One of those tools is this student handbook. The handbook compliments the university catalog in providing major rules and regulations which are in place to ensure your success. You will Find that the handbook contains important information that not only gives you guidelines For liFe as a Dillard student, but also important information For your health and safety. Please take some time to review the handbook so you know what the basic policies are, and how they apply to you. Use this as a reference book that you refer to for particular situations. Kimbrough, Ph.D. President 3 GENERAL INFORMATION HISTORY In 1869, with support From the American Missionary Association of the Congregational Church (now the United Church of Christ) and the Freedman’s Aid Society of the United Methodist Church, Straight University and Normal Schools were Founded. They were subsequently renamed Straight College and New Orleans University, respectively. Gilbert Academy, a secondary school, was a unit of New Orleans University. Straight College operated a law department From 1874 to 1886. In 1889, New Orleans University opened a medical department, including a school oF pharmacy and a school of nursing. The medical department was named Flint Medical College and the afFiliated hospital was named the Sara Goodridge Hospital and Nurse Training School. The medical college was discontinued in1911, but the hospital, including the nursing school, was continued under the name Flint-Goodridge Hospital. In 1930, New Orleans University and Straight College merged to Form Dillard University. The trustees of the new university called For the implementation of a co- educational, interracial school, serving a predominantly AFrican American student body adhering to Christian principles and values. The University was named in honor of James Hardy Dillard, whose distinguished service in the education of AFrican Americans in the South Forms an important chapter in the history oF American education. The University is afFiliated with the United Methodist Church and the United Church of Christ. Dillard trustees elected to continue the work oF the hospital but not that of Gilbert Academy. The latter continued operations as a separate institution under the sponsorship of the Board of Education of the Methodist Church until 1949. The University operated Flint-Goodridge Hospital of Dillard University From 1932 until 1983. In September 1935, on a new site with a new physical plant, Dillard University began instruction. As Dillard celebrates nearly 140 years oF challenge and change, the University continues to build on its heritage oF academic excellence to guide the institution along new avenues oF opportunity. LOCATION Dillard University is located in New Orleans, Louisiana, a metropolitan area with a population of 250,000. New Orleans is situated on the Mississippi River, 50 miles above the GulF of Mexico. The ports along the Mississippi River from New Orleans to Baton Rouge comprise the world’s busiest port system. Known as one of the nation’s most interesting cities, New Orleans is one of the Few cities that has managed to maintain a major portion of its historical past. Indeed, the famous Vieux Carre, or French Quarter, is a veritable living museum. New Orleans has an unmatched charm, punctuated by exciting annual events such as Mardi Gras and Jazz Fest. The city also boasts numerous parks, libraries, museums, art galleries, theaters, opera companies, a nationally known symphony orchestra, and the Mercedes Benz Superdome, one of the nation’s premier facilities for sporting and musical events. The city is home to numerous institutions oF higher learning, graduate and professional schools. Moreover, New Orleans is the state’s medical, cultural, banking and judicial center. Dillard’s convenient location in the Gentilly area, combined with the local transit system, makes access to most places and events easy and economical for students. 4 VISION Dillard University unites with the surrounding community through scholarship, teaching, civic engagement and service rooted in spiritual values. UNIVERSITY POLICIES AND STATEMENTS ALCOHOL & DRUG POLICY Dillard University recognizes that illegal or abusive use of alcohol and other drugs by members of the university community has a detrimental effect on the university’s commitment to provide continual excellence in teaching, research and education. Misuse of drugs by students poses hazards both to the individual involved and to the community. Students share with Faculty and stafF the responsibility For creating attitudes conducive to eliminating the abuse oF alcohol and other drugs within the university community. Good morning and thank you for being with me today. JC: Good morning, I’ve been looking forward toward the interview. AS: The first question we'll be starting with is, if you could tell me a little bit about where you were born and what your family life was like growing up. JC: I was born on May the 29th, 1937 on a 20 acre farm just outside of the city limits of Hampton, Virginia. Actually, my birth certificate gives the place of birth as Elizabeth City County, Virginia. The area was eventually annexed in as part of the city. Today, it would be said that I came from a single-family home, but that would be misleading. That is because in addition to my mother and grandparents, I grew up in a home with ten uncles and aunts. Although we didn't have a lot of money, I had a very, very rich childhood. On the farm, we raised strawberries, tomatoes, potatoes, lettuce, cantaloupes, corn, and other types of vegetables. In the past half-century, comprehensive studies have been made by individuals and agencies to determine the future role of black institutions in American higher education. Early studies concerning black higher education suggested ways to improve and strengthen the black colleges; however, it was not until the year 1964 that major legislation, in the form of the Civil Rights Act, was passed. The purpose of this study was to describe the passage of the Higher Education Act of 1965, and to evaluate faculty development programs at selected black institutions in light of the objectives and guidelines established for the use of Title III funds. To carry out the purpose of this study, six questions were formulated. These questions dealt with (1) the eligibility requirements for colleges and univer- sities, (2) the Title III programs related to faculty development, (3) criteria to be used by institutions for selection of faculty members, (4) enhancing the chances for black institutions to compete with predominantly white institutions, (5) the effects of the programs in terms of short-term gains versus long-term gains, and (6) the insti- tutions ' ability or inability to take full advantage of opportunities provided under Title III.

Thank you for holding this hearing and the opportunity to testify on H.R. 295 – legislation to reauthorize the Historically Black College and University (HBCU) Historic Preservation Program, sponsored by Congressman Clyburn. I am Henry Tisdale, president of Claflin University, located in Orangeburg, South Carolina. Claflin University was founded 147 years ago and we take pride in being the oldest HBCU in South Carolina. We are a private, four-year liberal arts university, enrolling approximately 2000 students. Our students are predominantly low- income, African-American students who are the first in their families to attend college. Claflin is part of a network of 106 private and public HBCUs across the country established as early as 1837 to provide African Americans with access to higher education. I also chair the Government Affairs Committee of the United Negro College Fund (UNCF), which has a 72- year partnership with 37 private HBCUs, including Claflin University. HBCU historic preservation was a signature UNCF initiative from 1995 through 1999 when UNCF partnered with the National Park Service to support the rehabilitation of historic structures on ten HBCU campuses. HBCUs and their campuses have a significant place in American history, including serving as the first educational institutions for former slaves and freedmen, repositories of important books/papers/memorabilia of Black history, and as meeting places during the civil rights struggles of the 1900s.
