    Riding at the Margins International Media and the Construction of a Generic Outlaw Biker Identity in the South Island of New Zealand, circa 1950 – 1975. A thesis submitted in partial fulfilment of the requirements for the Degree of Master of Arts in Cultural Anthropology By David Haslett University of Canterbury Christchurch, New Zealand 2007 Abstract New Zealand has had a visible recreational motorcycle culture since the 1920s, although the forerunners of the later ‘outlaw’ motorcycle clubs really only started to emerge as loose-knit biker cliques in the 1950s. The first recognised New Zealand ‘outlaw club’, the Auckland chapter of the Californian Hell’s Angels M.C., was established on July 1961 (Veno 2003: 31). This was the Angels’ first international chapter, and only their fifth chapter overall at that time. Further outlaw clubs emerged throughout both the North and the South Island of New Zealand from the early 1960s, and were firmly established in both islands by the end of 1975. Outlaw clubs continue to flourish to this day. The basic question that motivated this thesis was how (the extent to which) international film, literature, media reports and photographic images (circa 1950 – 1975) have influenced the generic identity adopted by ‘outlaw’ motorcycle clubs in New Zealand, with particular reference to the South Island clubs. The focus of the research was on how a number of South Island New Zealand outlaw bikers interpreted international mass media representations of ‘outlaw’ biker culture between 1950 – 1975. This time span was carefully chosen after considerable research, consultation and reflection. It encompasses a period when New Zealand experienced rapid development of a global mass media, where cultural images were routinely communicated internationally in (relatively) real time.

    4500 Serious and Organised Crime Legislation Amendment Bill 10 Nov 2016 Mr CRAWFORD (Barron River—ALP) (2.57 pm<): I wish to update the House on some >infrastructure projects in the Cairns area. Construction is well underway on the new $25 million Cairns State Special School being constructed by Hutchinson Builders. The first buildings will be the administration, information services and ancillary services buildings and will be handed over in December. Three junior learning centres, an early childhood development centre, senior learning centres, community hub and multipurpose skills centre will also be completed in December. Remaining facilities, including outdoor learning areas, staff centre and landscape, are on track for completion in January 2017. This project is supporting around 24 apprentices. Construction is nearing completion on the new senior learning centre at the Tropical North Learning Academy, Trinity Beach campus, in the electorate of Barron River. The Tropical North Learning Academy is a strategic partnership between Trinity Beach State School, Smithfield State High School and James Cook University. The new building will add an additional 12 general learning areas and is forecast to be completed in December. The project is supporting around 11 apprentices and is worth $5 million. 025 The replacement Smithfield Fire Station is funded through the State Infrastructure Fund’s $180 million Significant Regional Infrastructure Projects Program. It will provide enhanced fire and emergency facilities to Smithfield and the surrounding areas of the northern beaches at an approximate cost of $3.8 million and should support an estimated 10 jobs. Construction is expected to commence in the first half of 2017 and be completed in 2018.

    Klaus von Lampe and Arjan Blokland Outlaw Motorcycle Clubs and Organized Crime ABSTRACT Outlaw motorcycle clubs have spread across the globe. Their members have been associated with serious crime, and law enforcement often perceives them to be a form of organized crime. Outlaw bikers are disproportionately engaged in crime, but the role of the club itself in these crimes remains unclear. Three scenarios describe possible relations between clubs and the crimes of their members. In the “bad apple” scenario, members individually engage in crime; club membership may offer advantages in enabling and facilitating offending. In the “club within a club” scenario, members engage in crimes separate from the club, but because of the number of members involved, including high-ranking members, the club itself appears to be taking part. The club can be said to function as a criminal organization only when the formal organizational chain of command takes part in organization of the crime, lower level members regard senior members’ leadership in the crime as legitimate, and the crime is generally understood as “club business.” All three scenarios may play out simultaneously within one club with regard to different crimes. Fact and fiction interweave concerning the origins, evolution, and prac- tices of outlaw motorcycle clubs.     Australian Landscape Architects Vote 2019 Marginal Seat Analysis – 2019 Federal Election Prepared by Daniel Bennett, Fellow, AILA The Australian Electoral Commission (AEC) classifies seats based on the percentage margin won on a ‘two candidate preferred’ basis, which creates a calculation for the swing to change hands. Further, the AEC classify seats based on the following terms: • Marginal (less than 6% swing or 56% of the vote) • Fairly safe (between 6-10% swing or 56-60% of the vote) • Safe (more than 10% swing required and more than 60% of the vote) As an ardent follower of all elections, I offer the following analysis to assist AILA in preparing pre- election materials and perhaps where to focus efforts. As the current Government is a Coalition of the Liberal and National Party, my focus is on the fairly reliable (yet not completely correct) assumption that they have the most to lose and will find it hard to retain the treasury benches. Polls consistently show the Coalition on track to lose from 8 up to 24 seats, which is in plain terms a landslide to the ALP. However polls are just that and have been wrong so many times. So lets focus on what we know. The Marginals. According to the latest analysis by the AEC and the ABC’s Antony Green, the Coalition has 22 marginal seats, there are now 8 cross bench seats, of which 3 are marginal and the ALP have 24 marginal seats. This is a total of 49 marginal seats – a third of all seats! With a new parliament of 151 seats, a new government requires 76 seats to win a majority.

    The Hon Scott Morrison MP Prime Minister of Australia Parliament House Canberra ACT 2600 22 July 2020 Dear Prime Minister, We write to you regarding the urgent situation concerning homeless people sleeping rough and COVID-19. Australia has led the world in its crisis response to the COVID-19 pandemic. This included an extraordinary achievement in temporarily sheltering an estimated more than 7,000 homeless people who were either sleeping rough or at risk of sleeping rough in the first eight weeks of the pandemic alone. This makes up a significant proportion of the total number of homeless people currently sleeping rough in Australia which, according to the last census, was approximately 8,200 people. This phenomenal effort represents one of the most significant homelessness responses Australia has ever seen, but it is only a first step. While temporarily sheltering people sleeping rough has been an important pandemic 'crisis response', it will not be an effective 'recovery response’. An effective recovery response needs to take into account that if we want people to follow public health directives relating to social distancing, personal hygiene and staying home if unwell, then we must recognise that none of this can be achieved without a home. Tipping people back onto the streets simply cannot be an option. Without urgent action it will be the only option for too many people. We call on your government to lead the development of a COVID-19 National Response Plan for Homeless People Sleeping Rough, which must include investments to: ➔ Maintain
