Will the Minister for Water and Power on be pleased to state: (a) whether it is a fact that rules of NEPRA have been violated in awarding contract of Neelum-Jhelum Hydro Power Project; (b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to take necessary action against the responsibles thereof; if so, when it will be implemented?

Minister for Water and Power (Khawaja Muhammad Asif): (a) It is clarified that National Electric Power Regulatory Authority (NEPRA) deals with Tariffs for generation, transmission and distribution of electric power and it does not deal with rules relating to awarding of the contracts. However, for awarding public sector contracts, PPRA rules are to be followed. In case of NJHEP, contract was awarded by strictly following PPRA rules for international bidding. (b) Not applicable.

Minister for Industries and Production be pleased to state; (a) whether it is a fact that the Textile Sector posted a decline of nine percent in earnings Miring first nine months of the current fiscal year; if so, the reasons thereof; 2 (b) the factors in local market/elsewhere including the appreciation of that caused the low level of profitability in the Textile Sector; and

(c) the steps taken by the Government to increase textile exports of the country?

Will the Minister for Industries and Production be pleased to state:

(a) the Government’s mechanism to determine the actual number of closed or sick industrial and SME units at present; and

161. *Mr. Asad Umar: (Deferred During 14th Session)

Will the Minister for Religious Affairs and Interfaith Harmony be pleased to state the steps taken by the Government to increase inter faith, coordination and harmony in the country?

Minister for Religious Affairs and Interfaith Harmony (Sardar Muhammad Yousaf):

1. This Ministry has been mandated with the task of Policy and Legislation with regard to interfaith harmony, for which the necessary consultations are under way.

2. Allocation of 05% Job Quota for Minorities in all Federal Government Services, in addition to open merit (26th May, 2009).

3. Declaration of 11th August as Minorities’ Day (June 2009). 3 4. Reservation of four (04) seats for minorities in Senate of under the 18th Constitutional Amendment Act, 2010.

5. Vernacular name of Christians changed from Essahi to Masihi (w.e.f 14th September 2011).

6. Free and fair celebration of religious festivals of minorities at the official level.

7. Re-constitution of National Commission for Minorities (NCM) alnogwith revised TORs (July-2013).

8. A National Conference on Inter-faith Harmony titled “Living Together with Diversity: Inter-faith and Inter-cultural Dialogue” was convened on 20th & 22nd February 2013 at Islamabad.

9. Affectees of Joseph Colony, (109 persons) were provided financial help of Rs. 500,000/- each on 15th March, 2013 and 24th April, 2013.

10. Minorities Welfare Fund is utilized for grant of financial assistance to the poor and needy minorities & scholarships to minorities on merit and for execution of small development schemes for the repair/ maintenance of the religious / worship places of minorities.

11. The rate of financial assistance to the minorities has been increased from Rs.5,000/- to Rs.10,000/-.

12. Marriage Grant of Rs.50,000/- for marriage of daughters of widows/ orphan girls of minorities community is disbursed.

13. Minority Senators have been granted share alongwith minority MNAs for the grant of financial assistance out of Minorities Welfare Fund (MWF).

14. Minority Students Scholarships rates have been doubled.

15. Upkeep of religious places of Sikhs and Hindus in the Country.

16. Provide facilities to Yatrees visiting these religious places of Sikhs and Hindus in the Country. 4 17. 18. Minister for RA&IH has held meetings with Ulemas of all Muslim sects at , Islamabad, Lahore, Peshawar and Quetta and discussed with them the Sectarian issues. He persuaded them to abide by a common code of conduct.

19. Minister for RA&IH held meetings with minority community leaders in Lahore, Karachi and Islamabad for strengthening national harmony amongst all the religions.

20. Minister for RA&IH held meeting with heads of Ittehad of Tanzeem- e-Madaris Pakistan for discussing with them registration of Madaris, rationalizing syllabus and bringing them to the mainstream.

15. *Mr. Shahjehan Munir Mangerio:

Will the Minister for Water and Power be pleased to state:

(a) the total number of new Thermal Power Stations which will be established during the next five years alongwith the details thereof;

(b) the time by which the construction work will be started and completed thereupon; and

(c) the total funds allocated therefor during the year 2014-15?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The following Thermal Power Stations, in public sector are expected to be established during next five yuears; 5 (i) 2x660 MW coal fired power plant at thermal power station Jamshoro.

