Esta re- ÉE vista é resultado do esforço colaborativo das instituições que compõem o Observatório do Milênio - rede de parceiros que objetiva produzir e disseminar informações sobre a cidade de Belo Horizonte e Região Metropolitana. Integram a rede do Observatório do Milênio a Prefeitura de Belo Horizonte, a Prefeitura de Contagem, o Governo do Estado de Minas Gerais, a Universidade Federal de Minas Gerais, a Fundação João Pinheiro, a Pontifícia Universidade Católica - PUC Minas, o Grupo Ânima (Centro Universitário UNA e UNI-BH), a Universidade FUMEC e o Sistema FIEMG. A ampliação dos debates e estudos sobre este vasto tema é de significativa importância para a troca e disseminação de nossas experiências locais com outras regiões do país e do mundo. A Governança Metropolitana tornou-se ponto fundamental das agendas governamentais em face da dinâmica de crescimento e do conjunto de necessidades que resultam de cidades conurbadas. Tal cenário requer dos gestores disposição para o estabelecimento de ações coordenadas, com vistas a assegurar a cooperação entre municípios para a resolução de problemas que frequentemente extrapolam os limites de cada cidade. Por esta razão, estamos conscientes e imbuídos deste esforço para promover uma Governança Metropolitana inovadora capaz de criar mecanismos efetivos de associação e integração entre as cidades. O “Programa BH Metas e Resultados”, da atual adminis- tração municipal de Belo Horizonte, estabelece a integração metropolitana como uma das 12 áreas de resultados. Esta proposta se preconiza no fomento à articulação entre Belo Horizonte e os municípios da Região Metropolitana, por meio de diversos instru- mentos de parcerias, com vistas a compartilhar recursos técnicos, políticos e financei- ros. Tais instrumentos induzem ao desenvolvimento integrado da região. Em 2009, foi criada a “REDE 10”, que reúne dez cidades conurbadas da RMBH, com vistas ao desenvolvimento de ações conjuntas e ao intercâmbio de experiências. Já foram assinados alguns importantes instrumentos de parceria nas áreas da saúde, ar- recadação e tributação, inclusão digital, entre outros. Além disso, o Plano Diretor de Desenvolvimento Integrado da RMBH, elaborado pela Agência de Desenvolvimento Metropolitano, com a participação ativa de Belo Horizonte, identificou os principais problemas regionais. Para isso, propôs políticas e programas que contribuirão para a superação dos principais desafios, e a melhoria da qualidade de vida para o conjunto da população metropolitana. Estamos seguros que, com estes instrumentos, e a conso- lidação de ações conjuntas e integradas, temos em mãos uma oportunidade singular de avançar rumo ao desenvolvimento metropolitano mais solidário e eficiente. This Journal is I the result of a collaborative effort of the institutions that compose the Millennium Observatory. The Observatory is a network of partnerships with the objective to disseminate information on the City of Belo Horizonte and its metropolitan region. Belo Horizonte’s Millennium Observatory is made up of the Municipalities of Belo Horizonte and Contagem, the State Government of Minas Gerais, the Federal University of Minas Gerais, João Pinheiro Foundation, Pontifical Catholic University of Minas Gerais, the Ânima Group (UNA and UNI-BH University Centers), FUMEC University and the FIEMG System. Conducting research and amplifying the debate on this issue is of significant importance, to be able to disseminate our local experiences with other regions in the country and abroad. Metropolitan Governance has become a central issue on government agendas in response to the growing dynamism and challenges produced by city-regions. Such scenery requires from city managers the disposition to establish coordinated actions to secure inter-municipal cooperation, to resolve issues that often extrapolate the limits of each city. For this reason, we consciously dedicate ourselves to promote an innovative form of Metropolitan Governance, capable to create effective mechanisms of association and integration amongst the cities that compose the region.     REPORT OF THE WORK AND FOWLER FAMILY MISSION Belo Horizonte - Brazil /November 2019 Dearest family, friends and brothers and sisters in Christ, Many of you ask us continually how we are doing physically. We decided to answer everyone en masse. Through all of our struggles we have done what we could. Many people tell us that we need to slow down and let our health improve in order to do what we are doing. If that were our attitude we would still be in bed, with others waiting on us hand and foot. We have only been able to improve because we kept going and doing what was (and still is) hard to do. Before LaJuana had back surgery to correct a pinched sciatic nerve, she experienced grueling pain at every step. She was finally able to do spinal fusion in March 2019 to separate the disks that were pinching the sciatic nerves. It seems that that problem was resolved, but she still has terrible back pain at times. She continues to seek professional help to find and correct the problem. When Eddison came out of herniated disk surgery 4 ½ years ago he was unable to raise his foot off the bed and sustain it; control the left and right, and up and down movements of his feet; navigate his legs; urinate and defecate; lie on either side and raise his top foot off the other one; or sustain his body while on foot. Standing alone was unimaginable. Praise God for wheelchairs, walkers, crutches, walking canes, catheters, adult diapers, laxatives, Activia, probiotics and natural fibers! Praise Him also for brothers and sisters in Christ who understand and truly love and care for those in need.

