ALBANIA CALLS INDEX ▶ COUNTRY PROFILE ▶ TOP 4 REASONS TO INVEST IN ALBANIA ▶ INVESTMENT AND BUSINESS CLIMATE ▶ MACRO-ECONOMIC INDICATORS Albania has started a new chapter of sustainable and long-term economic development. The Government has designed a new economic model based on deep structural reforms with a specific focus on boosting domestic production, exports and foreign direct investments. Over the last 24 years, Albania has experienced a difficult transition process. During this process, Albania has encountered many successes and hardships. The country’s economic potential has never been fully used. With the EU ambition in mind, the Government of Albania has committed itself to create a new economic model and a more competitive investment climate. The 2014 was the year of deep reforms for Albania. The Government has undertaken structural reforms aiming to reshape the business climate and environment. The new legal framework on tourism, strategic investments, public-private partnership and free economic zones, will ensure productive inputs of economic growth contributing to increase the foreign investment inflow. The Berlin Process marked the beginning of a historical process for the Western Balkan countries, with main focus the connectivity in the Region. A number of important projects in infrastructure are designed. The TAP project is very important for Albania because it will enable the connection of Albania with the natural gas network. Foreign investment is a key factor for the new government, not only because FDIs provide liquidity, employment and development, but especially because they assist raising the performance level of economic sectors. As a result, the Albanian Government is fully committed to be a determined and reliable partner to investors, ready to assist them to overcome all the obstacles to a free and competitive market. -

From Shortage Economy to Second Economy: An Historical Ethnography of Rural Life in Communist Albania Abstract Few accounts exist of the nature of everyday rural life in communist societies, such as those which existed in Eastern Europe between the end of World War Two and circa 1990. In this paper we use oral-history testimonies from older people to reconstruct an ‘historical ethnography’ of rural life in Albania, the most isolated and repressive of the East European socialist regimes. We build our analysis around the dialectical relationship between the ‘shortage economy’, which was all-pervasive and derived from the Albanian regime’s Stalinist policy of prioritising mining and heavy industry over consumer goods and agriculture, and the ‘second economy’ which developed as a bottom-up strategy to overcome some of the imbalances and blockages in the official or ‘first’ economy. Fieldwork was carried out in clusters of villages and settlements corresponding to cooperatives and a state farm in four locations in different parts of Albania. Within the symbiotic or ‘lubricating’ relationship between the shortage economy and the second economy, we examine the ‘institutionalised hierarchy of access’ that gave some people and groups privileged access to scarce goods, whilst others remained in a marginalised and partially excluded state. Environmental Application & Science, Vol. 15(4):216-223 (2020) Research Paper Flood Forecasting in the Western Lowland of Albania with Application of the Hydrological Modelling Klodian Zaimi∗, Orjeta Jaupaj Institute of GeoSciences Energy Water and Environment, Tirana, Albania Received December 07, 2020; Accepted December 30, 2020 Abstract: Floods are natural disasters with more consequences in Albania. The most risked areas, from river floods, lie mainly in the western lowlands of the country. These areas, which are mainly areas with agricultural development, are very important in the economic development of Albania. Historically, the hydrological forecast in Albania has been based on observations of the upstream of rivers. These methods do not provide the time needed for flood management because floods rutting time to the flood plain is relatively short, due to the large slope and short rivers. Only in the last decade, more advanced techniques have been used to forecast floods, including hydrological modelling. Analysis of the present status and existing methods, in flood forecasting, is necessary to determine where the forecasting system should be improved. Determination, if there will be flooding, is related to the flood hydrograph forecast in the river sections, which are of interest. Increased flood forecasting time can be performed with the help of HEC-HMS hydrological modelling and meteorological model ICON-EU. The hydrological model used as input daily hydrometeorological observed data for precipitation and temperature in the period 1990-2018. The hydrological historical data in the period 1990-2008 was used for calibrating the model. Flood forecasting has as its main objective information in time to the authorities, or the population to take precautions measures, and to be prepared in case the forecast on the likelihood of a flood, including the size and timing of the event, at key locations of watercourses. -

UNDP ART GOLD ALBANIA PROGRAMME IDEASS INITIATIVE The second mission of “La Compagnia dei Parchi” and Federparchi for sustainable tourism in Albania Foreword 11th to 14th December 2006 The previous mission of the President of “La Compagnia dei Parchi” Mr. Roberto Di Vincenzo and the President of Federparchi Mr. Matteo Fusilli to Albania for the promotion of “La Compagnia dei Parchi” Innovation had been held on December, 11 to 14, 2006, in the framework of the IDEASS activities for the promotion of “La Compagnia dei Parchi” innovation in Albania. The first mission aimed at the promotion of the Italian Innovation La Compagnia dei Parchi (CdP) in Albania and followed the interest of the Albanian Ministry of Tourism, Culture, Youth and Sports, and Albanian Ministry of the Environment Forest and Water Administration to implement a successful strategy for Albanian Park management and development and for sustainable tourism initiatives. The Albanian Authorities expressed the will to support a cooperation project for sustainable tourism based on the experience of La Compagnia dei Parchi and proposed the realization of a common working table in order to explore the way to activate in Albania an innovative tourism product fostering economic local development. On May 24, 2007, according to the recommendations of the Albanian Ministry of Culture, Tourism, Youth and Sports and the Ministry of Environment, Forests and Water Administration and following the positive results of the mission to Albania of Italian experts of “La Compagnia dei Parchi” held on December 2006, was organized the first meeting of the Working Table for the promotion of Sustainable Tourism initiatives in Albania. -