(ii) 660 MW coal fired power plant at Lakhra.

( b)

(i) The construction of 2x660 MW at TPS Jamshoro is expected to start by Mid-2015,and the project will be completed by Mid-2019.

(ii) The Construction of 660 MW at Lakhra is expected to start by Dec.2015 and the project will be completed by Dec.2019.

(c)

(a) Funds allocated for 2x660 TPS Jamshoro is 9300 Million.

(b) Funds allocated for 660 MW at Lakhra is 100 Million.

16. *Mr. Shahjehan Munir Mangerio:

Will the Minister for Industries and Production be pleased to state:

(a) whether it is a fact that a plan has been made by the Government to restructure the Pakistan Steel Mills; if so, the details thereof alongwith the steps being taken by the Government in this regard; and

(b) whether it is also a fact that the re-structuring work has not been started thereupon; if so, the time by which such work will be started?

Minister for Industries and Production (Mr Ghulam Murtaza Khan Jatoi): (a) Yes, the plan has been made by the Government of Pakistan to restructure PSM. The detail of the plan alongwith step taken by GoP is attached at Annex-I.

(b) The restructure work has been started after the 1st disbursement made by GoP amounting to Rs.4.2 billion. The detail of which is attached at Annex-II.

Will the Minister for Housing and Works be pleased to state whether there is any proposal under consideration of the Government to construct new housing units for Government employees in Islamabad; if so, when it will be implemented alongwith the details thereof?

Minister for Housing and Works (Mr. Akram Khan Durrani): Pakistan Housing Authority Foundation (PHAF) is currently considering a Housing scheme at Sector I-16/3 for Federal Government Employees and General Public. The project will be launched as soon as its planning is finalized.

The Federal Government Employees Housing Foundation (FGEHF) launched G+14 stories apartments scheme Lifestyle Residency in Sector G-13, Islamabad on public private partnership with 75% for Federal Government Employees & other specified groups and 25% for General Public. Allotments to the eligible members will be made accordingly. NOC from CDA is still awaited. The project will be completed in 48 months after issuance of NOC.

18. *Sheikh Salahuddin:

Will the Minister for Water and Power be pleased to state the steps being taken by the Government to address the issue of water scarcity in the country in near future?

Minister for Water and Power (Khawaja Muhammad Asif): WAPDA has prepared a master plan to address the issue of water scarcity in the country in near future. The detail of projects under implementation, ready for implementation and under planning are as under:— 7 8 9 19. *Ms. Naseema:

Will the Minister for Water and Power be pleased to refer to Starred question No.120 replied on 31-03-2014 and to state:

(a) whether it is a fact that funds are also released besides PWP-I and PWP-Il for rehabilitation of old system and provision of new system of electricity;

(b) whether it is also a fact that no such funds have been released during the last five years in Balochistan; and

(c) the steps being taken by the Government for the release of funds for the rehabilitation of old system of electricity and supply of electricity to new areas of Balochistan in proportion to area thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Funds are released to each DISCO by Authority under head PSDP/SAP, for the Rehabilitation of old / existing system.

(b Funds are released to each DISCO (including QESCO) at the beginning of each financial year.

(c) Funds are being released regularly on year basis.

20. *Ms. Naseema:

Will the Minister for Industries and Production be pleased to state:

(a) the year-wise steps taken by the Ministry to promote industries in Balochistan during the last five years till date; and

(b) the year-wise expenditure incurred thereupon during the said period?

Minister for Industries and Production (Mr Ghulam Murtaza Khan Jatoi): (a) During last five years this Ministry has initiated following eleven (11) PSDP projects with total cost of Rs. 3.08 Billion in Balochistan. 10 i. Women Business Incubation Center, Quetta

ii. Chromite Beneficiation Plant at Muslim Bagh

iii. Supply, Installation, Commissioning and Operation of 2 MGD Water Desalinization Plant, Gwadar Industrial Estate

iv. Establishment of Castor Oil Extraction Plant at Hub Uthal District Lasbela

v. Establishment of Bostan Industrial Estate Phase-I

vi. Establishment of Infrastructure in Quetta Industrial & Trading Estate (Phase-II)

vii. Establishment of Chromite Beneficiation Plant at Muslim Bagh District Killa Saifullah

viii. Establishment of Intake and Brine Disposal System/Civil Work For Desalination Plant at (i) Gaddani (ii) Jiwani (iii) Passni

ix. Provision of Infrastructure in Quetta Industrial State (Phase-IV)