Abstract In recent years, Latin America has witnessed ever-increasing intraregional migration flows in the context of growing political and economic integration and the tightening of migration policies in the developed world. Despite the rising importance of Haitian migration to Brazil over the past decade, few studies have explored the characteristics of Haitian migration to the Belo Horizonte Metropolitan Area (RMBH), the third largest urban agglomeration in Brazil. This study seeks to fill these research gaps by: i) providing a comprehensive demographic profile of the Haitian migrant population in the RMBH, ii) analyzing the evolution of their labor market integration over the past eight years, and iii) investigating the role and characteristics of their migration motives, routes, connections with their place of origin, and/or employment- related connections and support. This analysis was conducted by triangulating data from three sources: the Centro Zanmi, an NGO that assists Haitian migrants in the RMBH; SINCRE, obtained from the Brazilian Federal Police; and the Relação Anual de Informações Sociais (RAIS), obtained from the Brazilian Labor Ministry.

    Belo Horizonte Metropolitan Economic Strategy Report Alex Gray, Fellow, Global Urban Development, July 2009 Overview Located within the Brazilian Highlands of southern Brazil, the State of Minas Gerais has long been known for its mineral wealth – dating back to the discovery of gold in the 1690s. (Bergard, 1999, p. 81) In fact, the name “Minas Gerais” is Portuguese for “general mines.” Even today, long after its gold reserves have been effectively exhausted, mining constitutes Minas Gerais’ largest source of wealth (though agriculture provides the largest source of employment), due to its supply of iron ore. Brazil’s fourth-largest State in terms of area, Minas Gerais is second only to the State of São Paolo in terms of the size of both its population and its economy. The State of Minas Gerais encompasses 226,460 square miles and contains an estimated 19,426,356 people. (Encyclopedia Britannica) (Minesterio do Turismo) Of those 19 million people, approximately 2,375,300 live in the capital City of Belo Horizonte, with 5,391,284 residing in the greater Belo Horizonte metropolitan area. (Encyclopedia Britannica) Brazil’s first planned city, Belo Horizonte was established to replace Ouro Preto, a symbol of colonialism, as Minas Gerias’ capital shortly after the country became a republic in 1889. Originally known as Cidade de Minas, the city’s name was changed in 1901 to Belo Horizonte – Portuguese for “beautiful horizon.” (Encyclopedia Britannica) Governor Alfonso Pena tapped civil engineer Ararão Reis for the construction of the new capital. City streets, laid out as a grid including both perpendicular and diagonal streets named after Brazilian states and indigenous tribes, bears the influence of Washington, D.C.

