CONTRACT AWARDED FOR A38 HEATHFIELD PEDESTRIAN AND CYCLE BRIDGE

Work on the “Granite and Gears” project is now underway, following the award of a £1.8 million contract to construct a new pedestrian and cycle bridge across the A38 dual carriageway at Heathfield.

The bridge, which will form a part of the link from Newton Abbot to Bovey Tracey, will feature a 40.7 metre long warren truss with an elegant curved top boom for the main span.

The site lies within the South Hams SAC – Greater horseshoe bat consultation zone, and great care has been taken to ensure no significant impacts both during the design and construction stage of the scheme. Work will also be carefully planned to minimise disruption to road users. Some night time lane 1 closures will be needed this autumn o enable the works to be carried out safely, and full night time closures of both carriageways will be required to allow the bridge spans to be lifted in.

“Granite and Gears”, led by the County Council and Dartmoor National Park, was awarded £4.4 million funding from The Department for Transport’s Cycling Ambition fund in August 2013 to develop a network of multi-use trails to open up access to the moor. The aim of the project is to encourage cycling on Dartmoor, in turn bringing millions to the local economy and creating the potential for new jobs.

The project is also supported with an additional £3 million from Local Transport Plan funding, Section 106 money and contributions from County Council, Dartmoor National Park, District Council and West Devon Borough Council.

The scheme has been designed by and is being built by contractor SWH Ltd. It is expected to be completed in late spring 2015.

MATFORD MESSENGER UPDATE REPORT JULY 2014 SOUTH DEVON LINK ROAD BYPASS

Progress continues at a substantial pace aided by a reasonably dry summer. The works ongoing at this time are on several fronts.

At Penn Inn the northern ramp to the flyover has been progressed and is nearing completion, but the southern abutment has not yet started. The construction of the flyover deck is not scheduled to start until the end of September.

Along the A380 south of Penn Inn there are continuing works to adjacent retaining walls (largely complete) and drainage works. There will be a series of varying traffic management phases over the coming months along this area, all of which will maintain the two way traffic but the alignment of the road will be altered left to right to accommodate works.

Work to structures is extensive and varied. The walls and bank seats to the Aller Railway Tunnel continues and delivery of the 140 beams is expected to start early September being placed under night-time railway possessions.

Aller Railway Tunnel

Abutments to Aller Railway bridge are ongoing. Bridge beams have been placed at Maddacombe Road and works continue at Yon Street to bridge abutments with the wing walls well progressed.

The reinforcement and concrete works continue at the high pressure gas main overbridge and work is well progressed at Torbay Ringroad Overbridge with beams due to be installed over the August Bank Holiday weekend.

There continues to be a substantial amount of work to other structures including stone cladding to retaining walls and culvert headwalls.

Outside structures we have recently completed a playground as part of mitigation measures and we have constructed and installed numerous accommodation works for some of the 90 residents directly affected by the works. Work has started in earnest on the road drainage and the earthworks are substantially complete. Pavement foundations and pavement layers are in the early stages of construction with both performance and restricted foundation designs used.

Overall progress is good and the project continues to be interesting and challenging.

IDE PRIMARY’S NEW ADDITIONAL CLASSROOM COMPLETED ON THE LAST DAY OF TERM

This small and popular school has a first rate new classroom which will allow increased school capacity. The project in a challenging location at a small fully occupied existing school site was designed and managed by NPS South West and built by Fifields. Pupils have given it the thumbs up and staff are very impressed by how well the building has been co-ordinated to adjoin the existing accommodation which includes a listed building, to the extent it looks almost like it has always been there. Small but perfectly formed.

The headteacher, Mr Sean Millar, was pleased to see the project completed just before he moves, to take up a new headship post at Topsham.

EXMINSTER SCHOOL EXPANSION COMPLETED ON TIME AND ON BUDGET

Exminster School has over a number of years been expanding to meet the need to provide school places for children living in the locality. The £820,000 new four classroom building is the final phase of this expansion taking it up to a two form entry school.

The new building will be used primarily for year 5 and 6 classrooms and is WiFi enabled. A simple single storey, timber frame structure with aluminium standing seam roof, the building exceeded the air tightness test by a large margin.

NPS South West, were the design and project management consultants and Interserve the contractor, and the scheme was an example of effective working with the school to deliver the project in a very tight site area.

The Chairman of Devon County Council, Cllr Gribble, officially opened the new accommodation on 25 June.