(b) The year wise expenditure incurred on the aforesaid projects during last five years is at Annex-A. 11

21. *Ms. Shaista Pervaiz:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether the Government proposes to promote the sale of quality generic medicines at affordable prices to the consumers; 12 (b) if so, the details thereof alongwith the steps taken or proposed to be taken by the Government to promote generic drugs in the country;

(c) whether the Government also proposes to include more medicines in the list of scheduled drugs subjected to price control in view of the rise in prices of medicines and profiteering by the pharmaceutical companies, if so, the details; if not, the reasons thereof; and

(d) the remedial steps taken/being taken by the Government to provide medicines to the common man at affordable prices?

Minister for National Health Services, Regulations and Coordination: (a) Yes. Government of Pakistan is promoting sale of safe, effective and quality generic drugs at affordable prices to the patients. (b After promulgation of DRAP Act, 2012, registration process of generic drugs has been revamped and strengthened to ensure safety, efficacy and quality of drugs. To further improve the system many steps have been taken and are in different phases ofimplementation, including the following.

i. Manufacturing of generic drugs is being encouraged and facilitated.

ii. Priority and all facilitations are being given to the manufacturers of generic drugs and to make their investment fruitful in the shortest possible time. For that purpose, meeting of the various boards are being held frequently.

iii. Pharmaceutical Evaluation Cell has been established to institutionalize/ harmonize evaluation of pharmaceutical registration dossier of generic drugs.

iv. For approval of post registration variations of already registered drugs (imported and local), Standard Operating Procedures have been prepared and uploaded on DRAPs website for keeping applicants and licensees updated.

v. Rules pertaining to contract manufacturing of drugs have been amended to promote generic drug manufacturing. 13

vi. Plans are under way to introduce electronic comprehensive technical document (eCTD) format to evaluate registration dossiers of generic drugs for their safety, efficacy and quality as practiced in the developed countries.

vii. Guidelines are being developed to introduce bioequivalence studies as a pre-requisite for registration of a generic drug to ensure that a generic drug is essentially similar to that of innovators’ product.

viii. All the previous registered generic drugs shall be reviewed in terms of safety, efficacy and quality.

(c) In draft Drug Pricing Policy Order – 2014, it has been proposed to include more medicines in the list of scheduled drugs under. following categories of drugs:

i. Drugs used for the treatment of cancer, T.B, Hepatitis, HIV, Thalassemia and organ transplant,

ii. Biologicals,

iii. 160 drugs from essential drugs list,

iv. Top 50 most commonly used molecules,

v. Commonly used infusion (dextrose, saline, dextrose + saline).

(d The following steps have been taken by the Federal Government to provide medicines to the common man at affordable prices.

i. Manufacturing of generic drugs is being encouraged and facilitated, as by and large the generic products are cheaper than the branded drugs.

ii. Priority is also being given to grant registration to new licenses/new sections to increase production of drugs which increase competition in the market which in turn result in the reduction of prices of drugs. 14 iii. A policy to rationalize the prices of drugs is under consideration of the Policy Board of Drug Regulatory Authority of Pakistan, Ministry of National Health Services, Regulations & Coordination.

22, *Ms. Shaista Pervaiz:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that a judicial commission was constituted in October 2011 to probe into the delay in the completion of the Nandipur Power Project; if so, its findings thereabout;

(b) whether it is also a fact that the said commission has held responsible executive authorities of the Government which have caused the delay in the completion of the said project;

(c) whether it is further a fact that approximate loss of more than Rs. 113 billions has been caused to the national exchequer;

(d) if the answers to parts (a), (b) and (c) above are in the affirmative, the steps being taken by the Government against responsibles thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Yes, the Judicial Commission was constituted on 26-10-2011 under Petition No.67/ 2011 (05.10.2011) to probe the delay in completion of Nandipur power project. The findings of the commission are placed below;

(i) “There is negligence on the part of the executive authorities of the Ministry of Law, Justice and Parliamentary Affair, Government of Pakistan, which has caused the delay in the completion of the project. Approximate loss of more than Rs/113 billion has been caused to National Exchequer.

