ABSTRACT Following twenty-five years of civil war between the Sri Lankan government troops and the Liberation Tigers of Tamil Eelam (LTTE), a ceasefire was called in February 2002. This truce is now on the point of collapse, due to a break down in talks over the post-war administration of the northern and eastern provinces. These instabilities have lead to conflicts within the insurgent ranks as well as political and religious factions in the south. This thesis centres on how the anguish of war and its unresolved aftermath is being communicated among Tamils living in the northern reaches of Sri Lanka. -

UNLIKELY COSMPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Bernardo Enrique Brown August, 2013 © 2013 Bernardo Enrique Brown ii UNLIKELY COSMOPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS Bernardo Enrique Brown, Ph.D. Cornell University, 2013 Sri Lankan Catholic families that successfully migrated to Italy encountered multiple challenges upon their return. Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism. -

Ornamenting Fingernails and Roads: Beautification and the Embodiment of Authenticity in Post-War Eastern Sri Lanka Abstract In post-conflict Sri Lanka, communal tensions continue ot be negotiated, contested, and remade. Color codes virtually every aspect of daily life in salient local idioms. Scholars rarely focus on the lived visual semiotics of local, everyday exchanges from how women ornament their nails to how communities beautify their open—and sometimes contested—spaces. I draw on my ethnographic data from Eastern Sri Lanka and explore ‘color’ as negotiated through personal and public ornaments and notions of beauty with a material culture focus. I argue for a broad view of ‘public,’ which includes often marginalized and feminized public modalities. This view also explores how beauty and ornament are salient technologies of community and cultural authenticity that build on histories of ethnic imaginaries. -

Article CASTE: A Global Journal on Social Exclusion Vol. 1, No. 1, pp. 51–70 February 2020 brandeis.edu/j-caste ISSN 2639-4928 DOI: 10.26812/caste.v1i1.145 Nationalism, Caste-Blindness, and the Continuing Problems of War-Displaced Panchamars in Post-War Jaffna Society Kalinga Tudor Silva1 Abstract More than a decade after the end of the 26-year old LTTE—led civil war in Sri Lanka, a particular section of the Jaffna society continues to stay as Internally Displaced People (IDP). This paper tries to unravel why some low caste groups have failed to end their displacement and move out of the camps while everybody else has moved on to become a settled population regardless of the limitations they experience in the post-war era. Using both quantitative and qualitative data from the affected communities the paper argues that ethnic-biases and ‘caste-blindness’ of state policies, as well as Sinhala and Tamil politicians largely informed by rival nationalist perspectives are among the underlying causes of the prolonged IDP problem in the Jaffna Peninsula. In search of an appropriate solution to the intractable IDP problem, the author calls for an increased participation of these subaltern caste groups in political decision making and policy dialogues, release of land in high security zones for the affected IDPs wherever possible, and provision of adequate incentives for remaining people to move to alternative locations arranged by the state in consultation with IDPs themselves and members of neighbouring communities where they cannot be relocated at their original sites. Box 1346 Ann Arbor, Ml 48106- 1346 Abstract This study demonstrates how Indians with French citizenship were able through their stay in Indochina to have some say in shaping their position within the French colonial empire, and how in turn they made then' mark on Indochina itself. Known as ‘renouncers’, they gained their citizenship by renoimcing their personal laws in order to to be judged by the French civil code. Mainly residing in Cochinchina, they served primarily as functionaries in the French colonial administration, and spent the early decades of their stay battling to secure recognition of their electoral and civil rights in the colony. Their presence in Indochina in turn had an important influence on the ways in which the peoples of Indochina experienced and assessed French colonialism. -

Spaces, networks and practices Malian traders in the Senegalese capital By Gunvor Jónsson In Dakar, the capital of Senegal in West Africa, there is an abandoned train station which lies not far from the harbour. If you peek through the metal wire fence that surrounds this impressive structure, you can get a glimpse of the empty arrival and departure halls, and if you walk around the back, you might notice a small group of traders lined up against the old railway tracks which are overgrown with weeds. This is the former terminus station of the Dakar–Niger railway line that stretches all the way from the Atlantic coast and eastwards into the interior of West Africa, ending at the River Niger by the capital of the landlocked neighbouring country, Mali. Since 1923 and up until the turn of the second millennium, this railway was the only means of direct transport to Dakar that was available to the majority of Malians. The terminus station in Dakar was a hub for the city’s Malian population and a point of convergence for a great variety of travellers, beggars, civil servants, migrant labourers, and traders. The Malian traders I met in Dakar during my 12 months of fieldwork in the city in 2013, generally traced the origins of their community back to the pioneering kola nut traders, who imported these precious nuts from the Ivory Coast, either by ship or on the railway via Mali, to the port of Dakar. Several Malians settled in Dakar in the late 1960s, after the fall of the socialist regime in Mali which had discouraged emigration and commerce. -

G. and Brenda Z. Seligmann’s colo- nial monograph on the Veddas (1911) and continuing to this day with important ethnographic studies by Edmund R. Leach (1961), Nur Yalman (1967), Stanley J. Tambiah (1958), Gananath Obeyesekere (1967, 1981, 1984), James Brow (1978), Michael Roberts (1982), Bruce Kapferer (1983), Jonathan Spencer (1990a), R. L. Stirrat (1992), E. Valentine Daniel (1996), Rohan Bastin (2002), and many others. Despite “postcolo- nial and postempiricist” objections to anthropology in Sri Lanka (Ismail 2005), my intention was always to produce a book in the same scholarly tradition, a study that would extend understanding of the island’s remarkable sociological complexity through long- term, community-based fieldwork, as well as through critical engagement with anthropological writing on South Asia more generally. Mathew SJ RTC, Sameeksha, Ernakulam, Kerala Abstract: . ‘Inculturation of theology’ was the key phrase for a long time since Vat.II in theological discourse. It rightly pointed to the reality of the alienation of Christianity and Christian theol ogy in India. Later, theological discourse took up the theme of ‘contextualised theology’. The key Question here is not ‘how to inculturate theology’, but rather ‘how and where do people expe rience the divine, and articulate that experience and use it for wholeness and wellbeing’. Authors indicate two main orientations in contemporary theological discourse in India: the socio-cultural orientation and the socio-political orientation. The present paper os an attempt to cull out some methodological directions relying on the positive cultural and religious resources that lie dormant in Christian communities. Authentic and relevant theology has to have a life context and a lived-experience as its point of refer ence. Doing theology in India is not simply a matter of express ing the Christian faith in culturally intelligible categories, but rather a Question of understanding and articulating the living the ology that sustains and supports diverse Christian communities, and responding to their concerns and challenges within a faith matrix in the direction of human liberation and wholeness. The author believes that an interpretative presentation of the religious experience and practice of the Mukkuva community could con tribute in no small way to our theological enterprise in India.
