Whilst the Core Strategy was a plan for future growth and development to take us from 2006 to 2026, since it was written planning policy has undergone some significant changes as set out in the National Planning Policy Framework (NPPF) and we need to ensure our plans are fit for purpose and in conformity with this national policy. This new plan also has to cover a wider range of issues that go beyond traditional planning policy and it makes more sense to write a new plan rather than try and amend the existing ones. Therefore, ‘Our Plan’ will be the overarching strategic plan for the Borough of West Devon up to 2031. Developing a new plan is always challenging and it is often controversial with different sectors and individuals in our communities understandably seeing things from their own view point. However, we need to remember that we are planning for the communities of tomorrow not just for ourselves today. What we do now will have a significant impact on how people live their lives in West Devon in the future. Our biggest challenge is enabling growth and providing much needed homes and jobs whilst, at the same time, protecting the beautiful place that is West Devon - no mean feat as I’m sure you can appreciate. To do this we have gathered and considered evidence about local need and the views and comments shared by you and a wide range of partners during the process have helped us to shape a plan that we believe takes account of local needs and aspirations.

Reinstatement of the line will provide an additional route into Plymouth City Centre and provide relief to the A386 corridor. The railway will unlock LDF development which includes 1,500 homes across Tavistock as a whole, and 750 homes in an urban extension adjacent to the railway (which will provide a substantial contribution towards the cost of the railway). Within Plymouth it will assist the delivery of 4,500 homes, up to 2021 and beyond, on the Northern Corridor by providing relief to the A386. The existing Tamar Valley Service from Plymouth to Gunnislake requires high levels of subsidy. By increasing patronage on the route with the reopening of Tavistock, which is a much larger settlement than any other on the Tamar Valley Line, the subsidy per passenger will be considerably reduced. The scheme is included in the Devon Local Transport Plan1 and West Devon Core Strategy2 as ‘critical infrastructure’ and forms an important piece of infrastructure to reduce the need to travel by private car and increase the range of available alternatives.

The survey mirrored the routine chemical monitoring programme, but-included additional sites so that all reaches which had been assigned River Quality Objectives were included. Habitat features were mapped at each site using standard symbols based on the NCC river corridor survey methods. These maps are to help interpret changes in the biota in subsequent years, and to provide data for conservation assessment. Photographs ‘were taken at every site. Macrophyte species were recorded in 1991. The results of these aspects of the survey are not reported here.

It is noted that the minor modification proposed by HE has not been incorporated in to the Main Mods, are you able to confirm that the inspector has considered this point and has concluded that the modification is not necessary, hence why the proposed modification isn’t included? During the hearings I made representations on behalf of Stoke Gabriel Neighbourhood Plan in regard to housing policy for housing needs including enabling the use of exception sites for self-build, so I welcome the incorporation of TTV new on this issue.

    The Tarka Trail, North Devon—Section Four Place To Walk Location & Access: The Tarka Trail is a long distance footpath / cycleway in north Devon. The town of Barnstaple acts as a transport hub for the trail, and there is a working railway station here that links to Exeter Central and Exeter St Davids. Public buses run from Barnstaple to Braunton (Route 21 to Ilfracombe); Barnstaple to Bideford (Route 21); and Barnstaple to Torrington (Route 71). It is also possible to connect by bus from Barnstaple to Meeth (via Torrington), but the service is not regular, and some planning would be required. Woodland, historic towns, industrial archaeology, abundant wildlife & birdlife, literary connections with Henry Williamson’s ‘Tarka the Otter’. Description: This article focuses on the final section of the trail (12 miles) that starts at the Puffing Billy café - the old Torrington railway station building. By 1880, a narrow-gauge freight line had been added from Torrington Station to connect to the nearby clay mines and quarries. It took pas- sengers up until 1965, but freight continued to be carried on this line until the early 1980s, when the track was lifted. The trail takes on a completely different character beyond Puffing Billy—Photo: Paul Berry Torrington, and follows the old railway route through woodland and moorland. This is the least well known but most peaceful and tranquil part of the Tarka Trail, offering some great views of Dartmoor National Park as you journey towards the workings of ‘clay country’.
