Next he plans to look into alternative means of getting the sand transferred across the pass so that it reaches Captiva. The second finding of his study was that there was sig- nificant loss of shoreline on the south side of Redfish Pass. South Seas Plantation is well aware of that erosion. On May 26, South Seas General Partner Allen G. Ten Broek wrote to the CEPD asking the board to study the erosion on that shoreline and include solutions to that problem in the Redfish Pass Inlet Management Plan. \ Diving conditions have been very good. Visibility (0 is down a bit, but the water continues to warm up nicely. r- Divers have continued to see a lot of turtles this week. One local spear fisherman said that the turtles e were trying to take his catch away from him during a dive last week! I guess they were going for an easy free meal. I'm not sure if I would want to argue with o> a turtle over who caught the fish first, although it might depend on the size of the turtle and how much 3 it wanted them. The shrimp boat wreck has been covered with fish, more so lately than ever. This week there were a lot of small black grouper around it, but most of them were not of legal size. Speaking of size, there were seven jewfish on the shrimp boat on Tuesday. The biggest one weighed 500-600 pounds or so, and had a large fish hook caught in his mouth. Whoever had been holding that pole never had a hope of reeling in that big one. We are so glad that it is against the law for people f. to catch or shoot jewfish now. The vote was 3-2, with Councilmen Wally Kain and Francis Bailey voting against it, but for very different reasons. Kain doesn't think it does enough to curb the spi- raling increases overall, and Bailey thinks it does too much and would like to throw out the entire HayGroup study and its proposal. Sentiments of the public and the city employees appear to be similarly divided. After spending more than $30,000 for the HayGroup consulting firm to conduct a study and to make recom- mendations, the city staff "corrected" some of the inequities and proposed a pay plan it thinks is in line with council's previous recommendations. Ultimately, the council found it to be so and approved the staffs recom- mendations. The plan is very basic, however, putting off until budget time the important decisions regarding actual percentages and those pertaining to fringe benefits, such as insurance.
