[email protected] Technological progress and innovation plays a central role in a country’s economic progress. As an economy advances to the global technological frontier and narrows the technological gap, an innovation-based growth strategy that focuses on investments in R&D and technology creation offers the greatest potential for economic growth. In this paper, we discuss the requirements for a successful transition, in terms of changes to the technology infrastructure, economic institutions and the incentives’ structure. This paper outlines the efforts made by Singapore to re-make itself as an innovation-based economy, and the challenges faced by the government in transforming the nation’s infrastructure and institutions to develop innovation capabilities and encourage entrepreneurship. 1. Introduction Singapore was the first country in the region to officially articulate an aim to attract medical tourists and promote the export of health services overseas. In 2003, the Healthcare Services Working Group (HSWG) of the Economic Review Committee recommended that Singapore attract one million foreign patients by 2012. To achieve this goal, the Singapore Tourism Board (STB), along with the Economic Development Board (EDB) and International Enterprise (IE) Singapore, launched SingaporeMedicine in 2003, a multi-agency initiative that aims to promote, develop and maintain Singapore as an international medical hub. However, in recent years, the push for medical tourism has been muted. Biopolis is a technology park, a high-profile space that brings key Singaporean biomedical research institutes together with global and local biotechnology and pharmaceutical companies and national governance bodies. Adjacent to the National University Hospital and the National University of Singapore, it constitutes a third node in a biomedical knowledge corridor, mediating between academic biology and clinical applications. Yet there has been very little research that goes beyond descriptive assessments of urban design and urban policy and understands the political economy that has produced the current system of planning in Singapore. This article explores the role of land acquisition and land management in Singapore’s urban development. It argues that Singapore is best understood as a model of urban planning under state capitalism. Drawing largely on academic studies, reports of Singapore government agencies and government-linked corporations, and interviews the article analyzes the mechanisms through which the Singaporean state has used direct involvement in the commercial real-estate market as a powerful tool to gain access to revenue, achieve urban redevelopment objectives and exert powerful influence over the Singaporean society and economy. Singapore first began to take active steps to attract highly-skilled foreign workers in the latter half of the 1980s. Workers from other countries have bridged shortfalls when Singapore’s efforts to train its own highly-skilled human resources have failed to keep pace during the successive stages of its economic advancement. Singapore’s approach has been characterized by a comprehensive policy encompassing efforts to attract not only highly skilled foreign workers, but also companies, students, tour- ists and international conferences. This has resulted in synergy benefits, and in the creation of mechanisms that ensure a steady inflow of highly-skilled people through various routes. 2. In the early 2000s, Singapore began to recruit leading scientists from around the world to take up positions in research institutions or as university professors as a way of enhancing its domestic capacity for scientific and technological innovation. These scientists in turn attracted more scientists from other countries through their own networking activities, and their presence also encouraged young researchers and students to move to Singapore. As a result, science and technology R&D activities in Singapore surged from almost zero over a short period of time to a level at which significant progress could be made. 3.     16th HFSP Awardees Meeting Matrix Biopolis, Singapore, 10 - 13 July 2016 Practical Information 1 Meeting venue The meeting will be held on level 4 of the Matrix building, located at the Biopolis, 30 Biopolis Way, Singapore. The venue is a short walk from the Park Avenue Rochester hotel. The Buona Vista train station and bus stop are within walking distance of the Matrix building and Park Avenue Rochester hotel. To park at the Matrix Building, please use carpark entrance A and park in the public carpark on basement level 3. The orange zone is the closest parking zone to the Matrix building. Follow the signs “To Matrix Lift Lobby” and take Lift D to level 1 lobby. In the lobby, please take another set of lifts to level 4. Note that smoking is not allowed in most indoor locations in Singapore. To connect to WIFI, please check with the secretariat at the registration desk for the log-in and password. To get to the Park Avenue Rochester hotel from the airport take the MRT train (East-West line) to Buona Vista MRT station. A taxi to the hotel from the airport should cost approximately S$25-$30 and take 45 minutes, depending on traffic. Registration On Sunday, July 10, registration will take place from 12:00 – 16:00 in the lobby of the Park Avenue Rochester hotel. The registration desk is located in the foyer on level 4 of the Matrix building.
