Situation Hillgrove House occupies a pleasant situation on the northern edge of Lurgashall, a beautiful village in the Sussex Weald, sheltered in the north by Blackdown and the Surrey Hills. Lying within the South Downs National Park, the village is of ancient origin. The most famous resident of Lurgashall was Alfred, Lord Tennyson, who lived at Aldworth House. In many ways the archetypal English village; Lurgashall, with its ancient parish church, is centred around a cricket green in front of the Noah’s Ark village pub, a former brew house and bakery that can trace its origins back to the 16th century. A village shop and Post Office on the green and another at Northchapel provide for daily needs, whilst a wider range of shopping is available at Midhurst, Petworth or Haslemere. Although relatively rural in nature, the area is well served by road and rail connections. The A286 and A283 provide the north-south routes to local destinations, whilst the A3 provides a fast and direct route to London, whilst connecting with the M25 for the main airports and the national motorway network, as well as the M27 in the south. At Haslemere station, there is a fast and frequent service between Portsmouth and London (Waterloo), with journey times to London from around 49 minutes. The application seeks the construction of a new bridleway to replace an existing stretch of bridleway that it is proposed to extinguish. In relation to the impact of development on the landscape character of the National Park, the Local Planning Authority (LPA) is required to give great weight to conserving and enhancing its landscape and scenic beauty. The proposed works to form the bridleway together with the loss of vegetation which contributes to the rural character of the area are considered to have a harmful impact on the character and appearance of the landscape. In relation to the impact of the development on the biodiversity of the site it is considered that insufficient information has been submitted in relation to the impact of the development, however, notwithstanding this, given the significant works which are to be undertaken it is likely that the proposal will result in the destruction of habitat and have a harmful impact on protected species. It is acknowledged that there will be some highway safety benefits to the proposal and the bridleway will be more convenient to some users, however, these benefits together with the reason given by the applicant for the bridleway diversion, that they would like to divert the bridleway so they can plan the layout of their site and the proposed new house without the restrictions of the present path route, are not considered to outweigh the harm caused to the landscape of the National Park and the biodiversity of the site.
