be submitted for discussion at a time. No reply is allowed to the mover of any amendment to a motion. s. Stands and Enclosures, etc. 10. Ali Ties will be refereed by a member of either the Manchester or Liverpool Referees Society. The touch judges for the semi-finals and finals shall be members of either the Manchester or Liverpool Referees Society. Il. ln the event of a clash of colours between competing Clubs. the Home team must change ilS calours. 12. Ali questions affecting the qualifications of players and the interpretation of these rules shall be referred to the Caunty Commmittee. No protest or appeal of any kind will be valid unless the Club ma king the protest or appeal does sa within forty-eight hours of the termination of the Match to the County Secretary. A copy of the protest or appeal must at the same time be sent to the Secretary of the opposing Club, and the Referee alsa, should the matter 50 concem him. 69 13.
