SUMMARY 1.1. Following the West Yorkshire Combined Authority’s (WYCA’s) approval of the Gateway 1 submission for the Hard Ings Road Improvement Scheme, Keighley in June 2015 this report seeks: a) Executive’s approval to the principles of the Hard Ings Road Improvement Scheme b) Delegated authority to progress the scheme and associated Compulsory Purchase Order to be given to the Strategic Director (Regeneration & Culture) in consultation with the Portfolio Holder. 2. BACKGROUND 2.1. The A650 Hard Ings Road carried a significant volume of traffic with an average of 34,000 vehicles using the road on a typical weekday. AM peak time traffic levels average 2,600 vehicles in the morning and 2,500 vehicles in the evening peak with traffic flows evenly balanced in both directions. It is a key commuter route carrying traffic from Keighley, Skipton and East Lancashire along Airedale to/from Leeds and Bradford. The Keighley retail park situated just off Hard Ings Road also generates a significant amount of traffic on a weekend, Saturday lunchtime traffic levels of Hard Ings Road approach those experienced in the commuting peaks during the week. 2.2. The lack of capacity on Hard Ings Road results in considerable congestion at peak times with traffic queuing on beyond both Bradford Road and Beechcliffe roundabouts. The average delay on each leg is indicated on the table below. Despite the number of retail units which exist at the Keighley retail park, the presence of Keighley leisure centre and Keighley Cougars rugby league ground all of which contribute to significant pedestrian footfall in the area there are no dedicated pedestrian facilities on Hard Ings Road which poses a significant risk for pedestrians. Between 2009 and 2014 there were 52 accidents recorded along this stretch of road, with 22 of these on Hard Ings Road, 18 on, or approaching, Beechcliffe roundabout and 13 on or approaching Bradford roundabout. These resulted in 5 Serious and 83 Slight injuries. 2.4. Improving the Hard Ings Road corridor fulfils the objectives of the West Yorkshire+ Transport Fund and also those of the West Yorkshire Local Transport Plan which include supporting economic growth and improved quality of life through safer walking and cycling and reduced air pollution. 2 Report to Executive on Hard Ings Road Improvement Scheme 2.5. The scheme (shown attached on the drawing in Appendix 2) has the following objectives:- a) Reduced congestion on Hard Ings Road including the surrounding roundabout approaches leading to anticipated reductions in vehicle delays of up to 183 seconds by 2026. Based on the year of opening (2017) predicted traffic volumes this would represent a reduction in travel time of 42% in the morning and 51% evening peak periods respectively benefiting a significant number of commuters who use this strategic corridor. b) Increased safety provision for cyclists and pedestrians through provision of dedicated pedestrian/cycle crossing facilities on Hard Ings Road, and shared footway facilities for cyclists and pedestrians. c) Improved air quality. d) Support for the delivery of new housing and economic developments in the short term as well as opening up long term development opportunities in the area through releasing transport constraints. The scheme will support the delivery of the 4,500 dwellings in the Keighley area by 2030 which have been identified as part of the Council’s Core Strategy. e) Improved access between the Pendle, Craven and Bradford Districts. 2.6. Consultations will be undertaken with the local community, ward members and key stakeholders through the detailed design stage of the project and a stakeholder management & communication plan has been developed as part of the Gateway 1 submission to facilitate this. 2.7. The preferred scheme currently requires 7 separate parcels of land outside the existing highway. Early negotiations with affected land owners are essential to avoid the potential requirement for Compulsory Purchase Order procedures. Opportune purchase approvals will be sought for the acquisition of properties placed on the open market through the Council’s Project Appraisal Group (PAG). 2.8. Timescales for the project are extremely challenging with the aspiration to complete the project by December 2017. 3. OTHER CONSIDERATIONS 3.1. In developing a preferred approach a number of options were considered including a Do-Nothing option (as is), single 4 lane 14.6m wide carriageway, dual 6.75m carriageway with/without right turn provision and dual 7.3m carriageway arrangement, again with/without right turn provision. The preferred option – composite part dual carriageway has gone through a number of iterations seeking to reduce the amount of third-party land required whilst realising the maximum level of journey time benefits. Similarly, a number of potential solutions for both the Bradford Road and Beechcliffe roundabouts have been considered and developed as part of the feasibility work for the Gateway 1 submission. 3 Report to Executive on Hard Ings Road Improvement Scheme 3.2. As part of the proposals dedicated facilities for cyclists comprising a two-way shared facility for cyclists and pedestrians on the outbound side of Hard Ings Road together with a Toucan crossing (as part of the Lawkholme Lane signalised junction) and a two-way shared facility will also be provided. These facilities will run on the inbound side of Hard Ings Road between Lawkholme Lane and Royd Way. This will provide a cycle route to join Hard Ings Road and the existing cycle route along Royd Ings Avenue through the tunnel under the A629 dual carriageway, leading to the Skipton Road residential area. 3.3. The preferred layout of the scheme which is shown in Appendix 2 of this report will remain subject to change as further refinement of the design takes place up to the Gateway 2 (Construction procurement approval) submission to WYCA. 4. FINANCIAL & RESOURCE APPRAISAL 4.1. The funding for the scheme is totally derived from the West Yorkshire+ Transport Fund. 4.2. Initial funding for the project through to Gateway 1 submission from the West Yorkshire+ Transport Fund was secured through its mandate approval by TPAG on 28 th February 2014 and the programme’s interim budget allocation was agreed on 13 th June 2014. 4.3. Through securing Gateway 1 approval in December 2014 further funding of £420,000 (including 44% optimism bias) has been allocated to develop the detailed design and specification for the scheme through to Gateway 2. 4.4. The total funding from the West Yorkshire+ Transport Fund for the Hard Ings Road project which has been agreed in principle is up to a maximum level of £10.3m. However, payment of this funding is subject to satisfactory progress of the scheme through to Gateway 3 approval later next year (See Appendix 1 for gateway approval stages). Currently, the overall cost of the preferred option is estimated to be £7.144m which includes an appropriate allowance for land costs and the recommended 44% optimism bias. 4.5. Approval is currently being sought from the Combined Authority for the allocation of the residual allowance (£3.156m) to Phase 2 improvements in Keighley Town Centre through a separate Project Mandate. If approved the Phase 2 proposals will complement and enhance traffic improvements delivered by both the Keighley Town Centre gyratory project and the Phase 1 proposals. 4.6. The staff resources and specialist technical services required to develop the scheme referred to in this report are funded through the scheme budget. 5. RISK MANAGEMENT AND GOVERNANCE ISSUES 5.1. Responsibility for the governance of this project is the responsibility of the West Yorkshire Combined Authority (WYCA) and is controlled under their Assurance Framework. A rigorous project management system is in place for all West Yorkshire+ Transport Fund projects based around the OGC PRINCE2 (Projects in Controlled Environments) and MSP (Managing Successful Programmes) methodologies. The scheme described in this report will be subject to these processes. 4 Report to Executive on Hard Ings Road Improvement Scheme 5.2. A detailed risk log has been developed as part of the initial project development and will continue to be updated as the project proceeds through its various stages of delivery. 6. LEGAL APPRAISAL 6.1. The scheme identified in this report can be implemented through the Council’s inherent powers as Highway and Traffic Regulation Authority. Any land required in order to implement the scheme which could not be acquired by negotiation with land owners may require the use of compulsory purchase powers under Section 250 of the Highways Act 1980. 7. OTHER IMPLICATIONS 7.1.

