As part of the statutory development plan process the Council is required to prepare an Annual Monitoring Report (AMR). The AMR will provide the basis for monitoring the progress and delivery of the LDP, the Plan’s sustainability credentials, and it identifies any significant contextual changes that might influence its implementation. This is the seventh AMR to be prepared since the adoption of the Rhondda Cynon Taf LDP and provides a further opportunity for the Council to assess the impact the LDP is having on the social, economic and environmental well-being of the County Borough. Key Findings of the Annual Monitoring Process 2017-2018 Contextual Change This section looks at local, regional, national and international factors that have had an influence on land-use development in Rhondda Cynon Taf and subsequently on the implementation of the LDP during 2017-2018. These include: A. National Policy, Guidance or Legislation: • The Town and Country Planning (Enforcement Notice and Appeals) (Wales) Regulations 2017; • The Town and Country Planning (Trees) (Amendment) (Wales) Regulations 2017; • Draft Planning Policy Wales Edition 10; • TAN 24: The Historic Environment. -

Appendix 2 Projected availability of and demand for primary and secondary school places Projection and forecasting methodology Cardiff employs a robust projection methodology for planning school places which takes account of NHS GP registration data and school census data submitted by and verified by all Cardiff schools. As projections can only take account of historic and current information the Council also identifies trends within projections, and analyses school preference data and other contextual information to produce forecasts on a city wide basis and in each locality. Data analysis allows projections to be prepared based on localised patterns at primary school catchment area level, by secondary school catchment and on a city-wide basis. Each of these provide differing contextual information to inform the forecasting on the number of places that may be needed to meet the requirements of each area and of Cardiff as a whole. The geographical units that are most suitable to analyse the recent and future demand for primary school places in each area are primary school catchment areas. A wider range of geographical information including aggregated primary school catchment areas, secondary school catchment areas, city-wide information and outflow to other admissions authorities informs planning for meeting the demand for secondary school places. School catchment areas in Cardiff are not coterminous with ward boundaries and often serve all or part of several ward areas. The geographical unit that is most suitable to analyse the demand for English-medium secondary school places serving Adamsdown and Splott is the Willows High School catchment area. Separate to forecasts for existing housing in Cardiff, projections are prepared for new housing planned on large scale housing developments, including the strategic Greenfield and Brownfield housing sites identified in the Local Development Plan. -

Every day I continue to be inspired by the students and my colleagues and all that they do together to make Brynmawr Foundation School special, unique and outstanding. All the activities and achievements since September continue to highlight how impressive our students are and the energy, talent, enthusiasm and commitment they bring to our school, Dates for your Diary illustrating the continued dedication of all our staff I am proud of the commitment our students have shown in December representing their school when on trips and also at events in 15th – End of Term the school. 16th – INSET Day For some families, of course, Christmas does not bring the joy January and happiness with which others are so blessed. With this in 3rd – Start of Spring Term mind I am extremely proud of our pupils and their efforts in 19th – Year 9/10 Options Evening raising money for charity including, once again, a significant th amount of money to buy presents for the Barnardo’s appeal. 25 – 6pm Year 11 Prom Catwalk Show Our focus in January continues to be student progress and ensuring that students are positively engaged with their February learnin g. We have had over 200 applicants for a maximum 151 7th – 9th School Production entry in September 2017. Staff have maintained incredibly 15th – Year 11 Parents Evening high standards as a team, so that all functions of the school 16th – 20th Florida Trip are focused on supporting the students’ learning and progress. -

