CONSENT AGENDA TOWNSHIP HIGH SCHOOL DISTRICT 211 Palatine, Illinois BOARD OF EDUCATION REGULAR MEETING April 8, 2021 6:30 p.m. Official A regular meeting of the Board of Education, Township High School District 211, Cook County, Illinois was held on April 8, 2021 at 6:30 p.m. in the auditorium at Hoffman Estates High School at 1100 W. Higgins Road, Hoffman Estates, Illinois. Access for the public to view the Board of Education meeting live on the Zoom application was available on the District’s website at: www.d211.org. ROLL CALL Present: Mark J. Cramer, Member Peter R. Dombrowski, Member Anna Klimkowicz, Vice President and Member Steven Rosenblum, Member Edward M. Yung, Secretary and Member Robert J. LeFevre, Jr., President and Member Present by Audio Conference: Kimberly Cavill, Member Absent: None Also present were: Superintendent Lisa Small; members of the District administrative staff; interested citizens; and members of the press. Closed Session Mr. Rosenblum made a motion, seconded by Mr. Yung, that the Board of Education will enter closed session to discuss minutes of meetings lawfully closed under the Open Meetings Act [5 ILCS 120/2 (c) (21)]; the appointment, employment, compensation, discipline, performance, or dismissal of specific employees [5 ILCS 120/2 (c) (1)]; matter pertaining to an individual student [5 ILCS 120/2 (c) (20)]; and deliberations concerning salary schedules for one or more classes of employees [5 ILCS 120 (c) (2]. On which motion a roll call vote was held with the following results: Aye: Kimberly Cavill Mark Cramer Peter Dombrowski Anna Klimkowicz Steven Rosenblum Edward Yung Robert LeFevre Page 2 – April 8, 2021 Nay: None The motion carried unanimously. The Board of Education entered executive session at 6:32 p.m. and resumed its meeting at 7:30 p.m. Pledge of Allegiance President LeFevre led the Board of Education and the audience in the Pledge of Allegiance. Illinois Music Educators Association All-State Honorees Superintendent Small announced that tonight, the Illinois Music Educators Association all-state honorees will be recognized and she introduced Director of Athletics and Activities Eric Wenckowski. Mr. Wenckowksi introduced James B. Conant High School Principal Julie Nowak, Assistant Principal Mark Langer, and Orchestra Director Devin Godzicki. Ms. Godzicki introduced Christian Kim, Daichi Kurita, and Sean Yoshihara for being named to the all-state orchestra by the Illinois Music Educators Association and they received medallions for the honors they earned. Mr. Wenckowski introduced James B. Conant High School Band Director Kreg Moorhouse and Mr. Moorhouse introduced Michael Deresz for being named to the all-state band and Nathaniel Mathew for being named to the all-state orchestra by the Illinois Music Educators Association, and they received medallions for the honors they earned. Mr. Wenckowski introduced William Fremd High School Principal Kurt Tenopir and Chorus Director Christina Collins. Mrs. Collins introduced Andre Boulet, Samuel Gould, Sophia Katsma, Anish Mukherjee, and Grayson Walther for being named to the all-state chorus by the Illinois Music Educators Association, and they received medallions for the honors they earned. Mr. Wenckowski introduced William Fremd High School Band Director Matthew Moore and Mr. Moore introduced Mark Ariagno, Stella Chung, Taehyun Kim, Alina Kwon, Brooklyn Mao, and Shruti Sharma for being named to the all-state band and Lisa Kazami and Prashanth Ramachandra for being named to the all-state orchestra by the Illinois Music Educators Association, and they received medallions for the honors they earned. Mr. Wenckowski introduced Hoffman Estates High School Principal Michael Alther and Orchestra Director Thomas Chester. Mr. Chester introduced Logan Searle for being named to the all- state orchestra by the Illinois Music Educators Association, and he received a medallion for the honor he earned. Mr. Wenckowski introduced Hoffman Estates High School Music Department Chair and Band Director Jerry Lowrey and Mr. Lowrey introduced Niko Otsuka for being named to the all-state band by the Illinois Music Educators Association, and he received a medallion for the honor he earned. Mr. Wenckowski introduced Hoffman Estates High School Chorus Director Matthew Schlesinger and Mr. Schlesinger introduced Mia Dudlicek for being named to the all-state chorus by the Illinois Music Educators Association, and she received a medallion for the honor she earned. Page 3 – April 8, 2021 Mr. Wenckowski introduced Palatine High School Principal Tony Medina and Music Department Chair and Orchestra Director Dung Pham. Mrs. Pham introduced Hayden Williams for receiving first place in the solo instrument composition by the Illinois Music Educators Association, and he received a medallion for the honor he earned. Mr. Wenckowski