(ii) The Ministry of Law, Justice and Parliamentary Affair, Government of Pakistan is responsible for causing delay in completion of the document”.

(b) Yes the commission held responsible executive authorities of M/o Law and Justice in the delay of the project as expressed in the above mentioned findings. 15 (c) As per the findings of the commission national Exchequer has to suffer loss of Rs.113 Billion due to delay in project completion.

(d) Investigation underway by NAB authorities.

23. *Ms. Aisha Syed:

Will the Minister for National Food Security and Research be pleased to state whether there is any proposal under consideration of the Government to carry out research on post harvest value addition of different vegetables; if so, the details thereof?

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): Yes.

The details are as follow: • Under the “Agricultural Innovation Program (AIP)” is focusing on vegetable value chain addition and reduction of post-harvest losses in onion, chili and tomato crops in the country. • Ayub Agriculture Research Institute, Faisalabad is working to develop technologies for value chain addition in vegetable and fruits under an Asian Development Bank project “Strengthening of Post Harvest Research and Food Technology”. • A project for fruit and vegetable post harvest value addition is under way to reduce post harvest losses, and value addition of vegetables. These projects are focusing on drying and preservation of onion, Spinach, carrot, chilies and peas; and product development of bitter gould, tomato, onion and garlic. • A project is under way to reduce post harvest losses and value chain addition in chilies at Horticulture Agriculture Research Institute, Mirpurkhas, Sindh.

25. *Mr. Jamshed Ahmad Dasti:

Will the Minister for Water and Power be pleased to state the steps being taken by the Government to ensure 100% utilization of available water for irrigation and generation of power?

Minister for Water and Power (Khawaja Muhammad Asif): Following the construction of in 1967 and in 1976, no significant development based on the waters of the Indus and its tributaries has taken place in Pakistan. Despite these two mega reservoirs, the irrigated agriculture in the Punjab and other three provinces falls short of water for the Rabi and early Kharif crops, while each year about 29.89 MAF of water is still flowing to Sea un-used.

Will the Minister for National Food Security and Research be pleased to state:

(a) the responsibility of the Ministry to ensure food security to the vulnerable segment of the society across the country;

(b) whether it is a fact that a comprehensive mechanism of coordination has not been developed among the Federation and Provinces to ensure food security in the country;

(c) whether it is also a fact that the said vulnerable segment of society is facing food insecurity now a days in the country;

(d) if so, the steps being taken to develop a comprehensive mechanism of coordination among the Federation and Provinces to ensure food security for such vulnerable segment of society?

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a) Yes.

(b) Coordination mechanisms are being developed. Federal Committee on Agriculture (FCA) has been revived. National Food Security Council is being established which will introduce comprehensive coordination between Federal and Provincial Governments. (c) Yes. (d) As at (b) above. 19 27. *Mr. Waseem Akhtar Shaikh:

Will the Minister for Water and Power be pleased to state:

(a) the mechanism evolved to make DISCOs accountable with reference to over billing thereof;

(b) whether Government has taken note of over billings of DISCOs made during the recent months; if so, the details thereof; and

(c) the steps being taken by the Government to eliminate such practice to protect the interest of public/consumers?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The over billing is being corrected as per procedure beside taking disciplinary action against officer / official who found responsible for wrong reading under E&D rules.

(b) Yes.

(c) Following steps/strategy to stop the over billing:

1. Recording of correct Meter Reading.

(i) Ensuring recording correct reading by Meter Reader through exercising prescribed check at all levels.

(ii) Ensuring Meter Reading, follow up as per Commercial Procedure Manual.

(iii) Strict vigilance on the activities of Meter Reading staff.

2. Timely Replacement of Defective Meters.

3. Quality of meter improved by injecting state of Art Meters,

4. The Automatic meter reading system is also started as pilot project in selected Sub Divisions. 20 28. *Mr. Waseem Akhtar Shaikh:

Will the Minister for Housing and Works be pleased to state:

(a) the details of housing schemes being launched by the Government for government employees, journalists and general public respectively alongwith present status thereof;

(b) whether it is a fact that number of schemes have been delayed at present; if so, the reasons thereof; and

(c) the steps being taken by the Government to complete those schemes at an earliest?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a) I- FGE HOUSING FOUNDATION

The following two schemes have been started by the FGE Housing Foundation with approval of Executive Committee, details are given below :—

(i) Bhara Kahu Housing Scheme

Housing scheme at Bhara Kahu, Zone-IV, Islamabad for Federal Government Employees and other specified groups was initiated and an agreement with M/s Green Tree (Pvt) Ltd was signed on 01-04-2009 to provide land and develop residential and commercial plots.

