Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence. 1 1 2 2 3 3 Medal of Valor On September 6, 2000, ten officers received the prestigious Medal of Valor in a ceremony held at the Westin Bonaventure Hotel in Los Angeles. Chief of Police Bernard C. Parks presented the award to ten police officers for their acts of bravery, outstanding teamwork, and self-sacrifice when confronted with extremely violent suspects and rapidly unfolding situations. Sponsored by the Los Angeles Chamber of Commerce, the 41st Annual Medal of Valor Award Ceremony and luncheon was attended by community leaders, families, friends and coworkers of the recipients. Actor Craig T. Nelson narrated the accounts of the recipients’ courageous acts. Established in 1925, this distinctive award has been received by 496 Los Angeles police officers. The Medal of Valor is the Department’s highest award given to members who distinguish themselves by performing acts of exceptional courage and bravery, above and beyond the call of duty. Nelson, Chamber President Ezunial Burts. 4 4 In Memoriam Fallen Heroes On March 17, 2000, Officer Louis Villalobos, assigned to Metropolitan Division, Special Weapons and Tactics (S.W.A.T.), was training at the United States Marine Corps Base at Camp Pendelton. While performing an advanced exercise he slipped and fell off of a ten-foot catwalk. The next day he succumbed to head injuries. Officer Villalobos, a 30-year member of the LAPD, joined the elite SWAT Unit in 1983 and held the rank of Police Officer III+I, an Assistant Squad Leader. A highly regarded peer leader, in September 1999, he received the SWAT Officer of the Year Award and Medal of Valor for his act of bravery in responding to an “Officer Needs Help” radio call and rescuing an ambushed and mortally wounded officer from the city of Glendale. He was to retire in six months and was two months short of celebrating his 53rd birthday. Officer Louis Villalobos, who joined the Department on August 10, 1970, became the 192nd LAPD officer killed in the line of duty. He is survived by his son and daughter. Officer Robert Mata On September 19, 2000, at 2:30 am, Harbor Area Special Enforcement Unit Officer Robert Mata and his partner were responding to a back-up call of an officer following a stolen vehicle. While enroute, the left rear of the police vehicle lost traction and began to slide. The police vehicle collided with a street pole on the driver’s side. Upon impact, Officer Mata sustained major blunt force trauma and his partner was also knocked unconscious. Officer Mata was transported to Harbor UCLA Medical Center where he succumbed to his injuries. Officer Mata was one month short of celebrating his twenty-seventh birthday. The day before his passing, he was able to see his wife, Holly, work her first day as a Los Angeles County Sheriff’s Deputy. He is also survived by his two daughters, father, mother, and sister. Officer Robert Mata, appointed to the Department on January 22, 1996, became the 193rd LAPD officer killed in the line of duty. 5 Officer Louis Villalobos 5 Recognition Day For Heroism and Devotional Service The Department honored 148 sworn and civilian employees at the 21st Annual Recognition Day Awards Ceremony on November 8, 2000, at the Police Academy Gymnasium in Elysian Park. Medals and awards were presented to the recipients by Chief Bernard C. Parks, honoring their acts of heroism and service. Deputy Chief David J. Gascon and Deputy Chief Peggy York read the narrative addresses as the awards were presented. Detective Kim Jones (above) and Sergeant Steve Williams (below) received the Police Meritorious Service Medal from Chief Parks for Fourteen Police Medals were awarded this year along with 28 exceptional performance of duty, clearly above what is expected. Police Stars, eight Lifesaving Medals, 28 Community Policing Medals, three Police Meritorious Achievement Medals, 20 Police Meritorious Service Medals, and 27 Police Meritorious Unit Citations. Additionally, three Department employees were acknowledged for receiving City of Los Angeles Career Service Awards and 17 officers received awards from the Federal Law Enforcement Officers Association.
