THIS STAFF REPORT COVERS CALENDAR ITEM NO.: 8 FOR THE MEETING OF: April 19, 2007 TRANSBAY JOINT POWERS AUTHORITY BRIEF DESCRIPTION: This staff report provides the status of a planning feasibility study for a future pedestrian connection tunnel between the Transbay Transit Center and the BART/MUNI Metro stations on Market Street. SUMMARY: The TJPA is conducting a study of the feasibility and estimated construction cost for a new pedestrian connection tunnel along one of the following four alternative alignments. • Beale Street (Alternative 1) • Fremont Street (Alternative 2) • First Street (Alternative 3) • Ecker Place (Alternative 4) Estimated construction costs vary for each alignment, with the Beale Street and Ecker Place alignments expected to cost less than the Fremont Street or First Street alignments due to the shorter total length of the tunnel structures. There is currently no funding identified for inclusion of the pedestrian connection tunnel in Phase 1 of the Transbay Transit Center Program. Consequently, it remains a “design option” that would be implemented during the Caltrain Downtown Extension project in Phase 2 of the Transbay Transit Center Program, as originally envisioned in the Final Environmental Impact Statement/ Environmental Impact Report (FEIS/EIR). If adequate funding is secured, construction of the pedestrian connection tunnel appears technically feasible along any of the four alignments studied. A study report with input from City and regional stakeholders is planned for consideration by the TJPA Board at its May 2007 meeting. REPORT: FEIS/EIR Consideration of a Pedestrian Connection Tunnel The Locally Preferred Alternative (LPA) that was adopted during the preparation of the FEIS/EIR included a “design option” for a pedestrian connection tunnel below Fremont Street between the train mezzanine level of the new Transit Center and the mezzanine level of the existing BART/MUNI Metro Embarcadero Station, as part of the Caltrain Downtown Extension Project. -

San Francisco Bay Crossings Study Recommendation Summary
RECOMMENDATION SUMMARY San Fran c isco Bay July 2002 -----=~Jro:;~~~~ ~ ___________________Crossings Study After more than a year of careful study, the Metropolitan Transportation Commission (MTC) is preparing final recommendations for a strategy to not only ease the congestion plaguing various routes across San Froncisco Bay but to help deal with a projected 40 percent increase in transbay travel by 2025. Responding to a request by U.S. Senator Dianne Feinstein that a 1991 study be updated, MTC launched the San Francisco Bay Crossings Study in late 2000 and began analyzing the costs, travel impacts and environmental issues associated with a long list of options for three primary trans bay corridors: San Francisco-Oakland, San Mateo-Hayward and the Dumbarton Bridge corridors. Study Team Tackles Tough Questions The Bay Crossings Study team, which includes staff from MTC While the policy committee's draft recommendations focus on and other agencies, is led by a 13-member policy committee lower-cost improvements that could start going into place with (see box on page 6). This challenge was already the most significant crisis in the history of public transportation, and now it has persisted far longer than any of us would have predicted. Since the beginning, our workers have been on the front lines, doing their jobs as essential workers, responsible for providing other front line workers with a way to safely travel to and from essential jobs. Now that the availability of a vaccine is on the horizon, we are proud to echo the attached call from the Amalgamated Transit Union (ATU). Specifically, we urge you to work to ensure that transit, paratransit, and school transportation workers are prioritized along with other essential workers to receive the vaccine following the critical need to vaccinate the State’s healthcare workers. Even with reduced ridership, an average of 8 million monthly riders continue to depend on Bay Area transit services. These riders are the healthcare workers, grocery clerks, caregivers, emergency services personnel and others doing the critical work that has kept California functioning during the pandemic. They cannot continue to do so without access to reliable public transportation, and are therefore dependent on the health of the transit workers that serve them every day. Our agencies have worked hard to ensure the public health of riders and transit workers during this crisis. -

Roll Call Chair Peskin called the meeting to order at 10:04 a.m. Present at Roll Call: Commissioners Fewer, Haney, Mandelman, Preston, Peskin, Ronen, Safai, Stefani, Walton and Yee (10) Absent at Roll Call: Commissioner Mar (entered during Item 2) (1) 2. Chair’s Report – INFORMATION Chair Peskin reported that in addition to helping elect President-elect Biden and Vice- President-elect Harris, San Francisco voters looked favorably on transportation funding measures on November 3rd. He added that locally, San Francisco approved Proposition A, the Health and Homelessness, Parks and Streets Bond. He said that this $487.5 million general obligation bond included $41.5 million to repave and reconstruct roads, rehabilitate, and make seismic improvements to street structures and plazas and to install and renovate curb ramps. He said that there are also funds for re-building parks and open spaces, including safe pedestrian access across the city. Chair Peskin reported that regionally, voters in San Francisco along with all three Caltrain district counties, including Santa Clara and San Mateo, passed Measure RR by over 2/3 approval which is the threshold for the first-ever dedicated funding source for Caltrain. He added that the one-eighth cent sales tax for Caltrain will provide a lifeline to the railroad which is struggling with severe fare revenue loss associated with low levels of ridership during the pandemic. He shared that the funds will also help off-set SFMTA’s obligations to provide operating support, benefitting Muni. He added that the funds will provide a way to build toward Caltrain’s future as an electrified service.