The CDA approved layout plan of the Bhara Kahu Project on 05-06-013, after the decision of Honorable Supreme Court of Pakistan dated 27-02-2013. Currently construction agreement including Engineering Design is in process with M/s Green Tree (Pvt.) Ltd. As per agreement the development work will be completed in 02 years after the signing of Contract Agreement which is being negotiated with M/s Green Tree (Pvt) Ltd.

(ii) Life Style Residency apartments

Life Style Residency apartments in G-13, Islamabad on public private partnership with 75% for Federal Government Employees & other specified groups and 25% for General Public was initiated in 2010. 21

Launch of apartment scheme is advance stage. Applications have been invited from registered members of Housing Foundation.

NOC from CDA is still awaited despite many reminders and meetings at the highest forum and payment of all required fees to CDA.

II- PHA FOUNDATION

The details of the housing projects launched for Federal Government Employees and General Public since 2008 are given below:- 22

(b) I- FGE HOUSING FOUNDATION

Bhara Kahu Housing Scheme:

The matter remained subjudiced in Supreme Court from 2009-2013 after Suo-Moto notice. In the light of Honorable Supreme Court of Pakistan order dated: 27-02-2013, CDA has approved the layout plan on 05-06-2013.

M/s Green Tree filed a writ petition in the Islamabad High Court Housing Foundation also filed a contempt petition against M/s Green Tree in the Honorable Supreme Court of Pakistan.

In compliance with Supreme Court Order dated 02-06-2014 and Islamabad High Court Order dated 18-06-2014, both parties have been directed to sign the Development / Construction Agreement immediately with mutual consent. The same is currently being worked upon with M/s Green Tree (Pvt) Ltd.

(ii) Life Style Residency apartments:

Launch of apartment scheme is in advance stage. Applications have been invited from registered members of Housing Foundation seeking their options. Layout plan alongwith necessary documents and fee for approval of layout plan submitted in CDA. On 29.05.2014, Pakistan Environment Protection Agency issued EIA report of the project as required by CDA for the said project. Approval for construction is still awaited despite many reminders and meetings at the highest forum and payment of all required fees to CDA. The project will be completed in 48 months after issuance of NOC. The FGE Housing Foundation is perusing its NOC from CDA vigorously. 23 II- PHA FOUNDATION

It is a fact that delay has been faced in completion of following projects of PHA Foundation:

i. 208 C type apartments at G-11/3 Islamabad ii. 400 E-type apartments at Sector G-11/3, Islamabad iii. Bhara Kahu Housing Scheme:

The Honorable Minister for Housing and Works has visited the site on 06-08-2014 alongwith Secretary, Housing & Works.

A meeting was held under the chairmanship of Secretary Housing & Works, on 12-08-2014 to review the progress of Bhara Kahu Housing Project The Secretary Housing & Works constituted the following Committee to resolve the issue of Bhara Kahu Housing Project, which will furnish its recommendations to the Executive Committee:— —————————————————————————————— SN Project Reasons —————————————————————————————— (i) Mr. Waqas Ali Mahmood, D.G. (ii) Life Style Residency apartments:

On 29-05-2014, Pakistan Environment Protection Agency issued EIA report of the project as required by CDA for the said project. NOC from CDA is still awaited despite many reminders and meetings at the highest forum and payment of all required fees to CDA. The project will be completed in 48 months after issuance of NOC.

II- PHA FOUNDATION

The issues related to projects mentioned at serial No. b have been addressed by PHAF authorities and after taking remedial measures the works on project sites have been resumed.

Productivity and Efficiency Enhancement of SMEs

SMEDA in collaboration with international agencies such as Japan International Cooperation Agency (JICA), bfz, GTZ, G1Z, and Senior Experts Services (SES) of Germany, Asian Productivity Organization (APO) and Local experts, is providng technical assistance to SMEs across a range of industrie to upgrade their skills and improve systems down to the shop floor level. 41 international experts have been engaged and 495 industrial units have been the direct beneficiaries of this Program in the areas of Energy Efficiency, Productivity 28 Improvement, and Environment/Green Productivity. In addition, 163 Training Workshops/Seminars have been conducted with international and local consultants on the subject of Productivity & Quality Improvements, Green Productivity and Energy Efficiency.

