Submission from Stephen D’Agostino Building Canada’s Advanced Wireless Networks: The Future is Here City of Guelph Planning & Building, Engineering and Environment Committee December 9, 2013 1 Our Request For the reasons set out herein we request that: Council not accept the staff recommendation; And, Staff be directed to develop a made in Guelph protocol in consultation with affected stakeholders, including the wireless carriers licensed to provide service in Guelph and report back to Council. 2 A Paradigm Shift Changing technology and growing competition are creating a paradigm shift in the wireless industry. 2010 marked the year when mobile data transactions eclipsed traditional voice; o Data traffic is expected to double every year through 2014; o Data requires exponentially greater broadband capacity than voice; o As demand for CAPACITY increases at a cell site, the COVERAGE area decreases. This is compounded by the growing number of entrants in the wireless industry; o 3 incumbent providers: Bell, Rogers and TELUS; o new entrants actively building networks in Ontario: Wind, Public Mobile, Dave Wireless. The only solution that will meet the escalating growth in demand for wireless service is construction of additional wireless facilities. 3 Municipal Approval Process The wireless industry wants to work with local government to develop protocols that enable us to meet the needs of your community...our customers...and the regulator (Industry Canada). WATERLOO EDC 2016 ANNUAL REPORT MESSAGE FROM THE BOARD OF DIRECTORS Waterloo Region's economic development corporation, branded as "Waterloo EDC", made great strides in 2016. We now have a fully staffed organization — with a very committed and capable team of marketers, business development experts and support personnel. This team works collaboratively with economic development staff within our municipalities to achieve the key goals outlined in the economic strategy document developed in 2014- 2015. Together with other business and development organizations, we have built up the Region’s profile... building on the core value proposition that Waterloo Region is a great place to locate and grow a business. Our region has great assets. We have people-related strengths such as a talented and diverse workforce, an entrepreneurial attitude, as well as a culture of innovation. We have world leading research and educational institutions, vibrant and livable/affordable communities and improving infrastructure (LRT, GO Train service, etc.). We truly are "Inventing the Future" and the team at Waterloo EDC is pleased to play a key role. Of course, we need to continue to get exposure in key target markets. We are therefore building the region's profile with focused marketing campaigns. Over the past year, Waterloo EDC has hosted numerous in- and out-bound trade and development related missions, which have raised the profile of our community on an international scale. We are building a more complete web portal to support those wanting to learn about the region. We are answering the question...Why Waterloo? We are also building a solid funnel of growth opportunities — a funnel which tracks both foreign direct investments such as ETAS's acquisition of TrustPoint Innovation Technologies Ltd. -

MUNICIPAL UPDATE Back In The Tower Again Angela Drennan THE SWEARING IN Toronto City Council was sworn in on December 4, 2018 to a Council Chamber full of family, friends and staff. The new Council is comprised of 25 Members including the Mayor, making it 26 (remember this now means to have an item passed at Council a majority +1 is needed, i.e. 14 votes). Councillor stalwart Frances Nunziata (Ward 5 York South Weston) was re-elected as the Speaker, a position she has held since 2010 and Councillor Shelley Carroll (Ward 17 Don Valley North) was elected as Deputy Speaker. The ceremonial meeting moved through the motions of pomp and circumstance with measured fanfare and Councillors, old and new, looking eager to get down to “real” work the next day during the official first meeting of City Council. Mayor Tory, during his first official address, stressed the need for Council consensus, not dissimilar to the previous term and reiterated his campaign positions on the dedication to build more affordable housing, address gun violence through youth programming and build transit, specifically the downtown relief line. Tory did suggest that the City still needs to take a financially prudent approach to future initiatives, as financial streams such as the land transfer tax have lessened due to a slower real estate market environment, a signal that cuts, reallocations or revenue tools will likely need to be revisited for debate during the term (the uploading of the TTC will help with the City’s financial burden, but isn’t enough). THE MAYOR’S OFFICE There have been some notable staff changes in Mayor John Tory’s Office, here are a few: We say goodbye to Vic Gupta, Tory’s Principal Secretary, who will be greatly missed but we say hello to Vince Gasparro, Liberal, Tory’s Campaign Co-Chair and longtime friend of the firm, who has taken over that position. -