A report on Aberdare Community School Ynys Road Ynys Aberdare CF44 7RP Date of inspection: March 2018 by Estyn, Her Majesty’s Inspectorate for Education and Training in Wales A report on Aberdare Community School March 2018 About Aberdare Community School Aberdare Community School is an English-medium 11-18 school maintained by Rhondda Cynon Taf local authority. There are currently 1,133 pupils on roll, including 154 in the sixth form. Aberdare Community School was opened in September 2014 as a result of the closure of Aberdare Girls' School, Aberdare High School, and Blaengwawr Comprehensive School. These schools were inspected in 2011 or earlier. Around 29% of the pupils are eligible for free school meals, which is above the national average of 17.0%. Over 39% of pupils live in the 20% most deprived areas in Wales. Most pupils speak English as their first language and come from a white, British background. The percentage of pupils with special educational needs is around 24%. This is higher than the Welsh average of 21.5%. The percentage of pupils who have a statement of special educational need is 2% which is the average for Wales. There are two support classes at the school, with 20 pupils attending at present. The classes are for learners with communication and autistic spectrum disorders. The current headteacher took up post in April 2017. The senior leadership team consists of the headteacher and one deputy headteacher, five assistant headteachers, a director of pupil progress and an associate senior leader. Humble hero voted UK’s favourite sportsman Winner: “It has been a great year for British sport and long may it continue.” Geraint Thomas. How important is it to be modest? Cyclist Geraint Thomas has won the BBC Sports Personality of the Year award. He has had an extraordinary year, but many are struck by his unassuming personality. “I really should have thought about what I was going to say,” said a shocked Geraint Thomas, as he picked up the BBC Sports Personality of the Year award on Sunday evening. Having just beaten superstars Harry Kane and Lewis Hamilton to the title, it was a strikingly modest reaction. “To see people of all abilities and ages riding their bikes and living a healthy lifestyle, you can take as much pride in that as winning something like this,” Thomas said. “I feel very lucky to have come into cycling when I did. I just went down to the local leisure centre for a swim and instead, I rode my bike.” From these humble beginnings, Thomas has enjoyed a meteoric rise. This year he joined an elite group of athletes, becoming only the third Briton (and first Welshman) to win the Tour de France — a gruelling race spanning thousands of miles, comprised of punishing mountain climbs and lightning downhill sprints. It was his first victory in nine attempts, having spent several years playing a supporting role to more illustrious riders like Bradley Wiggins and Chris Froome. In that time he also won two Olympic gold medals in team cycling events. Now it is Thomas’s chance to take centre stage. -

PLANNING & DEVELOPMENT COMMITTEE 3 DECEMBER 2020 REPORT OF: DIRECTOR PROSPERITY AND DEVELOPMENT PURPOSE OF THE REPORT Members are asked to determine the planning application outlined below: APPLICATION NO: 20/0464/10 (GW) APPLICANT: WDL Homes Ltd DEVELOPMENT: Proposed residential development and associated works. LOCATION: LAND AT COLEG Y CYMOEDD, CWMDARE ROAD, ABERDARE DATE REGISTERED: 09/11/2020 ELECTORAL DIVISION: Aberdare West/Llwydcoed RECOMMENDATION: REFUSE REASONS: The development site is outside the settlement boundary identified in the Rhondda Cynon Taf Local Development Plan (LDP). Residential development is not supported by policy in such locations and no suitable justification, as an exception to the relevant policy, has been submitted. The benefits of providing the proposed dwellings and contributions for improved play facilities and education would not outweigh the conflict with policy and therefore, on balance, the application is recommended for refusal. As such the proposal would conflict with Policies AW1, AW2 and NSA12. REASON APPLICATION REPORTED TO COMMITTEE The application is reported to the Committee for final determination as it proposes 5 or more dwellings. APPLICATION DETAILS Full planning permission is sought for 7 dwellings at the application site. The proposal would essentially form an extension to a development of 87 dwellings already permitted at the former Coleg y Cymoedd site in Cwmdare (and currently under construction). The new dwellings would be located on part of the land that was allocated for Public Open Space as part of the previous scheme and would be accessed from the roads within that development, leading from Cwmdare Road. The 7 dwellings would be situated to the east of the formal playground area that would be provided for the development currently under construction.