SME Development Projects under Public Sector Development Program (PSDP)

SMEDA has had a total portfolio of 27 projects with a total PSDP outlay of Rs. 2,630 million. Out of these, 09 projects have been completed. SMEDA is currently managing 18 projects with a total outlay of Rs. 1,845.92 million. Out of these 18 projects, allocation of Rs. 241.09 million for following 14 projects has been made in FY 2013-14.

In order to increase competitiveness as an investment destination, the Investment Policy, 2013 maintains the open policies and continues to expand the opening and liberalization process to all sectors and generalizes the policies across all sectors to have uniformity and openness across the economy. Some salient features of the Investment Policy to promote the industries in the country are as under:—

• Free entry for Foreign Investors.

• All sectors and activities are open for foreign investment and no Government sanction is required for setting up any industry unless specifically prohibited or restricted for reasons of national security and public safety 29 • There is no minimum requirement for the amount of foreign equity investment in any sector.

• There is no upper limit on the share of foreign equity allowed, except in specific sectors including Airlines, banking, Agriculture and Media.

• Foreign Investors are permitted to hold a 100% equity share.

Ministry of Industries and Production has offered certa in incentives/facilities and initiated a number of projects for the development of new industries in the Country through establishment of Export Processing Zones (EPZs) / Industrial Parks and Public Sector Development Programme (PSDP) six (06) EPZ and Industrial Parks are being developed in the Country (Details of these Zones/Parks is at (Annexure-I). List of incentives/facilities available for the investors in EPZs/ Industrial Parks is at (Annexure-II). The objectives targeted in our Public Sector Development Programme aim at rejuvenating the industrial sector through 27 projects worth Rs. 28.030 Billion (Annexure-III) with focus on:-

a. Innovation and efficiency in industrial sector

b. Building high skilled human capacity through targeted worker skills development programs.

c. Technological up-gradation including Computer A ided Design (CAD) and Computer Aided Manufacturing(CAM)

d. Development of emerging sectors like Gem- & Jewellery, stone development and energy auditing in the textile sector.

e. Targeted development of small and medium business entities to boost employment and reduce poverty.

The Ministry of Industries and Production is trying its level best to encourage the industrialists for establishment of new industries in the country and for this, Ministry & its following attached departments are playing due role through various steps in the country. 30 Export Processing Zone Authority (EPZA):

• Developed land on competitive rates of 30 years

• Duty-free import of machinery equipment and materials.

• Freedom from/national import regulations.

• Exchange control regulation of Pakistan not applicable

• Repatriation of capital and profits

• No sales tax on input good including electricity / gas bills

• Duty-free vehicles allowed under certain conditions

• Domestic market available to the extent of 20%. Exceptions may be available

• Presumptive tax @ 1% and EPZA service charges, 0.5%

• Only EPZA is authorized to collect Presumptive Tax at the time of export of good which would be final tax liability

• Obsolete / old machinery can be sold in domestic market of Pakistan after payment of applicable duties & taxes

• EPZA units allowed to supply good to Custom manufacturing bonds

National Industrial Parks (NIP): National Industrial Parks Development and Management Company is developing world class infrastructure for rapid and systematic industrial growth of Pakistan and is working under this Ministry. NIP is catering the needs of following industrial sectors in its Industrial Parks:

• Light Engineering • Automotive • Pharmaceutical • Printing / Packaging • Value Added Garments • Food Processing 31 Special Economic Zones (SEZs):

SEZs Ordinance was promulgated in the Year 2012. Incentives for SEZs the developers and entrepreneurs will get one time exemption from custom duties and taxes for all capital goods imported into Pakistan for the development of SEZs

• Ten year tax holiday both for SEZ developers and enterprises is also allowed under the law.

• The Board of Investment (BOI) would provide one- window facility within the zones.

• Free facilitation service and guidance to investors by the Board of Investment.

• The normal incentives for exports is as available to projects established anywhere in the country shall be applicable to exports from projects in the zones.

