Signed: _________________________ Aoife Delaney June 2019 Abstract Coordinated Management and Emergency Response Assemblages (CMaERAs) are complex, multi-faceted, institutionalised networks of emergency response agencies, people, processes, technologies, histories, geographies and cultures which shape the strength of inter-agency coordination and emergency response. This thesis explores how a variety of actors, actants and technologies involved in emergency management assemble and organise. The methodology adopted is qualitative and uses two case studies to evaluate how CMaERA oscillate from their organised shape as dictated by policy to a new shape emanating from the needs of a response call. The case studies were: the Irish Emergency Management Assemblages (IEMA) response to the winter storms of 2015/2016 and the United States Emergency Management Assemblages (USEMA) response to the Boston Marathon Bombing in 2013. Fifty-one semi-structured interviews of key stakeholders and emergency response agents were conducted and supported by an interpretive analysis of key policy documents. By adopting assemblage theory and applying it to the empirical findings of the IEMA and USEMA, conceptualised within Foucauldian and Agambien understanding of power and sovereignty, this thesis offers a theoretical and philosophical framework to study emergency services, their interactions and power dynamics while keeping in sight their histories, cultures and current situations. This resulted in recognising that CMaERAs re-shape and oscillate position regularly to ensure that response is adequate and efficient. These movements are influenced both by the situation, inter-agency trust, and previous working relationships, but also from external factors, such as the institutionalisation and siloed manner of agencies, (in)formalisation, their relationship with the government, technological advancements, data analytics but also human nature. These broad factors affect inter-agency coordination and collaboration by creating barriers preventing the development of a true Coordinated Management and Emergency Response Assemblage. Finally, it provides three wider contributions to knowledge: expansion of the term ‘vulnerability’, development of embodied assemblages, and the identification of three urban factors which affect assemblage oscillation. i Acknowledgements First and foremost, I want to thank my two supervisors Prof. Rob Kitchin and Prof. Mark Boyle for their encouragement, conversation, feedback, patience and support. Our research aims to separate substance from spin in our analysis of the actually-existing smart city in Dublin, Ireland. We detail how the smart city has been brought into common discourse in the Dublin city region through the Smart Dublin initiative, examining how the erstwhile ‘accidental smart city’ until 2014 has been rearticulated into a new vision for Dublin. The chapter is divided into two parts. In the first part we map out the evolution of smart urbanism in Dublin by tracing its origins back to the adoption of neoliberal policies and practices and the rolling out of entrepreneurial urbanism in the late 1980s. In the second part, we detail the work of Smart Dublin and the three principle components of current smart city-branded activity in the city: an open data platform and big data analytics; the rebranding of autonomous technology-led systems and initiatives as smart city initiatives; supporting innovation and inward investment through testbedding and smart districts; and adopting new forms of procurement designed to meet city challenges. In doing so, we account for the relatively weak forms of civic participation in Dublin’s smart city endeavours to date.

Woods The aim of this thesis is to investigate the relationship between political authority and economic change in the tenth to twelfth centuries AD. This is often interpreted as a period of dramatic economic and political upheaval; enormous growth in commerce, the emergence of an urban network and increasingly centralised polities are all indicative of this process. Ireland has rarely been considered in discussion of this sort but analysis of Ireland’s political economy has much to contribute to the debate. This will be tackled through a consideration of the coinage struck in Ireland between c.995 and 1170 with focus upon the two themes of production and usage. In analysing this material the scale and scope of a monetary economy, the importance of commerce and the controlling aspects of royal authority will each be addressed. The approach deployed is also overtly comparative with material from other contemporary areas, particularly England and Norway, used to provide context.

However, each economy has different sectoral strengths and has different associated historical development paths and economic trajectories developed over varying time periods. As national capital of Ireland, Dublin possesses several conditions that are only partly present in the regional capitals of Lombardy and Midi-Pyrénées. Dublin‟s economic growth in both creative and knowledge sectors has been significant in the past two decades (Murphy and Redmond, 2009); Toulouse‟s development relies mainly on knowledge-based activities such as aeronautics, space and electronics; Milan‟s success in the creative industries occurred over a prolonged period of time. Over the centuries Milan has gained national primacy by becoming the financial, economic, innovative and creative capital of Italy.

    Executive Summary This submission is made by Downey Planning, on behalf of Ian McGuinness and other landowners, and is submitted to Fingal County Council in the context of the Pre-Draft Fingal Development Plan 2017-2023, currently on public display; It is understood that Fingal County Council only consider strategic, ‘bigger-picture’ submissions at this stage. Thus, this submission focuses on the settlement strategy of the County with particular emphasis placed on the future development of Lusk town; Fingal County Council recognise the need for additional housing within the County, with an estimated 41,000 new housing units required within the lifetime of the new Development Plan to coincide with the County’s growing population; This submission draws particular attention to the principles of sustainable development and the importance of creating residential communities within close proximity of existing public transportation nodes, and as such demonstrates how the town of Lusk represents an ideal location in this regard; The most logical form of development for Lusk town is the expansion of the town’s development boundary in an easterly direction towards Lusk Railway Station as opposed to M1 motorway located to the west; Any strategic development proposal will not result in the merging of Lusk and Rush as the existing railway line acts as the natural boundary of both settlements. Lusk is located within 1km of the railway line, whilst Rush is located some 3.5km from this public transport infrastructure. This planning submission is made in response to the statutory review of the Fingal County Development Plan. Stage 1, known as the ‘Pre-Draft’ stage, requires submissions to be of a strategic nature or what the Chief Executives have detailed (Pg.2) ‘the consideration of the “big picture” issues’.
