When this Government came into office we were faced with addressing a significant challenge to help to get people back to work and to stem the tide of job losses. One of our key priorities was to rebuild an economy that would be sustainable over the longer term, to embed resilience based on competitive enterprise, innovation and exports. The Action Plan for Jobs has been Government’s main initiative to support job creation and enterprise, involving a whole of Government response. We have achieved a significant amount since 2012 when the Action Plan for Jobs process was started. We set the ambition to increase the number of people at work by 100,000 by 2016. We have exceeded that ambition, as figures published by the Central Statistics Office for the third quarter of 2015 show that over 136,000 additional jobs have been created. We now have more people at work than we did a decade ago. We need to build on this progress and stretch ourselves further. Our longer term enterprise policy Enterprise 2025 set an ambition to reach a total of 2.18 million in employment by 2020. We want to ensure that all of our regions benefit from the recovery. We have published an Action Plan for every region to focus action on accelerating the pace of progress throughout the country. As a Dublin Deputy and Minister I know that the Dublin region has a key role to play, not only in terms of contributing to our national ambition, but also in terms of driving sustainable growth and job creation. The Dublin Action Plan for Jobs is somewhat different than the others. Today, cities compete with cities globally for investment and talent and this competition is fierce. Dublin has punched above its weight over the past decades as a relatively small city in a global context – and we need to take action as we return to growth to ensure that this remains the case. In addition, we know that Dublin is not homogenous, and could best be described as a city of villages. Areas throughout the Dublin region boast different characteristics, nature of sectoral strengths, skills profile and potential. We want to identify, nurture and deliver on that potential. This Plan has considered Dublin both in the national context and in terms of how it is positioned in an international context and perceived from an external perspective. Dublin’s diversity and the dynamic already evident give us a strong base from which to build. There is a lot going on already, with many agencies, Local Authorities, bodies and industry associations focused on making a difference in Dublin. The focus of this Plan is firmly on ways in which we can, by working together across the city region, deliver a greater impact for our efforts. We can realise a step change in enterprise performance and strengthen the resilience of our economy to provide sustainable jobs and a quality place in which to live, work and play. We can ensure that a strong, successful Dublin benefits the country as a whole. We will collaborate effectively, we will elevate what is happening to raise the profile of the region and share best practice and we will differentiate Dublin’s offering in a global context. The key actors engaged closely with my Department in developing the Plan, and are committed to implementing the actions set out. In addition, this Plan complements the Local Economic and Community Plans developed by the Local Authorities and the Regional Spatial and Economic Strategies to be developed by the Regional Assemblies. i DUBLIN ACTION PLAN FOR JOBS I want to thank all those who contributed to the development of the Plan and look forward to their continued participation in the process. This is only the start. To further support enterprise growth and job creation in the regions, the Government will provide up to €250 million over the next five years to support the Regional Action Plan process. €150 million of this funding will support an IDA property programme, while up to €100 million will be made available through Enterprise Ireland for three separate competitive calls for proposals which will support innovative and collaborative approaches to drive job creation across the regions. Today, the Dublin region has 605,600 people in employment and an unemployment rate of 8 percent, down from the high of 13 percent in 2010. There are over 60,000 more people back at work in the region since the Action Plan for Jobs process was launched by the Government in 20121. There is still some way to go to reach the national ambition set out in Enterprise 2025 to have 2.18 people in employment by 2020, and an unemployment rate of 6 percent – with each region in the country benefiting from the recovery. As our capital city region, Dublin has punched above its weight over the past decades as a relatively small city in a global context, and is rebounding well from the economic downturn. However, we need to ensure that further growth is based on a sustainable model, with exports as a key driver. We need to see a continued strengthening of our enterprise base through innovation, skills development, enhanced productivity and competitiveness. We need also to be aware that cities compete with cities globally for investment and talent and this competition is intensifying. Dublin has an important role to play in Ireland’s future economic growth, not just as a contributor to our national ambition for growth over the next decade, but as a key driver of our future growth. The Dublin Action Plan for Jobs considers Dublin both in the national context and in terms of how it is positioned in an international context, and perceived from an external perspective. Our vision for Dublin envisages: Dublin - The best capital city in which to succeed in business delivering sustainable employment and higher standards of living for all. Enterprise – competitive, productive and globally connected enabled by our entrepreneurial and innovative culture that is embodied in people, place and policy. Our goal for Dublin is to achieve sustainable full employment, with a further 66,000 people in employment by 2020. This Plan encompasses the whole of enterprise, aimed at delivering opportunities across the city region and including both manufacturing and services activities. Our research aims to separate substance from spin in our analysis of the actually-existing smart city in Dublin, Ireland. We detail how the smart city has been brought into common discourse in the Dublin city region through the Smart Dublin initiative, examining how the erstwhile ‘accidental smart city’ until 2014 has been rearticulated into a new vision for Dublin. The chapter is divided into two parts. In the first part we map out the evolution of smart urbanism in Dublin by tracing its origins back to the adoption of neoliberal policies and practices and the rolling out of entrepreneurial urbanism in the late 1980s. In the second part, we detail the work of Smart Dublin and the three principle components of current smart city-branded activity in the city: an open data platform and big data analytics; the rebranding of autonomous technology-led systems and initiatives as smart city initiatives; supporting innovation and inward investment through testbedding and smart districts; and adopting new forms of procurement designed to meet city challenges. In doing so, we account for the relatively weak forms of civic participation in Dublin’s smart city endeavours to date.

