Agency History: Harris County traditionally appointed Superintendents to be responsible for the maintenance of county-owned buildings housing the operations of county government. Until World War II the Harris County 1910 Courthouse housed the majority of county offices and the civil and justice of the peace courts. W.A. Reiler was Superintendent (1920-1930) for being responsible for its maintenance and janitorial services. In 1928 Harris County built a new Criminal Courthouse. J.M. Prewitt was hired as the Superintendent. His responsibilities included not only the courts, but also space for the justices of the peace, sheriff, county jail, and housing for the insane. By 1940 Harris County needed more space for a growing county government. County departments were moved out of the courthouse to other facilities. For example, in 1939 the Harris County Public Library moved from the fifth floor of the courthouse to the old nurse’s residence on Elder Street. In 1943 with additional buildings to maintain, the Commissioner’s Court appointed George W. Stacey as Building Superintendent for Harris County. Stacey and his two employees would be responsible for all county owned and leased buildings. Charles K. Hopping became Building Superintendent in 1953, but by mid-year the responsibilities for maintaining the buildings in Harris County were overwhelming Hopping and his employees. The Commissioner’s Court named R.B. Richardson as Mechanical Engineer for all county buildings and the Building Superintendent was only responsible for janitorial services and building supplies. O.G. Albert was Director of Building Superintendents from 1959-1966, E.A. Cromwell from 1966-1972 and Floyd Miller from 1973-1974. In 1974 J.E McCain became Director of Building Superintendents. He began Page 1 of 15 COUNTY OFFICE – CR002 a program to expand the influence and capabilities of the department with hiring the first county electrician and assuming management of the telephone and elevator operators. McCain retired in 1995. Mike Surface was appointed director and the name of the department was changed to Facilities and Property Management in 1996. In 1998 Mike Yancy became Director. Some of the department’s responsibilities included lease of parking spaces, negotiating the lease of space in buildings or other facilities, repair, renovation, and maintenance of county owned or leased buildings, building security negotiations, Records Management, Fleet Services, and design and building capital projects. The retirement of Mike Yancey in 2007 marked a restructuring of and different emphasis for FPM. In March of 2007 the department merged with the Public Infrastructure Department and Kevin Hoffman was appointed director. Hoffman dismantled the infrastructure support departments and transferred Records Management to Information and Technology Services. Outside contractors and vendors were hired to do the work formerly completed by FPM. On February 14, 2012, Commissioners Court approved Facilities and Property Management to again become an independent county department effective March 1, 2012 with Jim Lemond as the director. Willie Loston was appointed Director effective March 1, 2014. The Weiser Security contract was transferred to the Constable Precinct 1 in connection with the Downtown Security Plan in October 2014. Robert Sprott was the interim director when Mr. Loston retired in 2016. The lease negotiations moved to the Office of the County Engineer in November of 2016. In January 2017 Facilities and Property Management reorganized to report to the Office of the County Engineer with the name changing to Facilities and Property Maintenance. Some of the responsibilities relating to security, parking, and utilities moved to Central Technology Services and Budget Management. Jacob Frazelle is the current director of the Facilities and Property Maintenance Division. The Facilities and Property Maintenance Division of Public Infrastructure maintains 149 diverse facilities, totaling 10.7 million square feet of space over almost 1,800 square miles of Harris County. Among the facilities are county annexes, libraries, office buildings, jails, courthouses, and community centers. Bibliography: Scrapbooks, various volumes, E. Of particular interest is the over 5 cubic feet of records concerning the Astrodome, Houston Sports Authority and the Downtown Ballpark (Enron Field and later Minute Maid Park) during a period of negotiation and at times, controversy.     RAILWAY EMPLOYEE RECORDS FOR COLORADO VOLUME III By Gerald E. Sherard (2005) When Denver’s Union Station opened in 1881, it saw 88 trains a day during its gold-rush peak. When passenger trains were a popular way to travel, Union Station regularly saw sixty to eighty daily arrivals and departures and as many as a million passengers a year. Many freight trains also passed through the area. In the early 1900s, there were 2.25 million railroad workers in America. After World War II the popularity and frequency of train travel began to wane. The first railroad line to be completed in Colorado was in 1871 and was the Denver and Rio Grande Railroad line between Denver and Colorado Springs. A question we often hear is: “My father used to work for the railroad. How can I get information on Him?” Most railroad historical societies have no records on employees. Most employment records are owned today by the surviving railroad companies and the Railroad Retirement Board. For example, most such records for the Union Pacific Railroad are in storage in Hutchinson, Kansas salt mines, off limits to all but the lawyers. The Union Pacific currently declines to help with former employee genealogy requests. However, if you are looking for railroad employee records for early Colorado railroads, you may have some success. The Colorado Railroad Museum Library currently has 11,368 employee personnel records. These Colorado employee records are primarily for the following railroads which are not longer operating. Atchison, Topeka & Santa Fe Railroad (AT&SF) Atchison, Topeka and Santa Fe Railroad employee records of employment are recorded in a bound ledger book (record number 736) and box numbers 766 and 1287 for the years 1883 through 1939 for the joint line from Denver to Pueblo.

ABSTRACT Architectural engineers face many challenges in the design and implementation of mechanical, electrical, lighting, plumbing, and fire protection systems in buildings. Space and aesthetic coordination must be managed between the architects, engineers, contractors, and building owners. Further design issues are involved when renovating or preserving historic properties. Historic buildings often contain additional design limitations and character defining features that must be preserved. A building’s character defining features often represent past history, culture, and architecture. To better understand the design coordination and other issues faced in historic renovation, three case studies located in Kansas City, Missouri, are presented to investigate the application of mechanical, electrical, and plumbing (MEP) system design into historic buildings. The three case studies include: the Stowers Institute for Medical Research, as a mechanical design; the Union Station, as an electrical and lighting design; and the Webster House, as a plumbing and fire protection design. The renovation projects’ architects, engineers, and contractors were personally interviewed to obtain the most accurate information and account of the design and construction process. Additional information was gathered, and a tour of each building allowed for the pictorial documentation of each site. Preserving the historic character of buildings during renovations has many advantages and disadvantages for both the owners and the designers.
