The Met Office National Climate Information Centre (NCIC) supplied the majority of the rainfall and climatological data featured in the reporta. The reservoir stocks data were provided by the water service companies, Scottish Water and Northern Ireland Water. Additional data and information has been provided by the Canal & River Trust and a range of individuals and organisations. The provision of the basic data, which provides the foundation both of this report and the wider activities of the National Hydrological Monitoring Programme (NHMP), is gratefully acknowledged. Many existing rainfall and seasonal temperature records were eclipsed during this period and, most notably, maximum recorded river flows were exceeded over a substantial proportion of the country. At the national scale, previous maximum daily and monthly outflows were clearly eclipsed and four relatively discrete episodes of extreme runoff can be recognised. In many areas, the magnitude, persistence and repetitive nature of the flooding had major adverse impacts on communities, infrastructure, agriculture and a host of other sectors of the economy. The extent and duration of the flooding has very few close parallels in the historical record and, overall, it was a hydrometeorological episode which ranks alongside the 1975/1976 drought and 1947 floods as the most extreme broad-scale events captured in observational records during the last 100 years at least. The truly exceptional runoff patterns experienced in 1947 and 1976 had a major impact on flood and drought management strategies but occurred before the exacerbating impact of climate change was generally recognised. The 2015/2016 flooding, together with the impact of other protracted flood events in the 21st century thus far, has underlined the need to adapt engineering design and flood management strategies to accommodate the recent extension in the range of recorded runoff variability. This report documents the 2015/2016 flooding within a hydrometeorological framework. The extreme conditions are reviewed in the context of lengthy rainfall and river flow time series, and a brief review is included of their magnitude relative to other major flood episodes. In addition, rainfall and river flow patterns through the early part of the 21st century are examined within the context of hydrological trends emerging over the post-1960 period. Due to advances in surge forecasting, flood prediction and contingency planning at national, sub-national and local levels we were able to ‘get ahead’ of the storm. From Tuesday 3rd December partners began deploying one of the largest multi-agency emergency response and recovery operations ever conducted in Lincolnshire. This included the most significant evacuation operation in recent memory, the rescue of a number of people who became isolated by floodwaters, and work to ensure critical services were maintained and damaged infrastructure quickly repaired. Thankfully there were only 3 (relatively minor) casualties as a result of the surge, but more than 720 residential and commercial properties were inundated from the resultant overtopping and breach of defences. I would like to pass on my sympathy and support to those whose households and businesses flooded. We continue to work to support a full community recovery, and I commend the work of colleagues at Boston Borough Council who have led this work. In the circumstances this was a very good, forecast-led response and recovery effort.

    THE IMPACTS OF STORMS It is important to think more about storms, how they are formed, their potentially devastating impacts and whether you are resilient to them. Planning in advance is essential, especially if you live in areas that may be more vulnerable than others, for example, those located next to rivers or on the coast. Winter storms can bring some of the most severe and extreme weather events, including lower temperatures, gale-force winds and heavy rain, which can lead to flooding in some areas or sleet and snow if the temperature is cold enough. Storms occur at mid-latitudes where cold polar air meets warmer tropical air and the point where these two meet is known as the jet stream. Rising air from the Atlantic is removed and replaced by the strong winds of the jet stream a lot quicker than the air at lower levels and this reduction in pressure produces the strong winds of winter storms. Storms tend to form in the winter months when the temperature between the air masses is at its greatest. It is important to keep as safe and resilient as you can against the potential impact of storms. On the 5th and 6th December 2015, Storm Desmond brought strong winds of up to 81 mph and heavy rainfall, with 341.4mm of rain falling in Cumbria by 6pm on the 5th (24 hours) – a new UK record! Many people across Cumbria and Lancashire were severely affected: 5200 homes were flooded. 61,000 homes in Lancaster lost power when an electrical substation was flooded.

STEWART Tropical Prediction Center, NOAA/NWS/National Hurricane Center, Miami, Florida (Manuscript received 2 November 2006, in final form 30 April 2007) ABSTRACT The 2005 Atlantic hurricane season was the most active of record. Twenty-eight storms occurred, includ- ing 27 tropical storms and one subtropical storm. Fifteen of the storms became hurricanes, and seven of these became major hurricanes. Additionally, there were two tropical depressions and one subtropical depression. Numerous records for single-season activity were set, including most storms, most hurricanes, and highest accumulated cyclone energy index. Five hurricanes and two tropical storms made landfall in the United States, including four major hurricanes. Eight other cyclones made landfall elsewhere in the basin, and five systems that did not make landfall nonetheless impacted land areas. The 2005 storms directly caused nearly 1700 deaths. This includes approximately 1500 in the United States from Hurricane Katrina— the deadliest U.S. hurricane since 1928. The storms also caused well over $100 billion in damages in the United States alone, making 2005 the costliest hurricane season of record. 1.