News Release Council Approves Hydro Merger
The Corporation of the PO Box 3012, 50 Church Street City of St. Catharines St. Catharines, ON L2R 7C2 Tel: 905.688.5600 www.stcatharines.ca News Release Council approves hydro merger Oct. 21, 2015 – St. Catharines City Council has approved a motion to merge Horizon Utilities with PowerStream and Enersource to create a larger local electricity distribution company capable of lowering costs for customer and increasing returns for municipal shareholders. The City Councils in Barrie, Mississauga and Vaughan have also recently voted in favour of the proposed merger, with approvals still required from the municipalities of Markham and Hamilton. To move forward, the merger requires the approval of all the municipal shareholders and their holding companies, as well the Ontario Energy Board (OEB). It is expected that, as a result of merging, the new utility will need $1.9 million less in annual revenues, on average, from customers in St. Catharines. The average customer will save an average of $40 annually on their utility bills, with commercial customers saving more. “Throughout the discussions, Council has been focused on ensuring reduced costs to customers, maintaining service levels and increased returns for taxpayers,” stated Mayor Walter Sendzik. “Once approved, the new company will be one of the largest local electric distribution utilities in Ontario, creating savings and efficiencies that will be passed on to customers and reinvested in our communities. The City of St. Catharines will remain as a shareholder in the new company and the customer service centre will stay in St. Catharines. The new company will be well positioned to respond to emergencies, support local generation and innovate.” If the merger is successful, the yet-unnamed utility provider would serve more than 900,000 customers in southern Ontario, including York Region, Simcoe County, Peel Region, Hamilton and St. -

Friday September 26, 2014 Ontarians may support the Greenbelt but do our municipal candidates? Today, Four of Ontario’s most progressive Mayors and Councillors who Co-chair the Municipal Leaders for the Greenbelt launched a new website www.greenbeltleaders.ca that aims to inform voters about which candidates in the municipal elections support the province’s Greenbelt. The website features the Greenbelt Pledge which is open for sign on to anyone in Ontario who is running for office. “We are encouraging candidates and incumbents who care about the future of the Greenbelt to sign the pledge and commit to protecting it during the 2014-2018 municipal term of office,” says MLGB CO- Chair, Ajax Mayor Steve Parish. The Greenbelt is the centrepiece of Ontario’s land use planning framework which directs where the province’s best farmlands, river systems, wetlands and forests should be protected, while limiting where urban development can go. Beyond stopping sprawl, Ontario’s Greenbelt provides $9.1 billion in economic benefits, 161,000 jobs and $2.3 billion in ecosystem services providing us with local food, clean water and flood control. “The MLGB pledge helps voters identify candidates who support the Greenbelt says Mayor Rob Burton of Oakville. Municipalities are becoming more creative, sophisticated and engaging on social media. A significant portion of municipal Heads of Council are getting social online, too. Twitter use decreased, but still remains prevalent. Instagram began to gain rank as the third most popular channel for municipalities. *Data was gathered by actively searching for Facebook, Twitter, and Instagram accounts for each municipality. Data for YouTube and LinkedIn was recorded when municipalities promoted these channels on their website or through other social media accounts. Social Media Approach With so many social media channels, different municipal service areas, multiple audiences, and limited resources, how are municipalities approaching social media? Centralized Municipalities with just one main account per social media channel 30% Centralized Mixed Municipalities that use a central account 49% and up to three specialized accounts for Mixed different departments and service areas Decentralized Decentralized Municipalities with four or more accounts 21% dedicated to different departments or service areas In 2017, many municipalities switched from a decentralized or centralized approach to a mixed approach. -

A PLACE TO REMEMBER A MESSAGE FROM THE TASK FORCE CHAIR WELLAND CANAL FALLEN WORKERS MEMORIAL The Welland Canal is referred to as an engineering marvel that has stood the test of time. The great link between two Great Lakes was built by men who toiled in extreme conditions to connect Canada and the United States to the growing global economy. The Fallen Workers were fathers, brothers, uncles and friends and now, their efforts will never be forgotten. As Chair of the Welland Canal Fallen Workers Memorial, I would like to acknowledge the many people who have come together to build this important monument. Through the efforts and cooperation of various levels of government, labour, the marine and shipping industry, local media and community, and led by campaign chair Greg Wight, the Welland Canal Fallen Workers Memorial is a testament to the dedication of a small group of people who came together to ensure that those lives lost so long ago, finally received their long overdue memorial. Memory slowly fades with time, but now the Fallen Workers of the Fourth Welland Canal will be remembered for generations to come.