Engineering Development Board (EDB)

EDB is also available for any guidance the prospective industrialists may require for setting up new industries, particularly in engineering sectors.

(b) It is not the policy of Government to establish new industries rather Government encourages and promotes private sector to play its role. The Government wants to privatize the existing industries like Pakistan Steel Mills etc.

Prime Minister’s Youth Business Loans

• Fifty six (56) Business Prefeasibility Studies developed along with information resources and tools including, FAQs on Pre-feasibility studies, Financial Calculators, Guidelines/Template on developing Business Plan, and Training video Documentaries (7) developed on various aspects of business.

• those pre-feasibility studies were downloaded by 13 million people from SMEDA website to date. 32 • Exclusive Help Desks established by SMEDA at 25 loca tins in 16 cities for facilitation of loan applicants. Over 21,973 individuals facilitated till date.

• Business Development needs and handholding requirements of loan beneficiaries of the first ballot identified through a multi ministerial national outreach program, coordinated by SMEDA. A complete Report on SMEDA’s work submitted to the PM’s Office.

Business Advisory Services and Investment Facilitation.

Since July 2012, more than, 12,000 Walk-ins visited SMEDA Helpdesk to obtain information regarding SMEDA’s services. Furthermore, a total of 40 business pre-feasibility studies and the same number of business plans have been developed resulting new business creation, and more than 400 training programs have been conducted in 40 cities nationwide.

(b) The steps taken by the government to reduce the increasing ratio of food insecurity are given as follows:

• To formulate policies and implement development schemes to enhance food productivity to ensure its sufficient availability. Food self sufficiency is the prime goal of the Ministry of National Food Security & Research. In case of anticipated shortage, the provision of necessary items through import is ensured.

• For improvement of financial access to food, the government has already started initiatives like Benazir Income Support Programme, Bait-ul Mal and many other initiatives.

• Research for development of high yielding crops.

• Development of crop varieties to mitigate the effects of climate change.

33. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that investigation were initiated to probe the institutional lapses on part of Government Institutions during recent years that allowed India to accomplish several Power Projects on the Waters meant for Pakistani Rivers in violation of the Indus Water Treaty; if so, the findings of such investigations alongwith the name of authority thereof;

(b) the action being taken or proposed to be taken by the Government against the persons responsible therefor; and

(c) the steps being taken by the Government to protect the interest of the country on international forums in this regard? 34 Minister for Water and Power (Khawaja Muhammad Asif): (a) · During recent years no investigations were probe into the institutional lapses on part of Government Institutions for accomplishing several power Projects on Western Rivers by India as no negligence or irregularity took place with regard to discharging responsibilities, the office of PCIW is entrusted with.

Fact is that as per Indus Waters Treaty 1960, India is entitled to construct as many Run-or-River power projects on Western rivers as there is potential. India is also entitled to build some limited storage works on Western Rivers as given in the Indus Waters Treaty.

Accordingly, India is obliged to share its designs of Run-of-River HEPs under Annexure-D and storage projects under Annexure-E to the Treaty. Pakistan reviews the design in detail in line with the design criteria specified in the Treaty. If there are any violations, Pakistan conveys its objections to India within three months. Subsequently, these objections are discussed in details during Permanent Indus Commission’s meetings. If no resolution is concluded then the matter is taken up for resolution at Governments’ level. If still no settlement is arrived, then the case is referred to the third forum i.e; Neutral Expert (NE) or Court of Arbitration (coA) according to the mechanism defined in the Treaty and the decisions given by these forums are binding on both countries and not further challengeable.

Currently, design issues of Kishenganga, Ratle, Miyar, Lower Kainai and Pakal Dui HEPs are under discussion at Indus Commission level. Office of PCIW is attempting its best to defend Pakistan’s waters rights at every cost.

(b) Not applicable.

(c) Office of Pakistan Commissioner for Indus Waters working under the Ministry of Water and Power, GOP, is mandated to protect the water rights of the country as given in the Treaty.

The Treaty affords two for a for resolution of disputes, Neutral Expert (NE) and Court of Arbitration (CoA), if in case the efforts to resolve disputes fail at the level of the Commission and at the Government level. So far Pakistan has taken two disputes to the third forum, NE in Baglihar Case and CoA in Kishenganga Case. Ministries of Foreign Affairs and Law, Justice and Human Rights also provide required help to Ministry of Water and Power in implementation of the Treaty for protection of Pakistan’s interests. 35 As explained above at present five projects (Kishenganga (330 MW), Ratle (850 MW), Miyar (120 MW), Lower Kainai (48 MW) and Pakal Dul (initially 1000 MW, ultimate 1500 MW) are under discussion with India for resolution on design differences. The stage of taking these to NE or CoA has not arrived yet.

