Wholesale water activities 1.1 Enhancement The tables below summarise the adjustments we make to set the efficient level of enhancement totex for the water resources and network plus water price controls. Where appropriate, we reallocate enhancement expenditure between enhancement activities. In the table, we present the company requested cost for each activity where we made a material challenge, after any reallocation that we may have done. Our disallowances to company enhancement proposals include a challenge on the need to invest, on the efficiency of the proposals or on the classification of the expenditure as enhancement (in which case we consider that the expenditure is covered by our base allowance). For draft determinations we make an adjustment to the enhancement allowances to account for an implicit allowance for enhancement opex included within our base models. We set out our method of estimating the opex implicit allowance in ‘Securing cost efficiency technical appendix’. Costs for new developments, new connections and addressing low pressure are now considered within wholesale water base (“botex plus”) econometric models. We show details -
The Impacts of Storms
THE IMPACTS OF STORMS It is important to think more about storms, how they are formed, their potentially devastating impacts and whether you are resilient to them. Planning in advance is essential, especially if you live in areas that may be more vulnerable than others, for example, those located next to rivers or on the coast. Winter storms can bring some of the most severe and extreme weather events, including lower temperatures, gale-force winds and heavy rain, which can lead to flooding in some areas or sleet and snow if the temperature is cold enough. Storms occur at mid-latitudes where cold polar air meets warmer tropical air and the point where these two meet is known as the jet stream. Rising air from the Atlantic is removed and replaced by the strong winds of the jet stream a lot quicker than the air at lower levels and this reduction in pressure produces the strong winds of winter storms. Storms tend to form in the winter months when the temperature between the air masses is at its greatest. It is important to keep as safe and resilient as you can against the potential impact of storms. On the 5th and 6th December 2015, Storm Desmond brought strong winds of up to 81 mph and heavy rainfall, with 341.4mm of rain falling in Cumbria by 6pm on the 5th (24 hours) – a new UK record! Many people across Cumbria and Lancashire were severely affected: 5200 homes were flooded. 61,000 homes in Lancaster lost power when an electrical substation was flooded. -

We are setting this out now to facilitate company statements on significant changes in charges which are due to be published on 11 January 2021 and wholesale charges which are due to be published on 13 January 2021. Four companies: Anglian Water, Bristol Water, Northumbrian Water and Yorkshire Water have asked the CMA for a redetermination of their price controls for the 2020-25 period. Following a request from three of the disputing companies for amendments to the charging rules to allow implementation of the CMA’s redetermination, my letter of 21 December 2020 consulted on the practical consequences and impact of making an accommodation under our normal charging rules with respect to three options for the implementation of the CMA’s redetermination: Implementation of changes over 4 years from 1 April 2021, which three of the four disputing companies (Anglian Water, Bristol Water and Northumbrian Water) suggested would be possible if the CMA issued its redetermination no later than the week commencing Monday, 8 February 2021 and Ofwat allowed them to publish 2021-22 charges no later than Friday, 19 February 2021. Implementation of changes during the 2021-22 charging year, which would allow charges to change during the charging year (potentially after six months) to reflect any differences in the price limits that the CMA sets such that the CMA’s price limits are smoothed over 3.5 years. -

Item 10: Kielder Water & Forest Park Development Trust - Report on First Year’s Membership Item 10 : KIELDER WATER & FOREST PARK DEVELOPMENT TRUST – REPORT ON FIRST YEAR’S MEMBERSHIP Purpose of Report a. To update members on the Authority’s membership of the Kielder Water & Forest Park Development Trust (KWFPDT) and related achievements. 2. Recommendations a. Members are asked to note the achievements through the Authority’s involvement in the KWFPDT and endorse the Authority’s ongoing membership of the partnership. 3. Implications a. Financial There are no additional financial implications. The Authority previously agreed an annual partnership contribution of £10,000, which is allowed for in the medium term financial plan. b. Equalities None 4. Background a. In September 2016 the Authority agreed to accept the invitation to become a member of the KWFPDT. This followed a period of close partnership working through the International Dark Sky Park and opportunities emerging through The Sill and the Border Uplands Demonstrator Initiative (BUDI). 5. Progress In August 2017, Tony Gates and John Riddle took up roles as Directors of KWFPDT on behalf of NNPA. This report covers activity over the past year. KWFPDT has had a successful and productive year, welcoming approximately 410,000 visitors to the Park as a whole and generating in the region of £24million for the wider local economy, including the North Tyne and Redesdale. Wildlife Tourism a) Living Wild at Kielder In October the Trust secured a £336,300 grant from the Heritage Lottery Fund towards a £½million two year partnership project to animate Kielder Water & Forest Park’s amazing wildlife for visitors and residents, helping them enjoy, learn, share and immerse themselves in nature.
