BRIGADIER GENERAL ALFRED K. FLOWERS Selected for promotion to major general. Brig. Gen. Alfred K. Flowers is Commander, Air Force Officer Accession and Training Schools, Maxwell Air Force Base, Ala. He is the single point manager for approximately 13,000 students in 144 detachments in the Air Force Reserve Officer Training Corps program and 1,900 students in Officer Training School. He controls nearly 80 percent of line, chaplain, judge advocate, nurse, medical service and biomedical science officer production for the Air Force. He also oversees the Air Force Junior ROTC program at more than 869 locations with more than 105,000 students. General Flowers was commissioned following graduation from Officer Training School as a distinguished graduate of the December 1978 class. He first served as a budget officer at the squadron, major command and Air Staff levels. In 1990, he was assigned as Chief of the Budget Operations Division for the Air Combat Command at Langley AFB, Va., where he would later serve as the Chief of Budget. The general has served on the Joint Staff as Defense Resource Manager, and in 1999 he was the Director of Budget Programs for the Department of the Air Force. Prior to his current position, he was assigned as Director, Center for Force Structure, Requirements, Resources and Strategic Assessments, Headquarters U.S. Special Operations Command, MacDill AFB, Fla. The German Military and Hitler
RESOURCES ON THE GERMAN MILITARY AND THE HOLOCAUST The German Military and Hitler Adolf Hitler addresses a rally of the Nazi paramilitary formation, the SA (Sturmabteilung), in 1933. By 1934, the SA had grown to nearly four million members, significantly outnumbering the 100,000 man professional army. US Holocaust Memorial Museum, courtesy of William O. McWorkman The military played an important role in Germany. It was closely identified with the essence of the nation and operated largely independent of civilian control or politics. With the 1919 Treaty of Versailles after World War I, the victorious powers attempted to undercut the basis for German militarism by imposing restrictions on the German armed forces, including limiting the army to 100,000 men, curtailing the navy, eliminating the air force, and abolishing the military training academies and the General Staff (the elite German military planning institution). On February 3, 1933, four days after being appointed chancellor, Adolf Hitler met with top military leaders to talk candidly about his plans to establish a dictatorship, rebuild the military, reclaim lost territories, and wage war. In the following years, however, Hitler gradually established full authority over the military. For example, the 1934 purge of the Nazi Party paramilitary formation, the SA (Sturmabteilung), helped solidify the military’s position in the Third Reich and win the support of its leaders. -

Wahlperiode 30.07.2018 Antwort der Bundesregierung auf die Kleine Anfrage der Abgeordneten Rüdiger Lucassen, Gerold Otten, Berengar Elsner von Gronow, weiterer Abgeordneter und der Fraktion der AfD – Drucksache 19/3261 – Personalsituation in den Organisationsbereichen der Bundeswehr, im Bundesministerium der Verteidigung und Bundesamt für das Personalmanagement der Bundeswehr Vorbemerkung der Bundesregierung Der Bundeswehr kommt bei der Erfüllung des Anspruchs Deutschlands, den wachsenden sicherheitspolitischen Herausforderungen aktiv und verantwortungs- bewusst zu begegnen eine bedeutende Rolle zu. Das Weißbuch 2016 fordert für die Bundeswehr eine umfassende und voraus- schauende Personalstrategie, die drohende personelle Engpässe frühzeitig erkennt und systematisch Antworten auf die personalstrategischen Herausforderungen der Zukunft findet. Eine der zahlreichen Maßnahmen hierzu ist in der Trend- wende Personal zu sehen, seit deren Einleitung Mitte 2016 die Bundeswehr nach einem 25-jährigen Zeitraum des Abbaus nunmehr wieder aufwächst. Der Bestand an Berufssoldatinnen und Berufssoldaten sowie Soldatinnen und Soldaten auf Zeit (BS/SaZ) ist bis Ende 2017 bereits um rund 4 000 gewachsen. Einen Paradigmenwechsel stellt die Abkehr von den in der Vergangenheit gelten- den starren personellen Obergrenzen hin zu einem „atmenden“ und kontinuierlich anpassungsfähigen Personalkörper dar, der zukünftig für die Erfüllung der Auf- gaben zur Verfügung steht. Die Realisierung der beschlossenen Maßnahmen ist derzeit bis in das Jahr 2024 ausgeplant und wird durch den Prozess der Mittelfris- tigen Personalplanung (MPP) jährlich überprüft und den aktuellen Anforderun- gen angepasst. Bis 2024 wird ein Aufwuchs gegenüber der alten personellen Zielstruktur um 13 000 Soldatinnen und Soldaten von ehemals 185 000 auf insgesamt 198 000 (inkl. FWDL/Freiwillig Wehrdienstleistende 12 500 und RDL/Reservedienstleis- tende 3 500) angestrebt. -

Beth Griech-Polelle and Theodore Rippey, Advisors With the suicide of Adolf Hitler at the end of April 1945, leadership of the Third Reich was passed, as per Hitler’s Testament, to Karl Dönitz. Dönitz had, up to that point, served as head of the U-boat or submarine fleet, and then as Grand Admiral of the entire German Navy, or Kriegsmarine. Very little analysis has been offered in current literature regarding the impact of the Dönitz government. Indeed, history texts rarely mention it. This thesis set out to do just that, using both historically oriented works and insights as provided by German literature of the period such as Heimkehrerliteratur and Trümmerliteratur. By investigating the works of Dönitz himself and those of various other personalities associated with his government, primary documents of the period, and secondary works on the period as well as the aforementioned literature genres, several conclusions were reached. The activities of the Dönitz government can be broken up into pre-surrender and post- surrender activities. Pre-surrender activities included the negotiations of surrender itself, which insofar as it was conducted in several stages, was not unconditional, as is often claimed. The other major pre-surrender activity was the decision to continue the war in the East while seeking peace with the West to allow evacuation of Germans from East Prussia. -
