FITTING PLATFORM-MOUNTED 3-PHASE OHL TRANSFORMER (UP TO 750kg) Technique BELOW LIVE CONDUCTORS 637 (DEAD WORK) 1 Scope/Application This OHL Technique covers the fitting of a platform-mounted 3-phase transformer (up to 750kg) below live conductors. This work shall be carried out on clean poles only. Bare LV or HV transformer terminals or bare fittings shall not be less than 4.3m from ground level. The access/working method will be determined by working through the guidance in OHL technique 250 (refer to Section 1 of this manual for working at height). However, the pole climbing method is described below because it is the most detailed/complex. Where another access/working method is used, the procedure below needs to be changed (simplified) accordingly. Refer to Drawing I-430P1-M637-001 throughout this Instruction. 2 Safety Information Work shall be carried out in accordance with General Requirements in Section 1. Approved mandatory PPE and work wear shall be in accordance with General Requirements in Section 1. Additional Approved PPE and work wear required to complete this task are specified below. Gloves, 11kV Ear protection The task covered by this OHL Technique has significant hazards associated with it identified by the symbol and text CAUTION: This OHL Technique details the risk control measures that must be applied when carrying out the task. If the risk control measures in this procedure are implemented the risks will be controlled. This OHL Technique also forms the method statement for the task. 3 Personnel The minimum team number for this task is two Competent Persons. 4 Preliminary Operations Refer to Section 1 of this manual. CAUTION: One linesman may be on the pole during the lift, but they shall be positioned on the opposite side of the pole to the equipment being lifted and always above the transformer, but below the safety limit. No persons shall be under the transformer during lifting. 1. Drill through the pole at the level of the equipment band using a 22mm auger bit, in line with the overhead conductors. 2. Locate and secure the eyebolt through the hole, and attach the hook of the cathead hoist, ensuring that the head of the eyebolt is on the side of the pole to which the transformer will be attached. 3. Measure approximately 750mm down from the eyebolt level, and attach the cathead hoist's pole clamp centrally at this point. Ensure the safety pin is in place. 4. Attach the upper hook of the rope blocks to the shackle of the cathead hoist. 5. Attach the capstan winch to the base of the pole on the opposite side to which the transformer will be attached. Ensure the capstan is level and square to the rope blocks. 6. Adjust the width of the transformer lifting beam, and attach the hooks of the transformer lifting beam to the lifting points on the transformer. 7. Attach the lower hook of the rope blocks to the lifting beam shackle. 8. Ensure that four turns of the lifting rope are wrapped around the drum of the capstan and into the rope catch, and take up the slack. 9. Measure the distance 'X': from the top of the lifting beam shackle to the base of the transformer. 10. Drill through the pole using the 22mm auger bit at the following position: a. 'X' plus 600mm below the hook of the cathead hoist, in line with the crossarm. Level drilling is essential to the final quality of the operation. 11. Attach a sash line and block to the pole using a round sling. Attach a material hook to the sash line. 12. Assemble complete transformer platform on the ground. 13. Lift the transformer platform steelwork into position using the sash line, and attach to the pole using an M20 pole bolt. 14. To facilitate lifting of the transformer, slacken the bolts of the platform such that it lies against the pole. 16. Loop a length of rope around the base of the transformer to steady the equipment during lifting. 17. Lift transformer using the capstan above the level of the transformer platform. 18. Secure the platform in position, ensuring it is level. 19. Lower the transformer onto the platform, and secure with J-bolts OR transformer clamping plates. 20. When the transformer is securely attached to the platform, the rigging equipment can be removed.
