CAO QUARTERLY DEPARTMENT HIGHLIGHTS OCTOBER 1 - DECEMBER 31, 2019

Lac La Biche County publishes quarterly annual reports to provide a summary of the County’s high-profile operations to the public.

INTERIM ACTING CAO

• Organized a tour with Council and Senior Administration for the Job Corps, Humane Society and the Out of the Elements Shelter. • Prepared a meeting between Transportation and Administration at the Athabasca office on October 30. • Attended the Rural Municipalities of Alberta Convention. During the convention, Administration and Council Members met with the Minister of Alberta Transportation and Minister of Justice and Solicitor General. • Organized a Special Senior Management Team Meeting on Solid Waste Management on November 20. • Attended the budget open houses on November 20 and 22. • Organized the Staff County Christmas Party on November 30.

Human Resources

• Conducted external Employee Satisfaction Survey with Great Place to Work . • Received Great Place to Work Certification. • Two training sessions were offered: Conflict Resolution Coaching and First Aid. • Two Health and Wellness workshops were offered: Seasonal Effective Disorder and Diabetes Prevention with Healthy Snack Prep. • Held a Safety Open House for staff at County Centre in September. • Held annual Safety Day Breakfast in October. • Submitted Internal COR (Certificate of Recognition) Safety Audit in December.

FINANCE AND GRANTS

Finance

• Completed an internal GST review with recoveries of 47K over the period of Aug 2015 to Aug 2019. PROPOSED • Completed and presented the 2020 Proposed Budget Package to Council BUDGET in October. • All Tax Recovery Property activities for are completed. Public auction is 2020 cancelled. EMERGENCY MANAGEMENT

FIRE SERVICES SIGN UP FOR SAFETY • Fire Services had 384 call outs so far in 2019; including • Six private residents and businesses have enrolled in the - 89 Fires Sign Up for Safety campaign within the fourth quarter. - 106 Motor Vehicle Collisions - 65 False Alarms EMERGENCY MANAGEMENT - 68 Other emergency incidents • Community Emergency Management Plan (CEMP) review • Paid-on-Call Firefighter counts are currently at 71 members has been completed for 2019. and 15 new recruits. • Currently, 112 County Staff are trained to the level of ICS 200. One County employee is a member of the Northeast SAFETY CODES Alberta All Hazards Incident Management Team and • 36 Safety Codes Fire Inspections and 13 Occupancy Load Alberta Saskatchewan Incident Support Team. Certificates have been completed thus far.

LEGISLATIVE & INFORMATION SERVICES

Legislative Services

• Completed two access requests under the Freedom of Information and Protection of Privacy Act (FOIP), plus one more pending. • Preparations for the Budget Open Houses. • Prepared for a Subdivision and Development Appeal Board (SDAB) Hearing, which was withdrawn. • Revisions to Council Procedural Bylaw, Family and Community Support Services Board Bylaw and Emergency Management Bylaw. • Planned in-house FOIP Training for Council and Staff.

Information Technology

• The disaster recovery plan has been successfully updated and tested. • Cellphone replacement project has been completed. • Wireless access point hardware upgrade project has been completed. • The two-way radio project of moving the fire department to Alberta First Responder Radio Communications System is on hold until mid-January. The solution for the Plamondon area AFRRCS coverage issue is expected to be implemented in mid December. The cause of the delay is due to equipment availability.

Records Management

• Completed the digitization and quality assurance of all historical county bylaws, council minutes and council agendas. • Processed 54 iWorq cases, 62 file search requests, 43 boxes of inactive records, and 30 agreements. • Updated processes related to routine purchases for the organization. Communications

• Wrote content for, designed, and printed the 2020 Visitor Guide in collaboration with the Tourism & Economic Development department, which will be distributed soon. • Chose a proponent for the Citizen Reporting Software competition. Staff are currently finalizing the contract. • Edited and designed the 2020 Proposed Budget package. • Created advertising materials for Waste Reduction Week, the Sign Up for Safety Campaign, the Snow Angels program, and more. • Provided the Recreation department with a holiday pamphlet and January-April drop-in pamphlet that highlight their programs and services.

RECREATION & COMMUNITY ENHANCEMENT

Aquatic Services

• Increased space available for local swim club. • 168 individuals registered for swim lessons for fall 2019.