34. *Mr. Muhammad Muzammil Qureshi:

(b) SMEDA has set-up Women Business Development Center (WBDC) / Women Business Incubation Center (WIBC) at four locations (Lahore, Peshawar, Quetta and Karachi) through Public Sector Development Program. The major function of these centers is to provide different types of business development services to women entrepreneurs in these centers including marketing support.

SMEDA organizes training programs, seminars and workshops of short duration in major cities across the country for raising awareness and capacity building of SMEs. These trainings programs help to improve major performance indicators such as productivity, quality, competitiveness and sustainability etc. 36 SMEDA Helpdesk Services

Minister for Water and Power (Khawaja Muhammad Asif): (a) First gas Turbine of 95.4 MW capacity is available for operation on HSD since May 31, 2014. The same turbine will be available for operation on HSFO by mid of October, 2014.

(b) Nandipur Power Project is not a failure but it is progressing successfully towards its completion. Second turbine (95.4MW) will also be available for operation on HSFO by mid of October, 2014. Third Turbine (95.4MW) will be in Operation in November 15, 2014. Steam Turbine (138.8 MW) will be commissioned in January 31,2015 and 425 MW will be available from the completed Combined Cycle Power Plant.

37. *Mrs. Shahida Rehmani:

Will the Minister for Water and Power be pleased to state whether there is any proposal under consideration of the Government to generate electricity by development of Wind Power Project in the coastal area of Karachi city; if so, when alongwith details thereof?

Minister for Water and Power (Khawaja Muhammad Asif): The wind power projects are being developed in the Gharo and Jhampir areas of District Thatta at the moment due to availability of wind data, suitable wind potential and abundant land. The wind potential in the coastal areas of Karachi city is lesser than the wind potential in other parts of Sindh’s coastal areas. Moreover, large expanse of land is required for development of large scale wind power projects which is not abundantly available in the coastal areas of Karachi city.

38. *Dr. Mahreen Razaque Bhutto:

Will the Minister for Ports and Shipping be pleased to state whether there is any proposal under consideration of the Government to develop Gawadar as a free port like Singapur and Dubai; if so, when; if not, the reasons thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Pursuant to the Policy for Power Generation Projects 2002, there are Thirteen (13) Independent Private Power Projects (IPPs) operating in the country with a cumulative capacity of 2,934 MW. List is placed at Annex-A.

( b) The requisite information is placed at Annex-B.

(c) As per provision of PPAs executed under policy 2002, the IPPs have to deliver the available capacity declared in advance on hourly basis. Hence question of non-production of full capacity does not arise. 5 6 54. Nawab Muhammad Yousif Talpur: (Deferred during 11th Session.)

Being narrow LT Line (0/H) and PVC 37/083, 4 core cable is laid down which is hanged alongwith the walls of the houses. The cable at one place found broken up/injured which has been repaired.

(b) LV proposal for replacement of existing cable and providing the additional circuit is under process & will be completed within one month.

(c) whether there is any proposal under consideration of the Government to link Village Kajla and Deheri with Darband line at Janderi; if so, the time by which it will be implemented? 13 Minister for Water and Power (Khawaja Muhammad Asif): (a) It is not a fact that 11 KV Darband Feeder from 132KV GSS to Bandi Parao was divided into two sections. Actually the 11 KV Darband Feeder which is being energized from 132 KV GSS Oghi to tail end of Darband has lot of sections.

(b) It is not a fact that Bandi Parao to Torghar is a section of 11KV Darband Feeder or it is overloaded. However the 11KV Darband Feeder having length of 230KM is overloaded for which a proposal for bifurcation of. 11KV Darband feeder was prepared & got sanctioned by Director (C&E) PESCO Peshawar vide No.3428-31 dated 09-06-2014. The work has been handed over to the Project Director (C&O) PESCO Peshawar. After execution of work, overloading problem will be solved.

(c) There is no proposal under consideration to link village Kajla & Dheri from village Jandari.
