LRAPA Public Participation Policy LANE REGIONAL AIR PROTECTION AGENCY LRAPA Public Participation Policy Last updated: March 27, 2020 SUBJECT: Public Participation PURPOSE: To provide guidance and direction for meaningful public participation opportunities for those who are mostly likely affected by Lane Regional Air Protection Agency (“LRAPA” or “the Agency”) air quality programs (e.g. permitting, outdoor burning) and activities. This policy is in addition to any applicable procedures required by State statute or LRAPA regulation. POLICY: LRAPA will provide meaningful opportunities for public involvement related to LRAPA’s actions and proceedings. List of DirecTV channels (United States) Below is a numerical representation of the current DirecTV national channel lineup in the United States. Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Part time regional sports networks and out of market sports packages will be listed as ###-1. Older MPEG-2 HD receivers will no longer receive the HD programming. Special channels In addition to the channels listed below, DirecTV occasionally uses temporary channels for various purposes, such as emergency updates (e.g. Hurricane Gustav and Hurricane Ike information in September 2008, and Hurricane Irene in August 2011), and news of legislation that could affect subscribers. The News Mix channels (102 and 352) have special versions during special events such as the 2008 United States Presidential Election night coverage and during the Inauguration of Barack Obama. -

AGORA JOURNALISM CENTER REPORT Shifting Practices for a Stronger Tomorrow LOCAL JOURNALISM IN THE PACIFIC NORTHWEST (2019) DAMIAN RADCLIFFE AND DESTINY ALVAREZ WITH ALEX POWERS AND JAYCIE SCHENONE Local Journalism in the Pacific Northwest (2019) Foreward In late 2017 the Agora Journalism Center published a study1 exploring the state of local journalism in the Pacific Northwest. Authored by Damian Radcliffe, the lead researcher of this new paper, it explored the journalistic mission and changing practices at 10 newsrooms in the region. The report found that – despite a challenging financial backdrop – newsrooms were actively embracing concepts of engaged journalism, new revenue models, as well as the storytelling opportunities afforded by digital platforms. The tone was one of cautious optimism. Given the pace of change across the media landscape, coupled with increasing levels of interest in the health of local journalism across the United States, we felt that it was important to revisit this arena and update this story. We also recognized that there was considerable value in bringing together a community of practice, and indeed that this is an important function for public institutions - like the University of Oregon – to fulfill. With that in mind, in March 2019, the Agora Center hosted a one day workshop for 28 news organizations from across Oregon and Washington (including one covering the wider Western United States). Split into three groups, attendees dived into the topics first explore in 2017: business and revenue models, changing journalistic practice and the practice of engagement. The fruits of these updated discussions will be represented in a series of White Papers authored by Damian and some of the graduate and undergraduate students who were involved in the day.
