*S5M-23195 Claire Baker: Impact of COVID-19 on Scotland's Musicians and Music Industry—That the Parliament recognises the impact that the COVID-19 pandemic has had on musicians, songwriters, composers and the wider music sector, including music education; believes that this has limited the ability of people in the sector to perform and earn income; understands that the Musicians Union and PRS for Music have been working hard to support their members by carrying out surveys and work such as encouraging action to be taken, and distributing over £3 million in hardship funding; understands that 34% of musicians surveyed have said that they may quit the industry due to the impact of the pandemic, that 47% have had to look for work outside music and 65% are facing financial hardship; notes that PRS for Music is predicting a fall of income of between 15-25%, including a 75% decline in income from live performances; acknowledges that, subject to pandemic protocols, many spaces for professional and non-professional musicians to perform and rehearse, including recording studios, are closed, further limiting options for creative output and generating income; regrets the impact that this will have on communities, including in Mid Scotland and Fife, their cultural activities, economy and wellbeing; understands that public health restrictions acutely impact live music venues, promoters and production companies; notes what it sees as the impact of the ban on background music on musicians' and composers' copyright returns, and, to ensure that Scotland’s music and wider cultural infrastructure is protected, acknowledges the view that there is a need for the continued support of musicians and the music sector at what it sees as a time of crisis. *S5M-23192 : Parliament of Catalonia Bureau Members Banned from Public Office—That the Parliament extends its solidarity to the members of the Parliament of Catalonia’s bureau members who were recently convicted of disobedience and banned from public office for 20-months, with four also being fined 30,000 euros each; believes that these convictions were based on their decision to allow debates and votes to take place in the parliament on matters regarding self-determination and independence, considers that this sets a dangerous precedent by preventing parliamentarians from even discussing subjects deemed "unacceptable" by the Spanish courts; believes that the right of elected politicians to debate and discuss any and all matters relevant to the people that they represent is vital to democracy, and considers that this judgment undermines that right.

*S5M-23178 Sandra White: Poland's Constitutional Tribunal Ruling on Abortion—That the Parliament expresses concern regarding recent event in Poland that have reportedly been described as an attack on human rights, and particularly women’s rights; understands that, on 22 October 2020, Poland’s Constitutional Tribunal issued a ruling that will virtually end legal abortion in Poland, when it found that abortion in cases where the foetus has serious and irreversible birth defects, which make up approximately 98% of all legal terminations in Poland, is unconstitutional; believes that the effect of this ruling will be to further tighten Poland’s abortion law, which is already one of strictest in the EU, by leaving women entitled to legal terminations only if the pregnancy threatens their life or health, or if it results from an illegal act such as rape or incest; acknowledges the opinion of the Human Rights Commissioner for the Council of Europe, Dunja Mijatovic, that this was a sad day for women’s rights, that removing the basis for almost all legal abortions in Poland amounts to a ban and violates human rights and will result in underground abortions, or abortions abroad for those who can afford it, and even greater ordeal for all others; expresses solidarity with those in Poland, and around the world, who are campaigning against this ruling, and supports a strong stand against what it considers fundamentalism and politically motivated aggression towards women’s rights. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
