Ambridge-Aliquippa Bridge Rehabilitation Project Summary of Public Meeting October 14, 2010

OVERVIEW

A Public Meeting was held at the Borough of Ambridge Council Chambers between the hours of 5:00 pm and 7:00 PM. The purpose of the plans meeting was to give the public an opportunity to view and comment on the proposed rehabilitation of the Ambridge-Aliquippa Bridge. The format of the public meeting was an open plans display.

The public meeting was advertised on two (2) separate days in the Beaver County Times. One page meeting announcement flyers were distributed to the local municipalities and public libraries prior to the meeting.

MATERIAL & SIGN-IN

Display material included: 1. Two (2) colored aerial color photograph plans 2. A project location map showing the proposed detour 3. A display showing the existing and proposed typical sections with photographs and list of rehabilitation work 4. A display showing information on the bridge history along with stating the bridge is eligible for listing on register of historic places and the project is following Section 106 requirements.

The attending public was encouraged to sign-in as they entered the meeting.

The sign-in sheet showing the attendees at this meeting is attached. Based on the sign-in sheet, at least nine (9) people attended the public plans display.

SUMMARY OF COMMENTS RECEIVED

In general, most attendees did not have any adverse comments other than the detour requirement to rehabilitate the bridge. Attendees the display board, asked various questions and representatives of PennDOT answered their questions.

One (1) attendee was concerned about the notification process of the meeting and the upcoming closure of the bridge. PennDOT and Gannett Fleming discussed the project with the attendee and made every attempt to address questions and concerns. The attendee requested additional information. PennDOT will provide the attendee with additional information as soon as possible. PennDOT and Gannett Fleming followed standard public meeting notification and practices for this project.

Ambridge-Aliquippa Bridge Rehabilitation Project

About the Project: The Department of Transportation Engineering District 11-0, in cooperation with the Federal Highway Administration and Beaver County, will be performing the necessary rehabilitation of the existing bridge over the Ohio River. The primary goal of the project is to extent the serviceable life of the bridge. The project is located in Borough of Ambridge, Hopewell Township and City of Aliquippa, Beaver County.

In order to perform the rehabilitation of the bridge, the bridge will be closed to traffic and a detour will be implemented.

The purpose of this meeting is to present the proposed project scope, detour and schedule. In addition, PENNDOT and its consultant will be available to answer questions.

The Ambridge-Aliquippa Bridge is eligible for listing in the National Register of Historic Places. Section 106 of the National Historic Preservation Act requires Federal Agencies to take into account the effects of projects on historic and archaeological resources. This meeting provides an opportunity for the public to provide feedback on the historical significance of the bridge.
