E2/P/D2 23 Sir, I have the honour to refer to the Agreement of 3 between the Govern ment of India and the United Nations concerning assistance to the Demographic Training and Reserach Centre at Chembur, Bombay, until 30 June 1967. As you are, no doubt, aware, the question of further extending the validity of this Agreement has been engaging the attention of the United Nations and the Economic Commission for Asia and the Far East for some time, and I now have the honour to confirm, on behalf of the United Nations, that the United Nations has agreed to the extension of the duration of the Agreement for six months as from 1 July 1967 and, accordingly, to the Agreement©s remaining in force until 31 December 1967, unless of course the Agreement is sooner terminated by either party acting under the provisions of Article VIII. The present six-month extension should therefore be considered as an interim ad-hoc arrangement during which period one expert will be provided out of the UNTA Regular Programs funds for 1967 and six fellowships from AFE regional programme to non-Indian students for the period 1967-68. The United Nations accept, in principle, the provision of UN assistance for a further period, but they are very keen that any extension for the four-year period requested by the Government should be made on the basis of a fresh evaluation of how far the Centre can meet the requirements for training and research for the other countries of the region and for India itself. Conditions with reference to demographic training in many countries of the AFE regions have undergone suffi cient change, since the last agreement was signed, to warrant fresh consultations

A proposal for a re-examination of the scope and scale of United Nations© assistance in the new and long-term agreement could be discussed between the Government of India and the United Nations some time during the latter half of this year. Mr. M. Macura, Director of the Population Division at United Nations headquarters is expected to be in India some time in late July or August when we might have these discussions. I would be grateful if you would, on behalf of the Government, confirm the Government©s agreement to the extension of the duration of the Agreement for 6 months as indicated above. I would propose that on receipt of your reply to that effect, this letter and your reply should be considered as constituting an agreement between the Govern ment of India and the United Nations. II New Delhi, , 1967 Sir, With reference to your letter No. E2/P/D2 dated the 23rd June, 1967, regard ing assistance for the Demographic Research and Training Centre, Bombay, I am directed to say that the Government of India agree to the extension of the Agreement by 6 months from 1st July to 31st December, 1967 as indicated in your letter. It is also agreed that your letter, together with this reply, shall constitute an agree ment between the United Nations and the Government of India, effective on the date of this reply.

Sir, I have to refer to the Agreement of June, 1965 between the Government of India and the United Nations concerning assistance to the Demographic Training and Research Centre at Chembur, Bombay, extended upto 31.12.1967 by exchange of letters dated 23.6.1967 and 1.7.1967, and to your letter of 28.12.1967 proposing a further extension of the Agreement upto 30.6.1968 and to confirm that the Govern ment of India agree to the extension of the agreement from 1.1.1968 to 30.6.1968. It is also agreed that your letter together with this reply shall constitute an agree ment between the United Nations and the Government of India effective on the date of this reply.
