2. Assessment Finding and Recommendation in brief:

 DoRR/ANDMA, reported that around 317 Families submitted petitions and are recently displaced from the districts of Kandahar (Khakriz, Maiwand, , Shahwalikot,) Helmand (Nawa, Nad Ali, ,Sangin, Kajaki, Grishk, Nawzad, MusakalaBaghran,Farah (Purchaman, Pashti roodGulistan) Zabul (Mizana), Urozgan (Dihrawod, Trinkot, Khas uruzgan, Chora, Shaheed hasas,) Diyakondi (Gizab), After the screening 266 petitions were identified eligible for needs assessment the joint assessment team subsequently started the assessment process from 13-Aug to 02-Sep 2018 and finally selected 80 real and eligible IDPs meeting ERM8 criteria to benefit from assistance.  AoGs fighting mechanism has changed in southern region using civilians and their house as fighting shells, not allowing people to leave the place of origin , putting people under pressure to provide food, accommodations and financial support to their fighter, already extreme week economy of villagers, continues deteriorated security situations in their place of origin has resulted that villagers using different ways and techniques to leave place of origin and come to safer places specially provincial capitals and nearby safe districts, in order to protect their families members from being used a shelled .  Villagers are forced to flee their places of origin for better safety.  The recent incidents were as a result of the AOGs attacks are part of their seasonal fighting plan to put government under more pressure and expand their territory that resulted to displace people form their place of origin to Kandahar city being considered as safe place for IDPs.  IDPs are settling in the areas around of Kandahar city, most of them have been displaced individually or in smaller groups from the mentioned areas/Districts,

 The main cause of displacement of this caseload is continues conflict between government and AOGs during the recent start of fighting season across the southern region provinces.  Displacement Pattern in southern regions is mostly individual or in smaller groups rather than mass displacement, the reason why IDPs choose to come to Kandahar city is that continues insecurity and fighting in the villages most of the IDPs due to continue conflicts have last their agriculture which is the main source of their income.

Summary of Key findings and recommendations

 Assessment findings indicated that most IDP families did not have Food, Cash for other needs such as rent, medical, transport etc… and NFI as well as other livelihood needs which remain unmet.  Key findings indicated that all beneficiaries all of the HHs are in dire need of food assistance and indicated this as their preferred first priority need to be met all 33 HHs mentioned NFIs as second urgent need, similarly 47 HHs of the same population indicated Cash as second priority need and 33 HHs indicated as 3rd need.  Assessment findings indicate that all the selected 80 HH’s are reportedly living in critical situations, as per the joint team observations and assessment findings. Urgent assistance and response is therefore recommended.  Cash for shelter is recommended as most IDPs are either living with host facilities or are accommodated in shared arrangement, with an average of 1500 AFN rent.  All of the selected households have access to water for bathing, drinking and cooking.  The aftermath of the assessment shows that all 80 IDP families need urgent humanitarian aid of food, NFI and cash to be protected.  the selected 80 households are consisting of 1 family per households and the averages household size is 6.95

3. Sectorial Issues:

A) Food Security, Nutrition and Livelihood:  HEAT survey indicates that all 80 Families had income in their place of origin and their main source was farming livestock and employments. Income of the selected families have dropped more than 50%. Average monthly income before crises was 5468 AFN per family and after crisis 2506AFN/Family.  Household database indicate that 38 families don’t have food stock, while, 42 family reported having food stock less than a week. Debt level is high among selected IDPs, 39 families are in debt of more than 8000 AFN, 21 families are between 2000-8000 AFN, 02 families with debt less than 2000 and 18 family are with no debt.  Most of selected families reported eating three times a day. However, significant number practice negative coping strategy such as consumption of less food and barrowing food and begging to cope with food insecurity situation.

 All families have access to Market and the distance is 1-2 KM and an average time is 11 minutes from their homes to market and all type of food and non-food Items available. B) NFI: The IDP families could not manage to bring of their HH items during their displacement and have left more than 80% of their household items and equipment’s in their place of origin, direct observation indicated that family members have to use their HH items in share with each other, this issue would-be health frightening for families, particularly sharing of cooking and hygiene items between old members and kids. They have need for full package of non food items like clothing, bedding, cooking and hygiene.

 Shelter: The household database indicates that currently some of families rented houses in Kandahar city and relevant areas, and some families are living as host.

C) WASH

Wash-Water:

During the joint assessment by DACAAR, DoRR, IoM, HAPA, APA, NRC, ANDMA, and Save the Children it was found that from all 80 Families have access to water, they are using hand pumps, which are either located in their houses or in the neighberhood. Average distance from water sources to their houses is 6.88 minutes by foot.

Wash-Hygiene

During the joint assessment , it was indicated that all the families are living in poor hygiene situation and their hygiene is not practiced properly, so there is need for hygiene kit and hygiene message delivery. And these will be provided by DACAAR.

WASH-Sanitation:

Based on the same joint assessment carried by oragnizations mentioned above 69 families out of 80 families have access to family built bath and latrien facilities, while the remaing 11 families don’t have access to proper and healthy sanitaion facilities, to address this sanitation issue and different disease in the future, DACAAR ERM team recomends building sets of EBL for families using open area for defication. Following is the rational for the proposed number of constructed emergency individual latrine and bathrooms, by considering geographical proximity. Condition Proposed Number 5 IDP famlies live in different areas of city 5 sets of emergency latrines and baths 6 IDP families live in one compound 2 sets of emergency latrines and baths Recommendations: DACAAR ERM team recommends constructing of 7 sets of emergancy latrine and bath for 11 IDP families who are still doing open defication. Hygiene kits and hygiene promotion lesson to all the families.

D) Protection:  Report on casualties, we have not got any family with member injured or dead in the conflicts.  HE messages are the most required, because IDPs were not in good health condition.

E) Health: All families have access to public and private clinics in their near markets and assessment teams not reported any serious disease.

F) MARKET ASSESSMENT: Team conducted three market assessments in Kandahar Center, all the families have access markets which are well-functioning and have adequate amount of food and non-food items, they restocking from Pakistan, Iran and other foreign countries. Shopkeepers in the local market reported problems in restocking and shortage of as well as shortage of money for purchasing adequate stocks. Below table indicate current prices in Kandahar Markets.

All customers have easy access to markets, daily wage rate is 250-300 AFN, money transfer and changing facilities (Hawala and banks ...) are available in the market. Rent cost of small house for 7 persons is 1500-10000 AFN per Month).

4. Urgent Priority needs of affected people (as per affected point of view)

 Food, NFIs, WASH and house rented cost are their main and urgent needs  NRC will provide cash for food and other needs to 8 Families.  DACAAR will provide HE kits to all 80 Families and construct 7 EBL for 11 IDPs families.  WFP will provide food assistance to all 80 families.

Response has been coordinated with all involved humanitarian actors and all agreed with proposed response.

Challenges:

In the areas where the IDPs leave there is security problem.