Sustainable Cities Initiative as a program with one primary objective: to identify and promote replicable methods for sub-national Sustainable Development Goal (SDG) monitoring that facilitate local action in support of the “leave no one behind” principle. A growing number of subnational actors are attempting to implement the SDGs locally and are confronting specific questions related to data collection and monitoring. With this has grown the need for real, practical lessons and guidance that can be applied to different contexts worldwide. For this reason, LDA-SI launched a microgrant initiative to support learning from existing subnational SDG data initiatives, harnessing this tacit local knowledge and informing a learning exchange. In 2018, five grantees were chosen both for their proven ability to support SDG implementation in a specified location and for their model’s relevance and potential benefit for other sub-national SDG initiatives in the world. Each grantee has prepared a guidance brief that describes SDG localization challenges in the place where they are operating and the data solutions they have designed to support efforts toward SDG achievement.

This study aims to characterize the commercialization of pequi fruit in municipalities of the state of Minas Gerais and identify public policies that strengthen its production chain in order to support its use for generating income within rural communities. Information was obtained through searches on official sites, published literature and other documents, and through semi-structured and open interviews held in 39 commercial establishments and in five restaurants. Between 2003 and 2011, the national production and the price of one tonne of pequi has risen from 42% to 209%. Sales of pequi by the Centrais de Abastecimento de Minas Gerais S.A. (CeasaMinas) of Greater Belo Horizonte, Brazil, has risen 113% between 2010 and 2014. The results indicate the feasibility of pequi extractivism for a quilombola community. This article seeks to contribute to the development of evaluation and monitoring strategies for target 6.2 at the local level, adapting the official SDG indicator 6.2.1a and the international criteria established by the Joint Monitoring Programme for Water Supply, Sanitation and Hygiene (coordinated by the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF)) at the municipal scale. Using the Belo Horizonte Metropolitan Region (RMBH) as a case study, a series of methodological procedures is proposed to assess and monitor equitable access to sanitation services. Inequalities in access to services between different population subgroups and between the municipalities that make up the RMBH are explored in different ways, including the evaluation of intersecting forms of inequality, the mapping of a synthetic index of inequality based on multiple criteria and the projection of the time needed to achieve universal access to services according to international criteria.

    POLÍTICAS PÚBLICAS CULTURAIS E ECOLÓGICAS NA CIDADE DE CONTAGEM - MG: ESBOÇO DE CENÁRIOS E PERSPECTIVAS PARA CANDIDATOS DO PERÍODO ELEITORAL 2020 VAGNER LUCIANO DE ANDRADE1 FRANCIMARA DAS GRAÇAS BATISTA2 RESUMO: O presente trabalho visa apresentar o cenário de possíveis potencialidades quanto às políticas públicas para cidade de Contagem, segunda urbe da Grande Belo Horizonte, apresentando breve inventário que evidencie as pendências da urbe e de sua gente. A metodologia consistiu em 3 etapas: a primeira, uma consulta à legislação vigente e as etapas seguintes buscaram a análise da bibliografia dos potenciais culturais e ecológicos que se encontram ameaçados pela urbanização desenfreada. Assim, através de revisão bibliográfica consistiu em identificar cenários dos patrimônios culturais e ambientais destacando eventuais mecanismos de proteção e salvaguarda, indicando avanços e retrocessos, com vistas a incentivar tanto o legislativo, quanto o executivo, a propor ações para a cidade, no âmbito do exercício eleitoral do ano de 2021 a 2024 para releituras e consolidação das identidades locais. Para o eleitor na cidade, ainda não é notável que as decomposições de memórias coletivas avançam degradando contextos e paisagens. Os últimos casarões sendo demolidos e chácaras sendo loteadas. Assim é de suma importância a preservação dos marcos ambientais, e sobretudo culturais. Neste contexto, o presente trabalho busca apresentar potencialidades e legitimidades de Contagem, com vistas a pronta promulgação de leis e a projetos de leis que possam legitimar patrimônios naturais culturais que são únicos em sua espacialidade, historicidade e temporalidade, disponibilizando-os aos munícipes.
