NSA Map...... 33 INTRODUCTION 2013 DEVELOPMENT MONITORING REPORT During 2013, a total of 608 residential units were approved for development through the subdivision or site plan review process. Compared to 360 units in 2012, this represents an increase of 69%. Non-residential development proposals totaling 609,905 square feet of floor space on 1149.20 acres of land were approved for development during 2013 compared to 379,371 square feet of floor space on 212.59 acres of land approved in 2012. This represents an increase of 61% of floor space. Land Use At the end of 2013, 87.7% of the City’s land was developed, 10.6% was vacant, and 1.7% was designated wetlands. The acreage and proportional distribution of land use in the City, regardless of zoning, are shown in Table 1. Housing For this report, a single family housing unit is one dwelling unit on its own lot, and includes both single family detached and single family attached houses, such as duplexes and townhouses, where a unit occupies its own lot. Multi-family housing is defined as two or more units on the same lot and contains units for rent. Mobile homes and condominiums are separate housing categories, and are not counted as single family or multi-family units. At the end of 2013, according to the City’s estimate, there were 77,384 total housing units in the City (Table 6), as compared to 76,276 units in 2012. This represents an increase of 108 units or 0.1%. The total number of housing units in Newport News includes 42,683 single family units, 27,752 multi-family units, 4,563 condominium units, and 2,386 mobile homes. This distribution is shown on Table 2, Housing Summary Tables. Housing units were determined by adding the number of Certificates Occupancy issued during 2013 to the number of units at the end of 2012 and subtracting the number of demolitions that occurred in the year. Table 6 shows the total housing units by type for each Neighborhood Statistical Area (NSA). Population The City of Newport News’ population at the end of 2013, based on the City’s estimate, was 182,791 compared to 183,234 in 2012 (see Table 3). During 2013 the City’s population decreased 0.2%. The population of Newport News remains stable with little change, which is consistent with the State’s estimate. The City’s population estimates for the past 10 years are shown on Table 4. The estimates include downward adjustment to reflect the 2010 U.S. Census. The population estimates are calculated using the number of total housing units at the end of each year, and applying vacancy rates and household sizes (i.e., average number of persons per household) which vary according to the number of respective Neighborhood Statistical Areas (NSA). School Enrollment School Enrollment vs. school-age population is shown on Table 5. Over the past ten years, the school-age population decreased by 629 (or 1.7%) and total school enrollment decreased by 162 attendants or 0.5% from 29,948 to 29,786 students. Therefore, the percentage of the school-age population attending the Newport News public schools increased over the past 10 years from 76.8% in the 2003-2004 school years to 80.6% in the 2012-2013 school years.

1 2013 DEVELOPMENT MONITORING REPORT RESIDENTIAL ACTIVITY Certificates of Occupancy During 2013, the City issued 530 Certificates of Occupancy for residential units. 47 units (or 9%) were for single family, 469 units (or 88%) were for multi-family, and 14 units (or 3%) were for condominium units. The number of Certificates of Occupancy decreased from 771 units in 2012 to 530 units in 2013. Refer to Table 7 for a yearly comparison of Certificates of Occupancy issued between 2004 and 2013. Of the 530 new residential units in this year, NSA 1 (Lower Downtown) had the largest number of completions, with 197 multi-family units completed. The geographic distribution of Certificates of Occupancy issued in 2013 by Neighborhood Statistical Area is shown on Table 8. Building Permits During 2013, the City issued 528 building permits for residential units, compared to 170 units in 2012. This represents an increase of 211% from the previous year. Table 9 summarizes the yearly building permits issued between 2004 and 2013. For the past decade, between 2004 and 2013, overall residential construction averaged 436 units per year, with the exception of year 2004 with 677 permits issued which is 155% above the 10-year average of 436 units. During the year of 2013, the City issued 528 residential permits, which is 121% of the 10-year average. During 2013 the number of residential building permits issued by quarter is shown on Table 10. For the past 10 years, single family construction has fluctuated from a high of 249 units in 2006 to a low of 75 units in 2009 (see Table 9). Multi-family construction has varied between 515 units in 2007 to a low of 0 units in 2012. Beginning in 2004 there were more multi-family apartments built annually than single family homes with the exceptions of 2006 where 217 multi-family units and 249 single family houses were constructed, and in 2012 where 0 multi- family units and 170 single family houses were constructed. Of the 528 residential building permits issued in 2013, 118 units (or 22%) were for single family houses, and 410 units (or 78%) were for multi-family development. Compared to 170 building permits issued the previous year, this represents an increase of 211% from 2012. The geographical distribution of building permits issued for each Neighborhood Statistical Area (NSA) is shown on Table 11. Subdivision and Site Plans Reviewed During 2013, 9 subdivisions with 131 single family lots received subdivision approval through the Subdivision Review process (see Table 12). During 2013, 4 projects with a total 477 multi-family units were approved for development through the Site Plan Review process. Please refer to Table 13 for the distribution by Neighborhood Statistical Area (NSA) of these projects. During 2013, 608 residential units were approved, compared to 360 units in 2012. This represents an increase of 69% from the previous year. Of the 608 residential units approved this year, 131 units (or 22%) were for single family, 477 units (or 78%) were for multi-family units (see Table 12 and 13). For the past decade, between 2004 and 2013, each year averaged 988 units of residential units approved through the Subdivision or Site Plan Review processes. This year’s 608 units that were approved through Site Plan or Subdivision Review process was 62% of the ten year average of 988 (See Table 17).

2 NON-RESIDENTIAL ACTIVITY 2013 DEVELOPMENT MONITORING REPORT Certificates of Occupancy During 2013, there were 14 non-residential projects completed and issued Certificates of Occupancy, with a total of 816,108 square feet of new floor space, compared to 1,130,698 square feet completed in 2012. The figure represents a decrease of 27.9%. Completed non-residential construction receiving Certificates of Occupancy in the past ten years is shown on Table 14. The Riverside- Area (NSA 10) led the City with the largest non-residential square footage completed, with 345,785 square feet of new floor space added to the existing stock. Building Permits Non-residential building permits issued in 2013 for new construction (which excludes additions and alterations) were valued at $11.3 million compared to $27.7 million in 2012. This represents a decrease of 59% from the previous year. For the past ten years between 2004 and 2013, the yearly average was $57.5 million. In 2013 non-residential development, with a value of $11.3 million, accounted for approximately 20% of the ten-year average value between 2004 and 2013. Table 15 shows yearly value comparisons for non-residential permits issued between 2004 and 2013. Table 16 shows quarterly comparisons in 2013. The largest non-residential permit issued in 2013 was the project at 11810 Fountain Way in the Oyster Point area (NSA 15), with a value of $4.3 Million. Refer to Table 22 for other major non- residential building permits issued in Newport News in 2013. Site Plans Reviewed During 2013, 33 projects totaling 609,905 square feet of non-residential floor space were approved for development through the Site Plan Review process. Compared to the 379,371 square feet from the previous year (2012), this is a 61% increase in non-residential construction. Square footage comparisons from 2004 to 2013 are shown on Table 18. Oyster Point (NSA 15) posted the largest amount of square footage approved for non- residential development during the year. The largest non-residential project approved during 2013 was the Oyster Point Tech Center in the Oyster Point Area (NSA 15) with 289,868 square feet of new floor space. Refer to Table 27 for detailed information on non-residential development proposals.
