The Maldon District Council has previously undertaken the earlier rounds of review and assessment (R&A) of local air quality management and not identified areas that these objectives might be exceeded and where there is relevant public exposure. This report concerns the third round Updating and Screening Assessment. Local authorities are required to review and assess air quality against the objectives in the Air Quality Regulations 2000 and the amendment regulations as part of a rolling three-year cycle ending in 2010. The air quality objectives to be assessed are for the following seven pollutants: carbon monoxide, benzene, 1,3- butadiene, lead, nitrogen dioxide, sulphur dioxide and particles (PM10). This report provides a new assessment to identify those matters that have changed since the last review and assessment, and which might lead to a risk of the objective being exceeded. The report follows the prescribed guidance given in technical guidance LAQM. TG (03) and additional advice provided by DEFRA (as Frequently Asked Questions) for the purposes of this round of R&A.

The effect of the orders as confirmed as shown on the order maps is to divert: 1) A part length of Footpath 7 Salcott commencing from a point by the junction with Footpath 4 running in a south easterly direction across a field and up the sea wall for a total distance of 313 metres to a point on the corner of the sea wall where it continues unaffected, to an alternative route of a variable width of between 1 and 1.5 metres commencing from a point located on the sea wall where it connects to Footpath 4 running in a southerly direction along the sea wall for a total distance of 136 metres to the aforementioned end point. 2) A part length of Footpath 5 Salcott commencing from a point on a farm track running initially in an easterly then generally southerly direction across a field and reservoir crossing the parish and district boundaries to continue first as Footpath 18 Tolleshunt Knights and then as Footpath 1 Tollesbury for a total distance of 442 metres to a point where it meets a farm track, to an alternative route 2 metres in width commencing at the aforementioned start point running in a generally westerly direction along the farm track for a distance of 47 metres to a point located at the north west corner of the field then running in a southerly direction along the field edge for a further distance of 298 metres to a point located at the boundary of the reservoir.
