A by-law to authorize the Mayor and Clerk to enter into an agreement with the Peterborough Humane Society for the provision of Poundkeeper Services. Members in Attendance: Council: Jim Martin, Mayor David Gerow, Deputy Mayor Hart Webb, Councillor Larry Ellis, Councillor Barry Pomeroy, Councillor Staff: Brian Grattan, Deputy CAO Bob Angione, Clerk Guest: John Ewart, Municipal Solicitor Mayor Martin called the meeting to order and reminded Council of the requirement to disclose any pecuniary interest and the general nature thereof if the occasion arises. Mayor Martin introduced the purpose of the meeting. The purpose of this Special Closed Session Council Meeting is for the Council of the Township of Havelock-Belmont-Methuen to meet in Closed Session under authority of Section 239(2)(b) of the Municipal Act, 2001, S.O. 2001, c.25 for personal matters about an identifiable individual, including municipal or local board employees; and Section 239(2)(e) of the Municipal Act, 2001, S.O. 2001, c.25 for litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board. Regular Council Meeting - December 2, 2019 Page 8 of 194 Disclosure of Pecuniary Interest Mayor Martin reminded Council of the requirement to disclose any pecuniary interest and the general nature thereof if the occasion arises. Minutes: R-805-19 Moved by Deputy Mayor Gerow Seconded by Councillor Pomeroy That Resolution No. 787-19 that was passed at the Regular Council Meeting held on November 4, 2019 as moved by Councillor Ellis and Seconded by Councillor Webb be amended to read as follows: That staff is hereby authorized to rent a loader for the period from December 1, 2019 to March 31, 2020 at a maximum cost of $5,500.00 per month plus taxes; and further That the 2019 cost for the loader of $5,500.00 plus taxes be expensed from General Ledger Account Number 01-3220-5814; and further That the 2020 cost for the loader (January to March) in the amount of $16,500.00 plus taxes be included in the Public Works Department Operating Budget. And Further That the minutes of the Special Council Meeting held on November 1, 2019 be approved and adopted as presented and the minutes of the Regular Council Meeting held on November 4, 2019 be approved and adopted as amended. Carried R-806-19 Moved by Councillor Webb Seconded by Councillor Ellis That the Regular Council Meeting be suspended at 5:01 p.m. in favour of a Public Meeting held under Section 34 of the Planning Act with Mayor Martin presiding. Carried Public Meeting for Zoning By-law Amendments: Mayor Martin introduced the Township’s Planning Consultant, Amanda Dougherty from Landmark Associates Limited, to the Public Meeting. Zoning By-law Amendment – Marlene Smith (Part Lot 17, Concession 4, 54 and 60 Fire Route 76 - Methuen Ward (Kasshabog Lake) Regular Council Meeting - December 2, 2019 Page 9 of 194 The Township of Havelock-Belmont-Methuen is in receipt of an application for a Zoning By-law Amendment to change the zoning of certain lands being located in Part Lot 17, Concession 4, 54 and 60 Fire Route 76 in the Methuen Ward.