introduced Schaumburg High School Principal Brian Harlan and Chorus Director Ann Espel. Mrs. Espel introduced Lea Steen for being named to the all-state chorus by the Illinois Music Educators Association, and she received a medallion for the honor she earned. Mr. Wenckowski introduced Schaumburg High School Music Department Chair and Band Director Vincent Inendino. Mr. Inendino introduced Rhys Barlow, Rix Barlow, and Alan Medina for being named to the all-state band, and Nicole Setiawan for being named to the all-state orchestra by the Illinois Music Educators Association, and they received medallions for the honors they earned. President LeFevre congratulated all of the students who were recognized tonight for their accomplishments on behalf of the Board of Education and he thanked everyone for coming tonight. Public Comments President LeFevre made the following remarks: “We are now going to begin the business portion of our meeting. Our next item of business tonight is Public Comments. According to Phase 4 guidelines issued by the State of Illinois, no more than 25 percent of the seating capacity may be gathered together in a specific location at one time. The Board of Education meeting is being held this evening in the auditorium at Hoffman Estates High School with a maximum of 25 percent of the seating capacity. The Board of Education meeting also will be simulcast in classrooms near the auditorium to accommodate any additional guests beyond the auditorium capacity. The Board of Education meeting is also being conducted via an electronic video-conferencing application known as Zoom. Tonight, public comments will be in-person and via Zoom. Individuals who wanted to address the Board via in-person or Zoom were asked to sign up today between the hours of 4:30 p.m. and 6:30 p.m. Individuals were asked to indicate if they wanted to address the Board of Education in–person or via Zoom. If more than 20 people completed the link to address the Board of Education, a random system was used to select and order 30 names. Since public comment is to be heard for a maximum of one hour, not all 30 people may have a chance to address the Board. A list of individuals who will address the Board, and the order of the individuals addressing the Board, was posted on the Zoom meeting screen at 7:15 p.m. Each person who addresses the Board will have a maximum of five minutes to speak. You will be told when you have one minute remaining, though you may not hear that if you are speaking via Zoom. Public comment will be heard for a maximum of one hour. I will call each person’s name when it is their time to address the Board. If you are in-person, please come to the podium and state your name for the record. Though not required, you may state if you are a resident of the District. If you are addressing the Board via Zoom, your microphone will be turned on after I call your name. Again, please state your name for the record and, if you wish, indicate if you are a resident of the District. When you are finished, your microphone will be turned off. Page 4 – April 8, 2021 Speakers, please keep your masks on when addressing the Board at the podium. Any individual’s unused time or place in order may not be deferred to another individual.” The following individual addressed the Board regarding sexual harassment, prevention, and education; and a District-wide student council: • Jasmin Mundi The following individual addressed the Board regarding freedom of information requests, SAT preparation and coaching, the school schedule, and summer school: • Stacy Gale The following individual addressed the Board regarding a Board member and social media and Board accountability: • Jessica Hinkle President LeFevre made the following remarks: “Is there anyone else who is not on the list who would like to address the Board of Education? If so, if you could raise your hand please.” The following individual addressed the Board regarding harassment prevention and education, duties of the superintendent, and Board candidates and the union: • Vickie Wilson President LeFevre made the following remarks: “Is there anyone else who is seated in the auditorium who is not on the list who would like to address the Board of Education? If so, if you could raise your hand please.” No one raised their hand to indicate they wished to address the Board of Education. Public Hearing on the Proposed Reduction-in-Force of Teaching Positions Mr. Rosenblum made a motion, seconded by Mr. Yung, that the public hearing on the proposal to conduct a reduction-in-force of teaching positions in Township High School District 211 is now open. On which motion a roll call vote was held with the following results: Aye: Kimberly Cavill Mark Cramer Peter Dombrowski Anna Klimkowicz Steven Rosenblum Edward Yung Robert LeFevre Nay: None The motion carried unanimously.