    1 WALES RUGBY LEAGUE 2013 ANNUAL REPORT Period April 2013-March 2014 WELCOME FROM WRL CHAIRMAN Brian Juliff Hello and welcome to our 2013 Annual Review. The cover picture is from the Rugby League World Cup at the Millennium Stadium and highlights the exhilaration and pride of representing your country at the highest level of International Rugby League by a player born, bred and developed through the ‘Wales Rugby League Pathway’. In terms of performance, the North Wales Crusaders led the way with promotion to Championship 1 which was a huge success for Rugby League in Wales and led to some ground breaking community work being done in the region, which in turn will strengthen the foundations for the game to flourish. It was a pleasure to witness the passion of the Crusaders travelling band of supporters when they defeated London Skolars at New River Stadium, White Hart Lane, to secure their right to promotion. The board of directors at the Crusaders enter the new season under no illusions as to the enormity of the task of surviving in Championship 1. Clearly investment in the squad will be necessary to push on and the club will be keen to attract new partners/sponsors to enhance their wonderfully vociferous and very popular group of fans. North Wales Crusaders have also set up a Charitable Foundation in the region which supports the growth of disabled sport in the area and have expanded their community portfolio by launching a new wheelchair rugby league club team. South Wales Scorpions are on a slightly different trajectory, of course, with the focus on the pathway from our South Wales Academy to Senior Rugby League for our emerging Welsh talent and this team will grow steadily stronger over the next few years.

This forms part of the wider “Keighley Integrated” or “Ki” initiative that also includes cycling (“cyKle”) and skating (“sKate”). 2.3 All of the initiatives, like the BIGK 10K event itself, use the “Red K” designation that is designed to promote all that is good about Keighley. 2.4 The 16th March date coincided with the national Sport Relief Mile initiative and thus a number of events were also planned around this.

Cougar Park Accessible Information Tickets We are happy to offer a complementary ticket to the companions of spectators with disabilities but we do ask to see proof that the individual is in receipt of medium/enhanced rate disability living allowance, or enhanced rate of PIP payments. A copy/photograph of this documentation can be sent to [email protected] to be kept on file. Your purchase of tickets can then be processed. A single personal assistant/companion seat is located adjacent to each wheelchair bay. As all matches for the 2021 season will be advance ticket only, and there are only a set amount of wheelchair bays, please contact the office on 01535 606 044 in adequate time for postage of tickets. All spectators are subject to the ground rules and regulations.
