Personnel certification is the voluntary process by which a nongovernmental organization grants recognition to an individual who has demonstrated a high level of knowledge, skills and abilities. Certification means that one has met specific eligibility requirements including training, experi- ence and education, and passed a rigorous, comprehensive examination. Certification indicates a substantial professional commitment to the field and documents this expertise to employers, colleagues and professional organizations.
