The key challenge of our Local Plan is to meet the needs of our residents, workers, visitors and investors, whilst also securing and protecting the Borough and its environment for future generations. With this in mind, this document sets out our draft strategic policies which will steer development decisions until 2037. It also identifies the sites which could deliver growth in housing and jobs, the areas which could be renewed, and the sites which should be protected. The ‘Big Six’ ideas which the draft Local Plan will help us to accomplish are noted below. Further information on each of the ‘Big Six’ ideas is contained within the Plan and they are also illustrated throughout our exhibition material: • Blackburn Growth Axis: linking strategic growth sites across the Borough and beyond; • Darwen Town Investment Plan: delivering a potential series of major growth improvements for Darwen; • North East Blackburn Strategic Housing Site: a new neighbourhood on the edge of the town; • South East Blackburn Strategic Employment Site: to attract jobs and investment at a key motorway location; • Blackburn Town Centre Major Development Site: a unique opportunity to boost the vitality of Blackburn town centre; and • Infrastructure Delivery Plan: an important series of interventions to improve infrastructure for all, such as roads, schools and health facilities.

The proposed development site is a large area and there are several heritage assets whose setting may be potentially impacted. 2.0 Heritage Assets Identified in the Immediate Area There are several heritage assets identified in the area. These include two Grade II* listed buildings, one Grade II building and two potential non-designated heritage assets. These include: Eddy Holes, Stable and Shippon, Grade II*; Myles Wife Hey, Grade II*; Upper Mickle Hey Farmhouse and Attached Buildings, Grade II; Brownhill House, not listed but dates from 1848; and Bank Hey, also not listed but part of the building may date from 1848. The sites of potential archaeological interest include Holllin Hall, a demolished house which appears on the 1848 OS map, the site of Stone Hill Quarry, and a former Ropewalk off Bank Hey Lane.   • Lancashire Manor History
    A little bit of history about the building. Best Western Lancashire Manor is a historical building for the area. Parts of the hotel dates back to ancient times when Lathom House, just a few miles away, was the home of the 7th Earl of Derby. It was the last Royal stronghold of the King of England that stood between Oliver Cromwell and his parliamentary army during the Civil War of 1642 – 46. Following the second siege the fortress Lathom House finally fell and on the order of parliament levelled to the ground. It is believed that the imposing stone entrance gate pillars and much of the stone used in the Great Hall were part of Lathom House. The main stone building dates back to 1770 and was part of Higher Balcony Farm one of the many ancient farms all of which are believed to originate from the estate of the Church and Priory of Burscough which was the largest and wealthiest Priory in northern England. The picture below right is of the original Balcony Farm where you can see the current centre of the hotel and the gate posts (now relocated). The name Balcony changed at some time to Belle Coney, a name given to one of our suites. (Old barn (left) – now the great hall) (Old farm house – now the lounge bar area) We know that in 1926 Mr. George Alker leased and subsequently purchased the farm from Peter Dickinson who was the previous Priory tenant. At that time he married Miss. Annie Bradley. The Bradley’s had several farms around Upholland and Tower Hill, including Lower Balcony Farm located adjacent and lower down the valley.
