Sai Kung District Council Community Building and Social Innovation Committee Meeting on 22 September 2020 SKDC(CBSIC) Paper No Sai Kung District Council Community Building and Social Innovation Committee Meeting on 22 September 2020 SKDC(CBSIC) Paper No. 38/20 Sai Kung District Council Community Building and Social Innovation Committee Leisure and Cultural Services Department Report on the Cultural Programmes in Sai Kung District Purpose The purpose of this paper is to report to Members on the cultural programmes organised by the Leisure and Cultural Services Department (LCSD) in Sai Kung District. Background 2. To keep Members informed of the attendance and programme plan of the cultural and entertainment programmes in Sai Kung District, papers will be submitted to Members on a regular basis. 2019/2020 & 2020/21 Tao Arts Sai Kung Community Arts Scheme 3. The attendance of the programmes of Tao Arts Sai Kung Community Arts Scheme from July to August 2020 is reported at Appendix A. Most events are postponed due to the development of COVID-19 and the LCSD would follow up on the arrangement. The planned programmes for September and October 2020 are listed at Appendix B, whether the events can be held as scheduled will depend on the latest development of the COVID-19. Cultural Programmes 4. The cultural programmes organised and sponsored by LCSD from July to August 2020 are reported at Appendix C. Due to the suspension of classes in all schools in Hong Kong, the workshops originally scheduled to be held in the schools were conducted in the form of pre-recorded video teaching. The planned cultural programmes for September and October 2020 are listed at Appendix D. Views Sought 5.     Sai Kung District Council District Facilities Management Committee Committee Paper for 14.7.2020 SKDC(DFMC) Paper No. 70/20 (Revised) Report on the Management of Recreation and Sports Facilities in Sai Kung District in May and June 2020 by the Leisure and Cultural Services Department Purpose This paper briefs Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in Sai Kung District in May and June 2020. Background 2. To give Members a better understanding of the services provided by the LCSD, the LCSD makes regular submissions on the management and the usage of recreation and sports facilities in Sai Kung District. Management of Recreation and Sports Facilities 3. In view of the alleviation of COVID-19 recently, the LCSD had reopened the facilities in phases from 6 May 2020 onwards for public use. Details of the usage of recreation and sports facilities in Sai Kung District in May and June 2020 are tabulated in Annex I. 4. The major services provided by the LCSD’s contractors in Sai Kung District are cleansing, horticultural maintenance and security guard services and their performances were satisfactory. The LCSD carries out regular inspections to monitor the work and performance of the contractors. Improvement Projects 5. Please refer to Annex II for information on facility improvement project conducted in Sai Kung District in May and June 2020. 6. The maintenance contractor of Tiu Keng Leng Sports Centre accidentally damaged a fire services sprinkler head when undergoing routine maintenance of lighting fittings in the arena in December last year.

    LegCo Panel on Transport Public Transport Interchanges at Hang Hau Station, Tseung Kwan O Station and Tiu Keng Leng Station of the MTR Tseung Kwan O Extension PURPOSE This paper briefs Member on the plan of the Administration to make a submission to the Public Works Subcommittee of the Legislative Council for the upgrading of the proposed public transport interchanges (PTIs) at Hang Hau (HAH) Station, Tseung Kwan O (TKO) Station and Tiu Keng Leng (TKL) Station of the MTR Tseung Kwan O Extension (TKE) to Category A of the Public Works Programme. BACKGROUND INFORMATION 2. The population of Hang Hau, TKO Town Centre (in the vicinity of Area 56) and Tiu Keng Leng in TKO is forecast to increase to about 84,000, 142,000 and 80,000 respectively by 2011. To meet the increase in demand for public transport interchange in these areas, we need to construct the three proposed PTIs to provide sufficient facilities for passengers to change between the MTR TKE and buses and green minibuses, and for loading/unloading for taxis and general vehicles. 3. The Government authorized the MTR TKE project in October 1998 and the MTR Corporation Limited (MTRCL) subsequently started construction in end 1998. The first phase of MTR TKE including the HAH, TKO and TKL Stations will be commissioned in end 2002. We need to provide the three proposed PTIs in time for the opening the MTR TKE. 4. To avoid interface problems and to ensure timely completion of the proposed PTIs, we will entrust the design and construction of the PTIs to MTRCL as part of the land grant for the associated property developments at HAH, TKO and TKL Stations.

    LCQ16: Tseung Kwan O Extension (Phase II) ***************************************** Following is a question by the Hon Chan Hak-kan and a written reply by the Secretary for Transport and Housing, Ms Eva Cheng, in the Legislative Council meeting today (June 2): Question: It has been approximately one year since the commissioning of the Tseung Kwan O Extension (Phase II) (TKOE II) of the MTR Corporation Limited (MTRCL) in July last year. Some Tseung Kwan O residents have relayed to me that although the residents have gradually got used to the "3+1" train service pattern (i.e. every one out of four trains will be running from North Point to LOHAS Park), they consider that the service has failed to meet the demand, particularly during peak hours when train compartments and platforms are very crowded. In this connection, will the Government inform this Council: (a) whether it knows the information as set out at the Annex about the relevant sections of the extension since the commissioning of TKOE II; (b) given that Po Lam Station is of a single-platform design, whether it knows if it is technically feasible for MTRCL to further increase the train frequencies of the Tseung Kwan O Extension, so as to alleviate the crowded conditions in train compartments and on platforms; if it is feasible, of the details, including the train frequencies after the increase and extra number of passengers to be carried; if it is not feasible, what other measures MTRCL has to deal with the situation; (c) whether it knows if MTRCL has plans to review the "3+1" train

    1950s The 1950s were a period of huge change for Hong Kong. The end of Japanese occupation, the establishment of the People’s Republic of China, the U.S. and U.N. trade embargoes on China and a mass influx of Mainland immigrants bringing low-cost labour to the city, shaped much of Hong Kong’s social and economic landscape during this decade. Coupled with ambitious infrastructure plans and investment-friendly policies, Hong Kong laid the foundations that, over the coming decades, were to create one of the world’s greatest trading hubs. It was during this time that Dragages was awarded the contract to construct what was to become an internationally recognised Hong Kong icon: the runway jutting out into Victoria Harbour for Kai Tak Airport. Other major projects soon followed, including the Shek Pik and Plover Cove Reservoirs, which became essential lifelines providing fresh water to Hong Kong’s rapidly growing population. For Dragages, it was a decade which was to establish its credentials as a leading partner in Hong Kong’s modernisation for the next 50 years. = = 1955 – 1958 Kai Tak Airport Runway Demand for marine expertise brings Dragages to Hong Kong Increasing demand for air travel combined with the growth in airplane size led the Hong Kong Government to plan the reconstruction and extension of the existing Kai Tak runway. By extending the runway two kilometres into Victoria Harbour, Hong Kong was the first city in the world to attempt such an ambitious project. The challenges of the project, requiring extensive dredging and more than 120 hectares of reclamation, called for a construction company with strong marine and dredging experience.
