Merrimack Youth Local Rule Summary for Major League

Rules about Pitchers Pitching Week • Monday to Sunday. Maximum • 6 innings per week. Pitched Rest Days • One calendar day rest after game of less than 4 innings and the next pitching assignment. Three days after game of 4 or more innings pitched and next pitching assignment. Example: Monday 3 innings, Tuesday rest, next assignment can be Wednesday. [MYB, replaces CRB 0.06.3] Innings Pitched • One pitch counts as an . • Non-regulation called games as innings pitched if more than one. [MYB, replaces CRB 0.06.6] 12-Year Old N/A Restrictions , runners on base advance 1 base Enforcement starts 3rd Monday of the season Manager • Two in inning, Pitcher is finished and can’t pitch again in game. Conferences • With Pitcher, Catcher and others is OK. • At mound OK. Substitute for • Pitcher can immediately move to another position. New pitcher must pitch to Pitcher Mid-count one complete batter unless an injury to substitute pitcher. [MYB, modifies CRB re-entry rule] Pitcher Re-entry • Pitcher not allowed re-entering as Pitcher. [MYB, modifies CRB re-entry rule] Pitcher Warm-up • Coaches, players can do. • Full equipment required on players warming up pitcher. [MYB, modifies CRB rule on catcher’s equipment] Rules About Batters, Runners Bat • Only max. length and diameter per CRB Rulebook. Metal OK. Helmet • All helmets must have facemasks. [MYB, modifies CRB rule on headgear] Youth base coaches to wear helmets On-Deck Circle • No on-deck circle. No on-deck batter may hold or swing a bat. [MYB] 10-Batter Rule N/A Stealing Is allowed Contact at Plate • Intentional contact – (running into catcher/pitcher i.e. not sliding to avoid contact) -runner declared and may be ejected from game. Umpire discretion. by • Batter/runner will be out for interfering with throw from fielder down 1st base Runner line if not running in lane outside foul line for last 30 feet. [OBR 2.0] Dropped 3rd Strike • Batter has an opportunity to become a runner on dropped 3rd strike.[See rule 6.09(b)] Rules about Players, Fielders Minimum Play • 4 innings, 12 defensive outs, 1 plate appearance, else start next game and do both minimums. [MYB] Substitutes • Substitute must complete minimum play. [MYB] Re-entry • Starters are allowed to re-enter once in any position after their substitute has played 6 defensive outs, 1 plate appearance. [MYB] Extra Fielder N/A Base Coaches • One adult and/or one player at each base. [MYB]

V1/2013 Page 1 of 2 Rules About Game Procedures Field Conditions • Board can call game for poor conditions. [MYB] • Both teams must go to the field. Home and visiting manager can at the field agree to call game due to poor field conditions before the field is released to the umpire. Every effort shall be made by both coaching staffs to prepare the field for play. [MYB] Time Limits • No inning can start after 10:00 p.m. [MYB] This applies 7 days a week. • No inning can start within 15 minutes of the next scheduled game. [MYB] Regulation Game •4 complete, or 3½ if the home team is ahead, or when the home team ties in 3rd. Length • If called for time limit, it’s regulation. [MYB] Called Games • If game is Regulation winner is whoever is ahead as long as inning completed. If inning not completed revert back to last completed inning. If not regulation then No Game. Tie Games • No replays games over and called while a tie. Must comply with “CALLED GAME RULE”. No make ups.[MYB] Mercy Rule • Voluntary concession if lead is 10 or more runs after 4 innings, or 3½ if home team is ahead. [MYB] Headers •Allowed. Assignments • Home Team occupies 1st base dugout; Visiting Team occupies 3rd base dugout Allowed in Dugout • Maximum of 4 (manager, 2 coaches and scorekeeper) allowed in addition to players
