Under copyright law, no part of this document may be reproduced without the expressed permission of the author. iii Abstract Campus shootings have impacted campuses across the United States for almost two centuries. Between 2015 and 2016, at least three historically black colleges and universities (HBCUs) experienced multiple shootings where students were killed in each incident. This qualitative comparative case study used secondary data to explore the similarities and differences of the shootings experienced at Texas Southern University, Winston-Salem State University, and Miles College within one year. This study explored the challenges that those HBCUs faced due to the shootings and developed two major themes. The first theme focused on the egregious state funding disparity between public HBCUs and many public PWIs. The second theme was crime due to the open-campus concept since some HCBU campuses are situated in urban, high crime neighborhoods. Members of the institution are at risk of danger since anyone from the general public can enter the campus. Lives of students have been lost due to this concept, but the idea of shutting off a public university hurts the school’s purpose. Chapter Five addressed the study’s aim by recommending a proposed solution, describing procedures for implementation, and discussing practical, research-related, and leadership-related implications. The four recommendations are disseminating safety resources, social involvement, training, and injunctive relief protections for open-campus concepts.     14 The Critical Role of Historically Black Colleges and Universities in Workforce Development Todd Greene Ashley Bozarth Civil rights leader and distinguished American educator Benjamin Elijah Mays stated, “For he who starts behind in the great race of life must forever remain behind or run faster than the man in front” (Colston 2002, p. 96).1 Despite the passage of more than 150 years since the end of formal slavery, African Americans are still behind based on nearly all economic measures, including wealth and economic mobility. It should come as no surprise then that African Americans fare no better in the labor market, where wages lag behind their white coun- terparts. While the roots and causes of these gaps are myriad, it is clear, as Dr. Mays suggests, that extraordinary measures and targeted approaches are needed to arrive at greater economic equality. There has been some progress, including higher rates of high school degree completion, but much work remains.2 Historically black colleges and universities (HBCUs) play a major role in preparing this population for the workforce. In addition to both academic- and technical-oriented degree offerings, confidence-building support offered through HBCU environments also can offer graduates a fundamental cornerstone for workforce success.3 The origins of today’s more than 100 HBCUs vary. Some started as state-sponsored land grant institutions, others were sponsored by reli- gious organizations, and still others were the benefactors of wealthy philanthropists. Their missions, however, have been essentially uni- form: to provide higher education opportunities primarily to students of color who at that time were largely excluded from other colleges or universities or in some cases did not feel comfortable in these institu- 189 190 Greene and Bozarth tions.4 With legal and cultural changes, especially over the past five decades, some observers have questioned the necessity for institutions designed to serve a particular racial population, thus viewing HBCUs as anachronisms.

    MINORITY SERVING INSTITUTIONS ORAL HISTORIES PROJECT JOHN SILVANUS WILSON JR. By Kelly Lewis On March 2, 2018, I arrived at a table to greet a tall, slender African- American man. I was surprised to discover he was wearing a sweatshirt, in comparison to the suit I have often seen him wearing in photographs. He was kind, and soft-spoken; he talked with conviction. He possessed a positive spirit –saintly even– and when I started asking him questions about his past, his eyes lit up as he recalled fond memories. He thinks of his family, church, and the abundance of ways God has facilitated inspirational experiences that have led him to become the person—the leader— he is today. John Silvanus Wilson Jr. was born in 1957 in Philadelphia, Pennsylvania. As the son of a preacher and a teacher, he and his three siblings had what he would call “…the life of the mind and the life of the spirit.” Education and faith were important aspects of his upbringing. His grandfather had a doctorate, and both of his parents attended HBCUs –his father was, a Virginia Union University alumnus, and his mother, a Morgan State University alumna; at the same time, his “Dad … Granddad, great-granddad were all preachers… So, I had the preacher-teacher combination. That combination really shaped me.” As he continued to discuss his upbringing, his face fell and became a bit more serious. “When I was eight years old… we moved out to the suburbs and uh, my parents divorced.” During this time, suburban schools were attempting to diversify their population, so they were offering higher paying jobs.
