Carlos Alvarado Quesada has won the Costa Rican presidency with 61 percent of the vote, an overwhelming victory for a progressive candidate who entered election day in a dead heat with his conservative rival. Alvarado Quesada, a 38-year-old former labor minister under the unpopular outgoing President Luis Guillermo Solis, ran on an “agenda of equality” that included support for same-sex marriage, public education and renewable energy. In Costa Rica, this is a rather classic political platform. But his opponent, Fabricio Alvarado Munoz – an evangelical senator and former Christian musician who opposes gay marriage, secularism and sex education in schools – won the first round of Costa Rica’s election in February. The April 1 runoff was widely viewed as a referendum on social values in country historically seen as stable and progressive. In a region where nearly every other nation faces extreme violence and has a history of political unpheaval, peaceable Costa Rica is sometimes called “the Switzerland of Central America.” Many commentators will tout Alvarado Quesada’s triumph as a confirmation of Costa Rican exceptionalism. I see things differently. In the 15 years I have studied Central American politics, deep fractures have emerged in Costa Rica’s democracy – the same social and religious tensions that were on display in the 2018 election. Meanwhile, I’ve watched troubled El Salvador and Guatemala become stronger democracies. Costa Rica is still an exception, but it is closer to the Central American average than ever before.

This year is going to be a year of change for our family. Sarah gradu- ated from the Methodist High School last Decem- ber. This Spring, she worked as a teacher’s assis- tant at the Methodist Pre-School. This Summer, she is working at Kanakuk Kamps in Branson, Mo.; and in the Fall, she will be attending Baylor University. Please pray for Sarah as she begins this exciting chapter in her life; and, for the rest of us as we adjust to having her so far away from home. (In the picture, we are at the Baylor football stadium. They are the Baylor Bears and we all are raising our Bear Claws!) Emma is in the 10th grade at the Methodist School. She has select- ed chemistry as her elective for the next two years. She is attending additional classes in chemistry at school as well as at the National University of Costa Rica. Emma was elected class president; and, she continues to play soccer and take piano lessons. In March, we celebrated Emma’s quinceañera. It was a lovely fiesta. Though Emma did have to spend a few hours teaching her Dad to waltz! Ray and I are leaning mightily on Christ as we walk through this new season of life. It was difficult 23 years ago when we left our families for the mission field, but sending our child back to the States without us has touched a place deep in our hearts that sends us to our knees.

    Conflict, Change and Social Relations in a Costa Rican Border Village: An Ethnographic Study of Delta, Costa Rica Chelsea Good Abbas Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy under the Executive Committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2020 © 2020 Chelsea Good Abbas All Rights Reserved Abstract Conflict, Change and Social Relations in a Costa Rican Border Village: An Ethnographic Study of Delta, Costa Rica Chelsea Good Abbas This research examined the political narratives of national leaders regarding an international border dispute between Costa Rica and Nicaragua from 2010-2015 and the subsequent social relations in an affected border village known as Delta, Costa Rica. Based on eighteen months of qualitative and quantitative ethnographic research conducted on the binational border, this work documents political discourses about the conflicted territory, referred to as Isla Calero or Isla Portillos, through first-hand interviews with national figures and military officials central to the conflict. These discourses are then juxtaposed to the lived realities in the village through an ethnographic analysis of social relations and community happenings amid this conflict. Particular attention is paid to the patrón-peon relationship between Costa Rican farm owners and Nicaraguan migrant workers, and how this relation exists in the midst of an unprecedented influx of police, military personnel , and security infrastructure beginning in 2010. To accomplish this goal, the first section of this work provides a detailed report of the rapid changes and security developments that took place in the community of Delta, Costa Rica. An analysis of the different political discourses and narratives to justify these rapid actions follows.

    Global Cyber Troops Country Profile: Costa Rica By Simone Bunse, LEAD University, Costa Rica and Georgetown University, USA1 Introduction Costa Rica is one of Latin America’s most stable democracies. It has a multi-party political system, holds elections every 4 years, and its media is free and independent. A small middle-income country with a population of 5 million people, it has a very high level of internet penetration (74% as of January 2020), with 73% of the population actively using social media (Kemp, 2020). The use of social media for electoral campaign purposes first became visible in 2010. Yet, it was still in its infancy. Parties did not have broad user databases2 and Facebook usership had just started growing (Global Stats, 2009). It was not until the 2014 election that presidential candidates and political parties integrated social media more prominently into their electoral communications. Nonetheless, most candidates lacked organized e-campaigning strategies (Cruz Romero, 2015). Out of the 5 main contending parties (National Liberation Party (PLN), Social Christian Union (PUSC), Citizen Action Party (PAC), Libertarian Movement (ML), and Broad Front (FA), only two (PLN and PAC) had online campaign strategies in 2014 (Cruz Romero, 2015). PAC is a newer, largely urban-based party. Its social media userbase had grown organically, from a much younger politically active audience who were already active on social media. PLN, in turn, is a much older and traditional party. Its older and more conservative base was slow to adopt social media.
