In his capacity as President and CEO, Beatty is the principal spokesperson advocating the policy positions of the Canadian Chamber’s members to the federal government, international organizations, the media and the general public. Prior to joining the Canadian Chamber in August 2007, Beatty was the President and Chief Executive Officer of Canadian Manufacturers & Exporters (CME). A descendant of one of Canada’s most prominent manufacturing families, Beatty grew up in Fergus, Ontario and graduated from the University of Western Ontario in 1971. A year later he was elected to the House of Commons as a Progressive Conservative and in 1979 he was appointed Minister of State (Treasury Board) in the government of Joe Clark, at the time the youngest person ever to serve in a federal Cabinet. He held six additional portfolios in subsequent Progressive Conservative governments, including National Revenue in 1984, Solicitor General in 1985, National Defense in 1986, Health and Welfare in 1989, Communications in 1991, and Secretary of State for External Affairs in 1993. Following the 1993 federal election, Beatty joined a number of private sector boards and worked as a consultant in the field of communications. He was an Honorary Visiting Professor with the Department of Political Science, University of Western Ontario, where he taught a course in Communications Technologies and Public Policy. As well, he wrote a weekly column on government and politics for a major Canadian newspaper. In 1995, Beatty was appointed President and CEO of the Canadian Broadcasting Corporation (CBC), a position he held until joining CME in August 1999. In 2008, Beatty was named as Chancellor of the University of Ontario Institute Of Technology. Beatty serves on a number of Canadian Government advisory committees covering issues that include national security, border management, privacy and international trade. He is also a member of the Advisory Council of the Canadian Defense and Foreign Affairs Institute and served for five years as Business Co-Chair of the Canadian Labor and Business Centre. David C. Chavern Executive Vice President and Chief Operating Officer, U.S. Chamber of Commerce David C. Chavern is executive vice president and chief operating officer at the U.S. Chamber of Commerce. Chavern serves as chair of the Chamber’s Management Committee and is responsible for day-to-day operations as well as long-term planning. This includes responsibility for a range of policy, financial, administrative, and legal operations. He also oversees several revenue operations, including corporate partnerships and small business outreach and membership. Further, he is deeply involved in the Chamber’s innovative push into social and new media. Chavern is also founder and president of the Chamber’s Center for Women in Business. The center’s objective is to increase opportunities for women at all levels of business. Previously, Chavern served as the Chamber’s chief of staff and vice president of its Capital Markets initiative, where he quickly became one of the nation’s leading voices on corporate governance and on the regulation of U.S. capital markets. Earlier, he served in several senior positions at the U.S. Export- Import (Ex-Im) Bank. Before coming to Washington, Chavern was in private legal practice in Philadelphia. Chavern holds an M.B.A. from Georgetown University (valedictorian) and is a graduate of the Villanova University School of Law (Order of the Coif) and the University of Pittsburgh (University Scholar). Chavern resides with his wife and two children in Falls Church, Virginia. He is a member of the board of directors of AEGON U.S. Holding Corporation, the U.S. arm of the international life insurance, pension, and investment group and the parent of Transamerica Life Insurance Company. He is also on the President’s Advisory Committee for Trade Policy & Negotiations, the board of trustees at the University of Pittsburgh, and is chairman of the board of the Falls Church Education Foundation. Bev Dahlby, Ph.D. Distinguished Fellow in Tax and Economic Growth at the School of Public Policy and Professor of Economics, University of Calgary Bev Dahlby, Ph.D., is the Distinguished Fellow in Tax and Economic Growth at the School of Public Policy and Professor of Economics at the University of Calgary. Dahlby attended St. Peter’s College, the University of Saskatchewan, Queen’s University, and the London School of Economics. He has published extensively on tax policy and fiscal federalism and has served as a policy advisor to the federal and provincial governments. His international experience includes advisory work on tax reform for the IMF in Malawi, the Thailand Development Research Institute, and the World Bank in Brazil. From 2010-2011, Dahlby was a member of the Jenkins Panel on federal support to research and development, and he is currently a member of Statistics Canada’s advisory council. In May 2010, Dahlby was awarded the Doug Purvis Memorial Prize by the Canadian Economics Association for a work of excellence relating to Canadian economic policy. Dahlby has a B.A. from the University of Saskatchewan, an M.A. from Queen's University, and a Ph.D. from the London School of Economics. Karen A. Harbert President and Chief Executive Officer, Institute for 21st Century Energy, U.S. Chamber of Commerce Karen A. Harbert is president and chief executive officer of the U.S. Chamber of Commerce’s Institute for 21st Century Energy (Institute). In this capacity, Harbert leads the Institute’s efforts to build support for meaningful energy action nationally and internationally through policy development, education, and advocacy. Under Harbert’s leadership, the Energy Institute has evolved into a premier national and increasingly international organization truly dedicated to advancing a constructive energy agenda and transforming the energy and environmental debate into a widely supported plan of action. At the Institute, she was instrumental in formulating 88 specific policy recommendations that were presented to President Obama and the members of the 111th Congress. Harbert frequently testifies in front of Congress and provides analysis to the media, policymakers and industry leaders. Harbert is the former assistant secretary for policy and international affairs at the U.S. Department of Energy (DOE). She was the primary policy advisor to the Secretary and to the department on domestic and international energy issues, including climate change, fossil, nuclear, and renewable energy and energy efficiency. Harbert was also a member of DOE’s Executive Board as well as the Credit Review Board. She negotiated and managed bilateral and multilateral agreements with other countries and international agencies to further the nation’s energy security and research and development objectives. She was vice chairman of the International Energy Agency which advises its 27 member nations on energy policy issues and orchestrates international responses to energy supply disruptions. Harbert was the deputy assistant administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). She had oversight of programs in 11 countries, totaling more than $800 million and 1,000 employees. In the private sector, Harbert worked for a developer of international infrastructure and power projects valued at more than $9 billion in countries in the Middle East, Asia, and Latin America. Harbert gained experience on issues associated with economic reform and privatization through earlier positions at the USAID, the Organization of American States, and the International Republican Institute. Harbert received a degree in international policy studies and political science from Rice University in Houston, Texas.
