Shaping our communities to 2031 Regulation 19 Publication Version February 2015 West Devon - A Leading Rural Council Foreword Welcome to ‘Our Plan’, a new strategic plan for West Devon. Whilst the Core Strategy was a plan for future growth and development to take us from 2006 to 2026, since it was written planning policy has undergone some significant changes as set out in the National Planning Policy Framework (NPPF) and we need to ensure our plans are fit for purpose and in conformity with this national policy. This new plan also has to cover a wider range of issues that go beyond traditional planning policy and it makes more sense to write a new plan rather than try and amend the existing ones. Therefore, ‘Our Plan’ will be the overarching strategic plan for the Borough of West Devon up to 2031. Developing a new plan is always challenging and it is often controversial with different sectors and individuals in our communities understandably seeing things from their own view point. However, we need to remember that we are planning for the communities of tomorrow not just for ourselves today. What we do now will have a significant impact on how people live their lives in West Devon in the future. Our biggest challenge is enabling growth and providing much needed homes and jobs whilst, at the same time, protecting the beautiful place that is West Devon - no mean feat as I’m sure you can appreciate. To do this we have gathered and considered evidence about local need and the views and comments shared by you and a wide range of partners during the process have helped us to shape a plan that we believe takes account of local needs and aspirations. -
Saltash Floating Bridge Saltash Passage and D-Day, 6 June 1944
SALTASH PASSAGE altash Passage and nearby Little Ash were once part of Cornwall – although they have both always been Saltash Floating Bridge within the Devonshire parish of St Budeaux. Davies National Rivers Authority Environmental Protection Manager South West R egion ANNUAL CLASSIFICATION OF RIVER WATER QUALITY 1992: NUMBERS OF SAMPLES EXCEEDING TOE QUALITY STANDARD - FWS/93/012 This report shows the number of samples taken and the frequency with which individual determinand values failed to comply with National Water Council river classification standards, at routinely monitored river sites during the 1992 classification period. Compliance was assessed at all sites against the quality criterion for each determinand relevant to the River Water Quality Objective (RQO) of that site. The criterion are shown in Table 1. A dashed line in the schedule indicates no samples failed to comply. This report should be read in conjunction with Water Quality Technical note FWS/93/005, entitled: River Water Quality 1991, Classification by Determinand? where for each site the classification for each individual determinand is given, together with relevant statistics. The results are grouped in catchments for easy reference, commencing with the most south easterly catchments in the region and progressing sequentially around the coast to the most north easterly catchment. Davies National Rivers A h ority Environmental Protection Manager South West Region RIVER WATER QUALITY 1992 CLASSIFICATION BY DETERMINAND 1. INTRODUCTION River water quality is monitored in 34 catchments in the region. Samples are collected at a minimum frequency of once a month from 422 watercourses at 890 locations within the Regional Monitoring Network. Each sample is analysed for a range of chemical and physical determinands. These sample results are stored in the Water Quality Archive. A computerised system assigns a quality class to each monitoring location and associated upstream river reach. This report contains the results of the 1992 river water quality classifications for each determinand used in the classification process. 2. RIVER WATER QUALITY ASSESSMENT The assessment of river water quality is by comparison of current water quality against River Quality Objectives (RQO's) which have been set for many river lengths in the region. The development of this plan follows a resolution by the Tamar Bridge and Torpoint Ferry Joint Committee in December 2009 to adopt a business planning framework that would reflect the strategic nature of the two crossings and integrate operational and financial aspects of the undertaking into a single document. This document represents a significant step forward in the governance and management of these two crossings that are so strategically important to both Cornwall and Plymouth. -

It outlines the manner in which this rhetorical islandness has been deployed for tourism promotion and political purposes, discusses the value of such imagination for agencies promoting Cornwall as a distinct entity and deploys these discussions to a consideration of ‘almost- islandness’ within the framework of an expanded Island Studies field. Introduction Over the last decade Island Studies has both consolidated and diversified. Island Studies Journal, in particular, has increasingly focussed on islands as complex socio-cultural-economic entities within a global landscape increasingly affected by factors such as tourism, migration, demographic change and the all-encompassing impact of the Anthropocene. Islands, in this context, are increasingly perceived and analysed as nexuses (rather than as isolates). Other work in the field has broadened the focus from archetypal islands—i.e., parcels of land entirely surrounded by water—to a broad range of locales and phenomena that have island-like attributes. -

The regional programme is completed in two years and comprises approximately 950 sites covering 4230 km of river and 27 km of canal. Half the catchments are surveyed in any one year. The couplete two-year programme matches the reaches monitored in the chemical monitoring programme. Additional sites are included so that all reaches that were assigned River Quality Objectives in the Asset Management Plan produced in 1989 are monitored. The following catchments are to be surveyed in full in 1993: Lim Exe Teign Dart Gar a Avon Seaton Looe Fowey (lower sub-catchment only) Par Crinnis St Austell South Cornwall Streams Fal Helford Lizard Streams Land's End Streams Hayle Red and Coastal Streams Gannel Valency and Coastal Streams Strat/Neet Hartland Streams North Devon Coastal Streams Lyn Twenty-two key sites throughout the region are sampled every year, to assess annual changes. Three sites are solely to monitor the impact of discharges from mushroom farms and are not used for river quality classification purposes. -
Fishing on the River Thrushel A4
Fishing Rights on the River Thrushel, Lifton, Devon Approximately 690 metres of double bank fishing on the River Thrushel, running upstream from Tinhay Weir to the junction with the River Wolf. There are a further 223 metres or thereabouts of single bank Fishing Rights running upstream from the junction with the River Wolf. Both Lifton and Launceston provide a range of local services and accommodation. Description 690 metres or thereabouts of double bank and approximately a further 223 metres of single bank Fishing Rights offered for sale on the River Thrushel. The Fishing Rights offer some exciting water and an opportunity over an attractive stretch of the River Thrushel. The Rights run upstream from Tinhay Weir which accommodates the river depth gauge for the river. The 690 metres or thereabouts of double bank fishing offer some varied water for fish and anglers. There are sections of faster water from shallow riffle over gravel to deeper channels over rock. Between such runs are stretches of slow water and plenty of pools offering the potential for some excellent fishing. There is a larger pool at the junction with the River Wolf beyond which the single bank Fishing Rights extends for a further 223 metres or thereabouts on the northern (right hand) bank. The River Thrushel changes in character slightly from this junction pool, providing narrower and shorter sections of riffle, some shallower water with deeper pools on meandering bends. -

Schedule of Sampling and Analysis A p p e n d i x A environment a g e n c y 110036 REGIONAL WATER QUALITY MONITORING AND SURVEILIANCE PROGRAMME FOR 1992 IMPACT ASSESSMENT OF EFFLUENT DISCHARGES ON RECEIVING WATERS TECHNICAL REPORT NUMBER FW5/92/010 SUMMARY The 1992 Impact Assessment of Effluent Discharges on Receiving Waters Programme evolved from a review of the existing 1991 programme, whose primary purpose was to provide data for the review of discharge consents, as result of the newly implemented Water Resources Act Consent register and the Charging for Discharges Scheme. This programme is integrated with the effluent discharge compliance assessment programme, Samples are taken not only of a significant discharge but also of the receiving water immediately upstream of the discharge and at the edge of the mixing zone downstream of the discharge. The 1992 programme has several purposes, such as: - identifying any impact by the discharge on the receiving waters. - characterising upstream water quality. - providing a database against which change can be measured.
