Proposal To build a pump track and skate park in Temple View, Hamilton to meet the needs of a growing community. This proposal outlines how this $368k capital project aligns with the Hamilton City Councils (HCC) annual plan and long term goals and contributes to a “city that embraces growth.” The key objectives for this project are to:

1. Enhance family experiences and activities of a growing community. 2. Enable kids and youth to develop their skills and talents.

Temple View Community Temple View is a small community located on the south west end of Hamilton city with a population of approximately 1,200. Temple View has historically been a community made up of members of the Church of Jesus Christ of Latter-Day Saints centred around the churches Temple and former high school (Church College of ).

The church is currently in the process of developing the land where the high school was located into residential homes for families. This development is anticipated to substantially grow the communities population in the future. Based on this growth, we envision a pump track and skate park helping to provide families with a enhanced community experience and family life.

The Project The project is to build a pump track and small scale skate park at the Temple View Reserve located between Fosters Road and McKay drive. The pump track and skate park will be designed to cater to the community and is not intended to attract large groups of users.

The Temple View reserve currently has a refurbished playground. A pump track and skate park in the area selected above will provide families with the opportunity to enjoy a variety of activities including sports, biking, playground and skateboarding.

Community Partnership The community will partner with the Hamilton City Council to carry out the project. We have already received support from families from one of our community Facebook pages. Community members are willing to support the project by contributing time and resources including project coordination, seeking external funding and labour (as permitted). Budget We have been in contact with Acid NZ and Velo Solutions who are both experienced in the pump track and skate park industries. The total budget for this project is estimated to be $367,500 broken down in the table below:

3 Executive Summary

Budget Cont. This is an indicative budget based on information received and is subject to change depending on completing further due diligence. We are looking to team with Trust Waikato for funding. Based on projects previously supported by Trust Waikato, we would apply for a grant of up to $100k. The remaining $268k we would propose to the Council to include in their 10 year plan and annual plan. Our proposal sets out why this project aligns with the Councils community outcomes and directly invests in growing the city and enhances current and future families experience living in this community. Temple View Pump Track and Skate Park – Next Steps The next steps of this project once this proposal is finalised will be to: 1. Confirm HCC interest and support for the proposal 2. Progress the proposal with HCC to be included in the councils long term goals / annual plan 3. Continue discussions with the community and complete survey to gauge support 4. Finalise Budget based on design submitted to Acid NZ limited 5. Create charitable community entity and apply for Trust Waikato Funding 6. Seek approval from HCC for this proposal

4 Temple View Community

History Temple View is a small community located on the south west end of Hamilton city with a population of approximately 1,200. Temple View has historically been a community made up of members of the Church of Jesus Christ of Latter-Day Saints (the Church) centred around the churches Temple and former high school (Church College of New Zealand) which closed in 2008.

Temple View is well known for the Temple Lights which is attended by thousands during Christmas. The Church has recently completed developing Legacy Park which provides a water side walk way and playground. Temple View is a tight knit community that already offers families an ideal home to raise a family.

Future developments The Church of Jesus Christ of Latter-Day Saints is currently working with Classic Homes to develop the land where the former Church College of New Zealand was located. The title of this development is Hapori (community in Maori) Park at Temple View.

This development is anticipated to substantially grow the communities population within the next 2-5 years. Based on this growth, we envision a pump track and skate park helping to provide families with an enhanced community experience and family life.

The first stage of this development is anticipated to start late 2020 with the show home to be built by March 2021. A recent article from Stuff.co.nz* reported that the demand for these homes is high with the first 10 homes being brought within 2 hours of when they were made available from Classic Homes. This development is anticipated to be successful in drawing families from all around the region to Temple View.

Hamilton City Council (HCC) Long Term Goals We understand that HCC has long term goals to shape Hamilton to be a place where people thrive and a city with lots to do. Our project aligns with the long term goals and HCC’s annual plan through the following:

Contribution to the growth of the community and surrounding area

Opportunities to partner for future community projects

Key Objectives The communities key objectives for building a pump track and skate park are: 1. Enhance family experiences and activities of a growing community. 2. Enable kids and youth to develop their skills and talents. This capital investment aligns with the Councils community outcomes and current initiatives by providing facilities that attract families, contributing to the growth of the city and enhancing community life. The developments in Temple View have contributed to the economic growth of the city and will continue to do so in the future.

6 The Project

Overview The project is to build a small scale skate park and pump track at the Temple View Reserve located between Fosters Road and McKay drive. The skate park will be designed to cater to the community and is not intended to attract large groups of users. The potential area for the skate park and pump track is depicted below:

Temple View Reserve The Temple View Reserve has a wide open field and a playground for the public to enjoy. This location is ideal for a skate park and pump track as it adds to the already existing features and activities available. Kids and youth of all ages will have the opportunity to enjoy the facilities, which will cater to bikers, scooters and skateboarders.

Skate Park Design The overall design of the skate park and pump track includes:

• 350 Square Meter Skate Park - little smaller than the original Nawton Skate Park • 400 Square Meter Multiuse Pump Track • Footpaths and water fountain

7 Community Partnership

Overview The community will partner with the Hamilton City Council to carry out the project. We have already received support from families from one of our community Facebook pages. Also, initial discussions with families living in close proximity to the Temple View Reserve have been positive in supporting the project. We plan on carrying out a complete survey among the community to gauge the receptiveness to the project.

Community Contributions Community members are willing to support the project by contributing time and resources including project coordination, seeking external funding and labour (as permitted). The details of the contributions from the community can be finalised during a later date.

Other Partnerships We will aim at applying for grants from Trust Waikato. We understand funding from Trust Waikato is targeted for certain community projects and meet their criteria including: • Project operates mainly in the Waikato region • Community entity has a bank account/annual financial statements • Community entity is an incorporated society or registered charitable trust Based on review of the projects supported previously, we are aiming to apply for a grant of up to $100k. We have completed a comprehensive budget on the following page.

Community Concerns A concern we perceive for the community will be attracting large groups of people. We will aim at getting feedback from the community around safety for those using the facilities and rules for use. As Temple View grows we understand there will be greater awareness of the safety for all residents. We currently have an active community watch to assist with this concern.

8 Budget

Pump Track and Skate Park Budget An indicative budget has been prepared based on information sourced from industry experts and public information available. The total budget is $367,500 as shown in the table below:

The assumptions take a conservative approach and are based on the highest end of the ranges shown above.