Woods The aim of this thesis is to investigate the relationship between political authority and economic change in the tenth to twelfth centuries AD. This is often interpreted as a period of dramatic economic and political upheaval; enormous growth in commerce, the emergence of an urban network and increasingly centralised polities are all indicative of this process. Ireland has rarely been considered in discussion of this sort but analysis of Ireland’s political economy has much to contribute to the debate. This will be tackled through a consideration of the coinage struck in Ireland between c.995 and 1170 with focus upon the two themes of production and usage. In analysing this material the scale and scope of a monetary economy, the importance of commerce and the controlling aspects of royal authority will each be addressed. The approach deployed is also overtly comparative with material from other contemporary areas, particularly England and Norway, used to provide context.

    Executive Summary This submission is made by Downey Planning, on behalf of Ian McGuinness and other landowners, and is submitted to Fingal County Council in the context of the Pre-Draft Fingal Development Plan 2017-2023, currently on public display; It is understood that Fingal County Council only consider strategic, ‘bigger-picture’ submissions at this stage. Thus, this submission focuses on the settlement strategy of the County with particular emphasis placed on the future development of Lusk town; Fingal County Council recognise the need for additional housing within the County, with an estimated 41,000 new housing units required within the lifetime of the new Development Plan to coincide with the County’s growing population; This submission draws particular attention to the principles of sustainable development and the importance of creating residential communities within close proximity of existing public transportation nodes, and as such demonstrates how the town of Lusk represents an ideal location in this regard; The most logical form of development for Lusk town is the expansion of the town’s development boundary in an easterly direction towards Lusk Railway Station as opposed to M1 motorway located to the west; Any strategic development proposal will not result in the merging of Lusk and Rush as the existing railway line acts as the natural boundary of both settlements. Lusk is located within 1km of the railway line, whilst Rush is located some 3.5km from this public transport infrastructure. This planning submission is made in response to the statutory review of the Fingal County Development Plan. Stage 1, known as the ‘Pre-Draft’ stage, requires submissions to be of a strategic nature or what the Chief Executives have detailed (Pg.2) ‘the consideration of the “big picture” issues’.

The city-regional population is set to rise by 440,000 by 2021, alongside an anticipated 50% increase in economic activity. Dublin has emerged as a vibrant European city-region functioning as Ireland’s primary gateway to the global economy, marked by a decisive shift from traditional manufacturing sectors to high value-added financial and professional services, knowledge and retail sectors. The city-region has established itself a world leader in software development, and despite the economic recession, Dublin’s consistently high productivity levels ensure it remains competitive regionally and capable of attracting inward investment.

The EU is one of the most urbanised regions of the world, a region where large cities are continuing to grow. It is also a region where cities are engaged in intense compe- tition and where cities hold the key to many aspects of EU competitiveness. Dublin is one of the large number, of one million plus cities throughout the European Union, although Dublin has to be seen as a relatively small city by EU standards. 2. Cities are playing a key role in European and global competitiveness. It is in the interests of EU development to foster and to develop the competitiveness of cities. Development policy at both the EU and national levels must take cognisance of issues such as urban size, urban economies and the importance of agglomeration in both metropolitan and national development. 3. Dublin has been transformed during the 1990s. Not only has the metropolitan area grown and expanded rapidly, the economy has been liberalised and made more competitive. Dublin has prospered as a major focus for foreign direct investment into Ireland, as well as an expanding centre of trade and tourism. The city has become a dominant national gateway. At the same time, Dublin functions strongly as the control centre of the economy and of virtually all facets of Irish economic and social life.