FCSS & Community Development

• 200 youth attended Teen Chill Zone events this fall. • 54 teens volunteered at various FCSS activities. • 42 parents attended the two It Takes a Village parenting workshops. • Held Seniors Information Sessions in (22 attended) and (34 attended). • 234 new families accessed Parent Link Services between April and December. • Cenovus sponsored free child care for Festival of Trees. • Child Mind will open for extended hours during holidays

• Offered 24 fall fitness classes with 165 community members registered for classes and 179 drop-ins. • 1,926 patrons utilized the free track access between September and December. • The Plamondon Movie In the Park had 130 people in attendance. • The Bold Center Drive in Movie had 120 people in attendance. • Six teams registered for the Mixed Volleyball League. • 600 members attended the Haunted Hollywood Spooktacular. • The new 50+ Pickleball program is growing. • There are currently 805 active Bold Center members and 1,976 daily drop-in. • Five organizations participate in the corporate membership program.

Enforcement Services

• Conducted 1,008 investigations this quarter. • Lac La Biche County has been selected as a rural crime prevention target site with the Alberta Crime Prevention Association. • Dealt with 3 drivers who were traveling in excess of 50km/hr over the posted speed limit in this quarter.

PLANNING & ECONOMIC DEVELOPMENT

Planning & Development

• In the 4th Quarter of the Year 2019, as of November 27, 2019, Planning & Development Department has approved • 17 development permits (in total 132 this year), • four subdivisions (in total 16 this year); and • 17 building permits (in total 141 this year). • Main Street Revitalization online survey and feedback completed on November 8, 2019. • Main Street downtown trial conducted on October 25 to November 5, 2019 • Proposed Environmental Reserve Bylaw Engagement (What We Heard Report) completed, with a briefing presented to Council on November 5, 2019. • Represented Planning & Economic Development Division in the Budget Open House in Plamondon and Lac La Biche. Economic Development

• Met with regional partners regarding trail expansions as a tourism asset. • Hosted Power Up North! with regional partners including , the Rural Alberta Business Association, Community Futures, the St. Paul Chamber of Commerce and . This event saw over 100 in attendance. • Attended the Economic Development Association of Alberta Ministers Dinner. • Attended the Managing Economic Development course put on by the International Association of Economic Developers. • Attended Travel Alberta Industry Conference and met with regional partners to discuss increased support from the Government of Alberta and Travel Alberta regarding tourism experience development. • Hosted Travel Alberta Experience Essential workshop with an attendance of 23 people. • Attended the International Indigenous Tourism Association Conference in Kelowna. Met with several industry partners. • Attended the Alberta Information Hub meeting Nov 18. • Conducted six business visits. • Completed the 2020 Visitor Guide.

PUBLIC WORKS

Environmental Services

ENVIRONMENT • 802 lbs of compost was diverted from the landfills through the CORE (Community Organics Recycling Enhancement) program. • Hosted Waste Reduction Week (October 21-28); including a Vermicomposting workshop, Corporate Green Plan table presentation during the Health and Safety Breakfast, Household Hazardous Waste Round-Up and the community shredding event. Mattress recycling was provided, and residential tipping fees were waived for this period. • Completed annual monitoring of Red Deer Brook and effluent from Biological Nutrient Removal Plant in collaboration with the Utilities department. • Completed the 2019 annual lake water quality monitoring sampling program and reports for Lac La Biche Lake, Beaver Lake, Fork Lake and Elinor Lake. • Made progress on the update of the Lac La Biche Watershed Management Plan. The steering committee has been formed and held its first meeting.

AGRICULTURE • Completed noxious weed control at the Lac La Biche lakeshore. • Detected clubroot in the Plamondon area and notified the property owner and adjacent landowners. • Completed 435 km of roadside mowing as of October 22. • Presented Rural Beautification Award to the 2019 recipients. • Delivered the Farm Family Award on November 9. • Hemp Workshop provided by Environmental Services department in collaboration with Alberta HUB. • Presented Clubroot Management Agreement to the ASB and public consultations will start on December 10, 2019. • State of Agricultural Disaster declared by Lac La Biche County on November 26, 2019. WASTE & RECYCLING • Approximately 124.46 tonnes of waste disposed via curbside, from October 1 to November 20, 2019. • Approximately 11.99 tonnes of recyclables collected via curbside, from October 1 to October 31, 2019. • Approximately 1132.129 tonnes of waste disposed via landfills and transfer sites, from October 1 to November 27, 2019. • Approximately 29.35 tonnes of recyclables were diverted from the landfills and transfer sites with an additional 132.33 tonnes of recyclables being held for transfer to an off-site recycling center, from October 1 to November 26, 2019. • Beaver Lake Reconfiguration Project: Electrical and gravel work complete. • Beaver Lake Landfill Scale Install: scale foundation work in progress. Concrete work will be deferred until spring of 2020. • Plamondon Landfill Scale Install: scale foundation work in progress. Concrete work will be deferred until spring of 2020. • Beaver Lake and Plamondon Landfill concrete crushing in progress, and will be completed by end of December 2019.
