Once again, we are lucky enough to be hosted by Dudley Town Hall. A big thank you to all the staff and their continuing hard work to make our Beer Festival such a success. As always DWAF is run completely by volunteers; we started planning the festival in June, but really it never stops. Special thanks go to all the volunteers and their undying loyalty to putting on such a long running festival. The set up started on Monday morning and in a few short hours the setup, cooling and cellar teams created the largest bar in Dudley at the grade 2 listed Town Hall. Again, this year, the beer selection team has tried to choose a varied range of beer and cider. Some local breweries are featured along with some lesser known breweries. We again feature a Key Keg Bar and Foreign Beer Fridge. DWAF is once again judging several competitions including the Champion Beer of the West Midlands. -

Campaign organisations. For additional schemes put forward by Railfuture, further work would need to be done, though campaign groups such as SENRUG, SELRAP, MEMRAP and CRIL may have initial estimates for specific lines or areas. -

The Carrying Trade and the First Railways in England, c1750-c1850 Carolyn Dougherty PhD University of York Railway Studies November 2018 Abstract Transport and economic historians generally consider the change from moving goods principally on roads, inland waterways and coastal ships to moving them principally on railways as inevitable, unproblematic, and the result of technological improvements. While the benefits of rail travel were so clear that most other modes of passenger transport disappeared once rail service was introduced, railway goods transport did not offer as obvious an improvement over the existing goods transport network, known as the carrying trade. Initially most railways were open to the carrying trade, but by the 1840s railway companies began to provide goods carriage and exclude carriers from their lines. The resulting conflict over how, and by whom, goods would be transported on railways, known as the carrying question, lasted more than a decade, and railway companies did not come to dominate domestic goods carriage until the 1850s. In this study I develop a fuller picture of the carrying trade than currently exists, highlighting its multimodal collaborative structure and setting it within the ‘sociable economy’ of late eighteenth- and early nineteenth-century England. I contrast this economy with the business model of joint-stock companies, including railway companies, and investigate responses to the business practices of these companies. I analyse the debate over railway company goods carriage, and identify changes in goods transport resulting from its introduction. Finally, I describe the development and outcome of the carrying question, showing that railway companies faced resistance to their attempts to control goods carriage on rail lines not only from the carrying trade but also from customers of goods transport, the government and the general public. -

By Roger Davis SLUG has campaigned for many years for the return of rail-based services on the line from Stourbridge Junction towards Dudley, Dudley Port, Wednesbury and Walsall. It does not oppose the use of the line from Harts Hill to Wednesbury for a Metro service as this will serve centres that the heavy rail line bypasses – Brierley Hill Town Centre, Kingswinford Junction. Brierley Hill Town Merry Hill and Dudley Town Centre. car park would be in the centre distance, However, it has aspirations for a tram-train or heavy rail service to complement the Metro line to provide a through Stourbridge to Walsall service and fully supports any project that will see a train service on the southern section of the line from Stourbridge Junction to Harts Hill to provide a connection with the Metro at the proposed Canal Street Metro stop, with that service in place by the time the Metro opens in 2023. THE RELIEF OF SUTTON'S POOR, PART II: Sutton and the Aston Board of Guardians of the Poor BY MIKE HINSON In a previous article, published in the Research Group's Proceedings, Vol 4: Spring 1997, the present author described the relief of Sutton's poor under the Old Poor Law, 1601—1836. The account is continued in this article which describes the relief of Sutton's poor during the early years of the New Poor Law, enacted in 1836. Widespread Distrust The 1601 Poor Law Act (43 Elizabeth I), commonly known as the Old Poor Law, relied on the parish as a unit of government and upon unpaid non—professional administrators. This resulted in the creation of a vast but rather inefficient system of social welfare, roughly adapted to the requirements of the society of the day, and based on close relationships within the village and hamlet (1). Overall, there was an absence of any consistent model of practice. This resulted in considerable geographical variation in the interpretation and implementation of the legislation. In Warwickshire, disputes within and between parishes were frequently sorted out by the Justices of the Peace at Quarter Sessions. A Commission of Enquiry established by the government carried out its work during 1832 and 1833. Having studied local systems in operation, its main proposals and recommendations were: - That there should be national uniformity in the treatment of each class of paupers, so that every applicant of any class might receive identical treatment wherever he or she might reside. - Outdoor relief to the able—bodied and their families should be abolished. -

COVID Marshals • 25 COVID Marshals and 8 Park Marshals employed since November providing a hi-vis presence on the street. • Visiting all Wards but are particularly focusing on those with the highest infection rates. • Assisting with surge testing in Great Park and Frankley. • Providing advice to businesses on good practice and to citizens on the use of face coverings. • Eyes and ears for Enforcement Team providing valuable feedback on businesses who are not complying with the legislation so that enforcement work can be prioritised. • Large number of “free” face coverings are being distributed by the COVID Marshals on a daily basis. To date over 18,500 face coverings have been distributed. • Public interactions has now a last fallen considerably since the latest lockdown was introduced. (mid Jan-Feb) • Enclosed shopping centres found to have the highest level of non-compliance with regards to the wearing of face coverings. • Between the 16th Jan and 14th Feb the majority of face coverings (40% - 1,345) were distributed in the City Centre. • 446 masks were distributed by the Park COVID Marshals (13%).
