Introduction “Literally, I woke up in a bad mood and decided someone shouldn’t be allowed on the internet. No one should have that power.” After a whirlwind five days of social media protests and internal tension, Matthew Prince, the CEO of Cloudflare, an Internet-services company, decided to terminate its contract with The Daily Stormer. The Internet’s most popular neo-Nazi website had vanished from the Web.1 Cloudflare’s content distribution network (CDN), improving the Stormer’s performance and protecting it from distributed denial of service (DDoS) attacks, had allowed the site to stay afloat for months or years. But that changed in 2017 during a period of tense racial relations in the United States. From August 11 to 12, the Daily Stormer helped organize the white supremacist Unite the Right rally in Charlottesville, Virginia. Soon after, it published articles calling murdered protestor Heather Heyer a “sloppy lard ass” and labeling her death an accidental heart attack.2 Reaction was swift. The next day, activist Amy Suskind tagged web hosting service GoDaddy in a Twitter post: “@GoDaddy you host The Daily Stormer - they posted this on their site. Please retweet if you think this hate should be taken down & banned.”3 Within 24 hours, GoDaddy responded by withdrawing hosting services. When the Stormer tried to switch to Google, it soon followed suit.4 Zoho refused to provide email service,5 and Twitter shut down Mitchell 2 associated accounts.6 With multiple major companies withdrawing services, it became increasingly difficult for the Stormer to host and propagate content.

    DOMAIN INDUSTRY IS PROFITING OF ILLEGAL ONLINE DRUGS & COVID-19 SCAMS ONLINE CRIMINALS ARE EXPLOITING THE PUBLIC HEALTH EMERGENCY FOR PROFIT The pandemic has led to an explosion of cybercrime, preying upon a population desperate for safety and reassurance. These criminal activities require domain names, which are being used to run phishing, spam, and malware campaigns, and scam sites. 1 • During March 2020, at least 100,000 new domain names were registered containing terms like “covid,” "corona," and “virus” 2, plus more domains registered to sell items such as medical masks. 3 Beyond this, other domains were used to spam out advertisements for COVID-themed scams. • As of March 2020, the number of confirmed malicious COVID-related domains is in the thousands. • New domain names fitting these criteria are being registered at the rate of around 1,000 per day. 4 o Nearly 6,500 of those domains have the ability to send and receive email -- which is a strong indication that they could be used in phishing, fraud or business email compromise attacks. o 122 of the names also contain the string “vaccine” and over 400 contain the string “test” with well over 20% of both those sets of names also ready to send and receive email. BUT THERE IS A SOLUTION: DOMAIN INDUSTRY ACCOUNTABILITY Domain name registries and registrars (R/R) must act to stop online COVID-19 scams, and sales of illicit opioids and of counterfeit or unapproved prescription drugs. • R/Rs have the power to stop massive amounts of public health harms and fraud online. • R/Rs should immediately, upon notice from a credible party, lock and suspend any domain name that is used to facilitate the COVID-19 scams and the illegal online sales of medicines and illicit drugs.

This comes post nearly ten months of unusual correspondence and actions by PayPal through the year, that had prior seen your office intervene for full restoration of services in early June. I have been asked to review the communications that took place between PayPal and Epik over the course of 2020, with a view towards providing assistance and a possible pathway for reconciliation. Given the detailed and in‐depth review of all factors and correspondence to date, the only conclusions I can reach is that this is either a horrific administrative mistake due to the automation of metrics and processing systems during a time of reduced staffing, or it constitutes the worst case of monopoly‐based abuse of power I have personally witnessed.     MASTERS OF THEIR OWN DOMAINS: PROPERTY RIGHTS AS A BULWARK AGAINST DNS CENSORSHIP NICHOLAS NUGENT* It is increasingly becoming the practice of domain name system (DNS) intermediaries to seize domain names used by lawful websites for violating acceptable use policies related to offensive content or hate speech. Website hosting companies and social media platforms, entities that use but do not operate core Internet infrastructure, have long reserved and exercised their rights to gate their offerings, leaving booted speakers free to migrate to other providers. But registrants deprived of their domain names lack similar options to maintain their presence in cyberspace. The loss of a domain name inexorably results in the takedown of any website that uses the domain name, even if hosted elsewhere, and leaves a potentially invaluable asset essentially free for the taking by another. Proponents of Internet freedom have therefore argued that companies that operate foundational Internet infrastructure, such as the DNS, should play no role in policing content, no matter how deplorable, and that DNS censorship, once normalized, could easily spread to other minority groups and viewpoints. Acknowledging that DNS intermediaries—the companies that offer domain names and make them operational on the Internet— are private actors whose actions are not subject to First Amendment constraints, critics of DNS censorship seem to tacitly concede that DNS intermediaries may take whatever actions are permitted under their terms of service, appealing instead to policy arguments or calls to enact new protective legislation. But I argue that registrants already possess the legal means to protect themselves from domain name seizure through the property rights they acquire in their domain names.

By Jack Nicas Feb. 15, 2021 SAN FRANCISCO — Parler, the social network that drew millions of Trump supporters before disappearing from the internet, is back online a month after Amazon and other tech giants cut off the company for hosting calls for violence around the time of the Capitol riot. Getting iced out by the tech giants turned Parler into a cause célèbre for conservatives who complained they were being censored, as well as a test case for the openness of the internet. It was unclear if the social network, which had positioned itself as a free speech and lightly moderated site, could survive after it had been blacklisted by the biggest tech companies. For weeks, it appeared the answer was no. But on Monday, for the first time since Jan. 10, typing parler.com into a web browser returned a page to log into the social network — a move that had required weeks of work by the small company and that had led to the departure of its chief executive. Parler executives did not respond to requests for comment on Monday. After many large web-hosting firms rejected Parler, the site came back online with the help of a small provider near Los Angeles called SkySilk. Kevin Matossian, SkySilk’s chief executive, said in a statement that he was helping Parler to support free speech.

Technology delivering on what it set out to do isn’t something that happens every day in education. Equally, when was the last time that a product launched that so much was written about the game? The amount that’s been written about Pokemon Go in the last 6 weeks has been astounding. We are sure there are a lot of EdTech companies who would love to have this kind of exposure when their product or service was launched. We decided to explore the game by curating and listening to what educators were saying about Pokemon Go. When reviewing these articles in relation to Digital Citizenship we organized the data under the following headings: The Nine Elements of Digital Citizenship, The way ideas get adopted and The Technology Adoption Cycle, we consider the cost of Free EdTech before exploring the views of K12 educators and college staff before exploring some of the articles with safety advice, advice for parents, the health benefits and the social impact of the game. For any educators who are already exploring the game we have some Subject Related Ideas.
