Job Announcement Project Officer – One Post Ann Township,

The Lutheran World Federation (LWF) is an international non-government organization serving the people of Myanmar since 2008 after Cyclone Nargis. Currently LWF is facilitating rights-based empowerment process in 50 villages of Bogalay, Dedaye, Pyapon, and Twantay Townships of Ayeyarwady and Yangon Region; 36 villages of Mindat and 20 villages in Matupi Township, Chin State and 32 villages of Kyarinnseikgyi, Pharpun and Hlainbwe Townships in Kayin State. LWF is assisting the IDPs, host communities and nearby villages of , and Township in Rakhine State to improve children’s access to education. LWF also works with Camp Management Committees (CMC) of 11 camps in Sittwe and Pauktaw Townships. Mainstreaming community based psychosocial support; gender; environment; fire-safety and protection are integral part of the program.

Job Announcement Project Officer – One Post Ann Township, Rakhine State

LWF Myanmar has an immediate vacancy for One Project Officer to be stationed in Ann Township Rakhine State. Only Myanmar Citizens are invited to apply.

Duration of Assignment: Renewable annual contract with 3months probation period. LWF plans to remain in Myanmar for the long-term and is looking for candidates with long-term commitment.

Job Summary: The Project Officer is the leader of the LWF projects in Ann Township, Rakhine. The Project Officer will be based in LWF Myanmar's Ann field office but will be required to undertake periodic supervision and coordination visits within the project areas. The Project Officer directly supervises the Administration Team, Finance Team, Community Empowerment Facilitators, and works closely with the Sittwe Office Management Team members, other Project Coordinators and Admin and Finance Team from the Yangon Office. The Project Officer is ultimately responsible to the Regional Representative and will directly report to Project Coordinator based in Sittwe.

Major Responsibilities:

Project Management  Oversee effective project management through planning, implementation, monitoring, documentation and reporting  Ensure participatory research and data gathering are conducted in the field and information gathered are used in decision making  Lead participatory project planning at the field and office  Effective project management ensuring timely and good quality services are delivered  Monitoring and Evaluation are conducted in participatory demonstrating accountability and transparency  Documentation of experiences and lessons learned from field operations  Networking with the community, local authorities, government departments and civil society  Training and capacity building of staff and communities

Financial Management

 Review the overall effectiveness and efficiency of managing the financial matter in relation to the project activities within LWF policies and procedures  Budget planning and monitoring, cash flow planning and monitoring, cash management, accounting and reporting  Control and ensure compliance to finance policies

Human Resource development and management:  Provide supervision, build team work, and initiate staff development / training plan  Ensure personnel policies and procedures are known by all staff and consistently followed.

 Keep update the staff security and take appropriate action for staff safety within the township operational area. Logistics Management

 Make sure process of managing logistic and procurement are implemented smoothly, transparently and follow the LWF policies and procedures.  Ensure proper asset management especially its safety, proper use and control.  Make sure all project plans are implemented in a timely manner through advanced planning and compliance with procurement policies  Meet with and cooperate with finance, logistics and admin staff to ensure accountability and transparency

General Administration

 Make sure administrative management is smoothly arranged  Ensure all correspondences are properly prepared and delivered to the right place/ persons on time  Host visitors, donors, partners and others as appropriate, helping with the arrangement as needed  Ensure all relevant files and other documents are filed properly and shared appropriately. Reporting

 Ensure any report and documents are prepared and submitted on time to meet deadlines  Prepare special reports about the project’s progress  Lead in monthly, quarterly and annual monitoring reports  Keep the Project Coordinator updated on any relevant information or document which supports the projects implementation. Networking:  Make sure network is developed and maintained at all levels  Coordinate with government departments, other development agencies, local authorities and donors to facilitate the smooth implementation of the project.  Represent LWF in the coordination mechanism in the operational townships and take active part in the promotion and continuation of effective coordination  Cooperate and coordinate with project, finance & admin and all staff Others  Other activities as requested by the supervisor

Level of Responsibility and Authority:

 To supervise Administration Team, Finance Team, Community Facilitators and Office Support staff in the designated area of responsibility  To prepare plans and reports related to the project area of responsibility  To sign all project correspondence and all goods requisition forms for the assigned project area.  Presenting his/her recommendations on the discipline and the promotion of staff under him/her to the Management Team through the Project Coordinator  This position is a supervisory management position and qualifies for membership in the Project Management Team

Minimum Requirement:  Bachelor Degree in related field with 4 years’ experience in Provincial Level Leadership & Management  Master Degree in related field with 3 years’ experience in Provincial Level Leadership & Management

Other Requirement:  Proven report writing skills (ability to write clearly and concisely both in Myanmar and English)  Training in related fields  Excellent computer literacy ( Microsoft Office Word, Excel and Power Point)

Desirable qualifications:

 Fluency in spoken and written English and Myanmar  Good communication skills (listening, speaking, writing).  Commitment to Myanmar's development  Team spirit and attitude of service  Good problem solving and organizational skills

Duty Station:  The position will be based in Ann Township with frequent travel to villages in project area.
